*Two POCSO Undertrials Who Escaped Srinagar Jail Traced to Rajasthan, Arrested*

Srinagar, Aug 26, KNT: Two undertrial prisoners facing separate cases under the Protection of Children from Sexual Offences (POCSO) Act, who had escaped from Central Jail Srinagar on August 23, have been traced to Rajgarh in Rajasthan’s Churu district and arrested, officials said.

The two have been identified as Farman Khan, a resident of Rajasthan, and Mukhtar Ahmad Gujjar, a resident of Anantnag.

According to officials, Srinagar Police, with assistance from Rajasthan Police, traced the duo to Rajgarh and apprehended them after a three-day search operation.

Police parties from Srinagar have already left for Rajasthan to take custody of the two and bring them back to Srinagar.

Farman Khan was lodged in Central Jail Srinagar in connection with FIR No. 19/2026 registered at Police Station Lar under Sections 137(2) and 87 of the Bharatiya Nyaya Sanhita (BNS) and Sections 3 and 4 of the POCSO Act.

Mukhtar Ahmad Gujjar was facing proceedings in FIR No. 20/2026 registered at Police Station Soura under Sections 137(2) and 65(1) of the BNS and Sections 3 and 4 of the POCSO Act.

The duo had allegedly escaped from the high-security prison on August 23, following which police issued lookout notices and launched a manhunt across the Valley and beyond.

Their arrest brings an end to the immediate search for the two escapees, while investigation into the circumstances surrounding their escape from Central Jail Srinagar is continuing. [KNT]

ADC Ganderbal Reviews Arrangements for Eid-ul-Milad-un-Nabi (SAW)

GANDERBAL, AUGUST 26: In view of the observance of Eid-ul-Milad-un-Nabi (SAW), Additional Deputy Commissioner Ganderbal today visited various identified religious places and shrines to review the arrangements put in place for devotees.

During the visits, the ADC reviewed arrangements relating to security, traffic management, drinking water supply, power supply, sanitation, cleanliness, healthcare and other essential facilities at the venues where Milad celebrations and congregational gatherings are being held.

The ADC conducted an on-ground assessment of the facilities and directed the concerned officers to ensure that all arrangements remain fully functional and devotees do not face any inconvenience during the celebrations.

The concerned departments were directed to maintain proper cleanliness and sanitation around the shrines and congregation points, ensure adequate drinking water and uninterrupted power supply, and keep necessary medical assistance available at identified locations.

The Traffic Police and other concerned agencies were directed to ensure smooth regulation of vehicular and pedestrian movement, particularly at locations witnessing large gatherings, and make necessary arrangements for hassle-free movement of devotees.

The ADC also stressed upon close coordination among all concerned departments and directed the field functionaries to remain available for prompt response to any requirement or exigency during the celebrations.

He further directed the concerned officers to maintain continuous monitoring of the arrangements and ensure immediate redressal of any issue brought to their notice.

The ADC reiterated the commitment of the District Administration to ensure safe, peaceful and well-organised observance of Eid-ul-Milad-un-Nabi (SAW) and called upon all concerned departments to work in close coordination for the convenience and welfare of devotees.

DC Ganderbal Chairs District Level NCORD Committee Meeting; Directs Intensified Action Against Drug Abuse

GANDERBAL, AUGUST 25: Deputy Commissioner Ganderbal, Jatin Kishore, today chaired the monthly meeting of the District Level Narco Coordination (NCORD) Committee to review the measures being undertaken by various departments to curb drug abuse and strengthen enforcement, prevention, awareness and rehabilitation efforts across the district.

During the meeting, the Deputy Commissioner reviewed the action taken by different departments and stressed upon strengthening inter departmental coordination and adopting a sustained, result-oriented approach to tackle the menace of drugs.

The Assistant Controller Drugs, Ganderbal, was directed to intensify inspections and coordinate closely with the Police Department for strict action against drug peddling, violations by drug sellers and illegal sale or distribution of drugs. He also directed that cases involving violations be pursued promptly and appropriate action be taken as per law.

The Deputy Commissioner directed the ARTO to expedite the process for cancellation of driving licences, as per rules, in cases involving persons found engaged in drug peddling.

He further directed that prosecution of drug peddling cases be intensified and stressed that strict action be taken against those found involved in drug peddling or facilitating the illegal distribution of drugs. He also called for effective measures to discourage drug consumption, particularly among youth.

The Deputy Commissioner directed the concerned departments to strengthen surveillance of courier and other channels vulnerable to transportation of drugs, in coordination with the Police Department, to prevent the movement and distribution of narcotic substances.

He further directed the concerned departments to ensure installation of CCTV cameras at identified vulnerable locations to strengthen surveillance and deterrence against drug-related activities.

Reviewing preventive measures, the Deputy Commissioner directed that wild cannabis plants be identified and destroyed at the block and panchayat level, with regular field level monitoring to prevent their spread.

The Deputy Commissioner also called for intensification of awareness programmes across the district, particularly in educational institutions and among youth and communities, focusing on the harmful effects of drug abuse, prevention, counselling and rehabilitation.

All departments were directed to ensure regular conduct of awareness activities and submission of Action Taken Reports (ATRs) regarding the directions issued so that progress can be effectively monitored.

The Deputy Commissioner emphasised that combating drug abuse requires a whole of society approach, with coordinated efforts involving enforcement agencies, health institutions, educational institutions, local administration and community stakeholders.

The Deputy Commissioner reiterated the commitment of the District Administration to take strict, coordinated and sustained measures against drug abuse and drug peddling and called upon all stakeholders to work collectively towards making Ganderbal a safe, healthy and drug-free district.

Secretary Transport reviews Motor Vehicle Department’s functioning in Kashmir Division

SRINAGAR, AUGUST 24: Secretary, Transport Department, Avny Lavasa, conducted a thorough review of functioning of the Motor Vehicle Department in Kashmir Division here at Civil Secretariat.

During the review meeting, the Secretary deliberated in detail with the Transport Commissioner, Regional Transport Officer (RTO), Kashmir, Assistant Regional Transport Officers (ARTOs) and other field functionaries regarding the overall functioning of the department, service delivery and enforcement-related matters.

The meeting focused on improving the efficiency and effectiveness of the Motor Vehicle Department, with emphasis on timely clearance of pendency, delivery of citizen-centric services, strengthening of field-level enforcement, responsiveness to public grievances and ensuring greater transparency and accountability in departmental functioning.

The Secretary took stock of the status of various services and pending matters and directed the officers to ensure their time-bound disposal. The field officers were asked to adopt a proactive and citizen-friendly approach so that applicants receive services in a prompt, transparent and hassle-free manner.

Avny Lavasa also stressed the need for close monitoring of pendency at all levels, effective supervision of field offices and coordinated efforts among the officers and officials to improve the department's overall performance.

The RTO Kashmir and other field functionaries apprised the Secretary of the functioning of their respective offices, key challenges and measures being undertaken to improve service delivery and enforcement.

During the meeting, the Secretary also reviewed the progress of construction of Assistant Regional Transport Office (ARTO) buildings in various districts. She asked for early completion of the vital offices to strengthen the departmental infrastructure and improve public service delivery.

Avny Lavasa directed all the concerned officers to ensure strict compliance with the directions issued during the review. She asked for working collectively towards making the Motor Vehicle Department more efficient, responsive and citizen-centric.

DC Ganderbal Reviews Progress under Mission YUVA; DLIC approves 255 Cases

GANDERBAL, AUGUST 24: Deputy Commissioner (DC) Ganderbal, Jatin Kishore, today chaired a meeting of the District Level Implementation Committee (DLIC) to review the implementation and progress achieved under Mission YUVA in the district and consider beneficiary cases under the scheme.

At the outset, the DC undertook a detailed review of the status of cases under Mission YUVA, including cases approved, sanctions and disbursements by banks, capacity-building interventions and other key deliverables associated with the implementation of the Mission.

During the meeting, 255 beneficiary cases were approved under Mission YUVA. The DC directed the concerned departments and financial institutions to ensure expeditious processing of the approved cases and effective handholding of beneficiaries at every stage so that the intended benefits of the scheme reach the eligible beneficiaries without delay.

The DC directed the concerned officers to undertake a bank-wise analysis of all pending cases and maintain close coordination with the respective bank branches for their timely disposal. He emphasized that cases should be regularly followed up from the stage of submission to sanction and final disbursement, with avoidable pendency being identified and resolved promptly. The participating banks were directed to accord priority to eligible Mission YUVA cases and maximize sanctions and disbursements.

The DC further emphasized that the objective of Mission YUVA should not be confined to sanctioning of cases but should extend to ensuring the successful establishment and sustainability of enterprises. In this regard, he directed the concerned agencies to strengthen capacity-building, mentoring and handholding support for beneficiaries, particularly those whose cases have already been sanctioned or disbursed.

Special emphasis was laid on ensuring that beneficiaries whose cases have been disbursed are provided adequate post-disbursement handholding and capacity-building support, enabling them to effectively utilize the financial assistance and establish viable income-generating activities.

The DC also directed the concerned officers to facilitate beneficiaries in completing all requisite formalities so that eligible beneficiaries can avail the interest subsidy admissible under Mission YUVA. He called for close coordination between the implementing agencies and banks to ensure that eligible cases are processed for the interest subsidy without unnecessary delays.

Emphasizing the importance of output-oriented implementation, the DC directed all concerned to maintain continuous tracking of each case and monitor its progress from identification and approval through bank sanction, disbursement, capacity building, establishment of the unit and subsequent handholding.

He further called for continuous mission-mode reporting on the progress of Mission YUVA, with updated information regarding approvals, sanctions, disbursements, capacity-building programmes and beneficiary outcomes to be reviewed regularly at the district level.

The DC stressed that all stakeholders must work in close coordination to bridge implementation gaps and ensure that the targets fixed under Mission YUVA are achieved in a time-bound manner, with particular focus on creating sustainable livelihood and entrepreneurship opportunities for the youth of Ganderbal.
