The UN Security Council has granted Afghan Foreign Minister Amir Khan Muttaqi a travel ban exemption to visit New Delhi from October 9–16, 2025, under resolution 1988 (2011). Similar exemptions were earlier approved this year for other Taliban officials on medical grounds. The decision comes as Afghanistan faces worsening humanitarian challenges, including the country’s first-ever nationwide internet blackout, following a Taliban-imposed telecom shutdown amid growing restrictions on women and civil freedoms.
