Srinagar, July 01: Congress leader and Media Coordinator Kashmir Dr. Audil Farooq Mir today visited Balhama, Lone Mohalla and Pandrethan in the Lal Chowk Constituency to personally assess the ground-level arrangements for Ashura.

During the visit, Dr. Audil noted several civic shortcomings in these areas, including poor sanitation, inadequate lighting, and a lack of safe drinking water—issues that have persisted over time. While acknowledging the efforts made so far by the local administration, he urged officials to intensify their work to meet the spiritual and practical needs of the community.

“Today’s visit was aimed at ensuring that the people are able to observe Muharram with dignity, peace, and proper facilities,” Dr. Audil stated. “I have requested both the BDO and the Additional Deputy Commissioner to take necessary steps for immediate cleaning, adequate lighting, and provision of drinking water—especially near the community centre by the new Panchayat Ghar in Balhama.”

He emphasized that such basic services are fundamental and should not be overlooked, especially during significant religious occasions. “These aren't luxuries. They are basic needs that reflect how responsive and sensitive our governance is to the sentiments of the people.”

Without being overly critical, Dr. Audil pointed out that the recurring neglect in some areas of the Lal Chowk Constituency calls for a more sustained and inclusive approach from elected representatives and officials alike.

He reaffirmed his own commitment to stand by the people—not only during festivals, but throughout the year—ensuring that voices from every mohalla are heard and respected.

“The sanctity of Muharram must be preserved not just through rituals, but through collective responsibility and on-ground action,” he concluded.

Budgam, June 28 : PDP Senior leader Zaffar Mir (Lasjan) has reached out to the District Administration Budgam, requesting timely and comprehensive arrangements for the upcoming Muharram processions in the Chadoora subdivision.

The areas highlighted by Zaffer include Chattergam, Malik Gund, Rakhi Shalina, Kenihana, Suthsu, and S.K Bagh.

Recognizing the significance of Muharram for the Shia community, he called for coordinated efforts to ensure that all essential facilities—such as water supply, electricity, sanitation, medical aid and traffic management are in place to facilitate smooth and dignified mourning processions.

“Muharram holds deep spiritual meaning for thousands of devotees. I am confident that the administration will uphold its commitment by ensuring peaceful and well-managed observances across these areas,” Zaffer said.

He expressed appreciation for the administration’s past efforts and hoped for the same spirit of cooperation and efficiency this year as well.

Srinagar, June 21: Congress leader and Media Coordinator for Kashmir, Dr. Audil Farooq Mir Lasjan, has delivered a powerful critique of the Jammu and Kashmir administration’s approach to infrastructure development, urging an end to superficial announcements and demanding a bold, systemic overhaul to address the deep-rooted crisis plaguing roads and bridges across the region.

Responding to the Deputy Chief Minister’s recent proclamation on blacklisting non-performing contractors and enforcing quality control under major schemes such as NABARD, PMGSY, CRIF, and the state’s macadamisation programs, Dr. Audil said the issues go far beyond errant contractors. “The rot lies not in intention but in execution—our problems begin at the drawing board,” he said.

He highlighted alarming shortcomings in project planning and design, including the frequent absence of topographic surveys, soil studies, or hydrological assessments in Detailed Project Reports (DPRs). “Site verifications are often skipped. Tenders are floated before securing land or forest clearances. This is not how a responsible administration functions,” he asserted.

Dr. Audil cited delayed and poorly executed projects—like the unfinished Shrunz Bridge, the approach-less Vethpora Bridge, and the tragic Gandabal footbridge where lives were lost—as stark examples of what he called “institutional indifference and planning paralysis.”

He also brought to light the irrational application of outdated Schedule of Rates (SORs) across geographies as diverse as the flood-prone plains of Kashmir and the mountainous Pir Panjal belt.

“These outdated SORs distort budgets and force contractors into corners where quality becomes the casualty,” he said, noting that there is little coordination even among government departments implementing similar projects under different funding streams.

Dr. Audil added that the Rambagh–Lasjan–Kadalbal Road is another glaring example of the tragic infrastructure deficit. Despite having been projected under various institutions—whether World Bank-funded projects, CRIF, NABARD, or PMGSY—the road remains in shambles, marred by potholes and broken shoulder embankments, even though it serves as one of the region’s vital connectivity routes.

On the legal front, Dr. Audil raised alarms over the substandard contract agreements used by government departments in J&K. Unlike modern models such as FIDIC or EPC contracts, local agreements fail to safeguard against unforeseen events, lack compensation clauses for government-induced delays, and offer no protection against price escalations or tax policy shifts. “How can you expect timely delivery when the system itself is tilted against the executor?” he questioned.

Calling for a shift from posturing to performance, Dr. Audil, who is also a trained policy analyst, proposed a series of reforms: establishing an independent engineering panel under the PWD to scrutinize and vet DPRs, updating and regionalising SORs, implementing escrow-based payments to ensure fiscal discipline, and launching publicly accessible, geo-tagged dashboards for real-time infrastructure tracking.

More importantly, he emphasized the need for legally robust and fair contracts that define responsibilities clearly and include dispute resolution frameworks. “You can’t demand accountability without offering protection,” he said.

Concluding with a call to action, Dr. Audil urged the Deputy Chief Minister to go beyond press briefings and commit to policy shifts that will restore public trust.

“People don’t want more blame games—they want bridges that connect, roads that endure, and governance that works. As John F. Kennedy said, ‘America is rich because of its good roads.’ Jammu and Kashmir deserves no less.”

Srinagar, June 21: Senior PDP leader Zaffer Mir (Lasjan) has voiced strong disapproval over the Jammu and Kashmir government’s mishandling of the much-anticipated Committee Reservation Report.

Zaffer, reflecting growing public dissatisfaction, accused the administration of betraying student trust and pushing critical issues into bureaucratic limbo.

“The promises made to the youth were loud and clear. A six-month deadline was set, and yet we see no meaningful action. What we are witnessing is deliberate deferral wrapped in technical excuses,” he said.

Zaffer was referring to the cabinet’s recent decision to send the sub-committee’s report on reservation policy for a legal review — a move seen by many as a stalling tactic.

“If legal vetting was necessary, why wasn’t it done earlier? This selective urgency now reeks of damage control rather than sincere governance,” he added.

The PDP leader highlighted the growing unrest among students, especially from the general category, over the revised reservation structure that increases reserved quotas from 43% to 67%. “This is not policy reform; it’s political appeasement. The youth are losing faith — not just in the report, but in the system that promised fairness.”

Condemning the government’s inaction, he warned of deeper consequences if immediate steps aren’t taken. “This is no longer about percentages or policy papers — it’s about public trust, and right now, that trust is in tatters.”

Mir called for the immediate release of the committee’s findings and a public roadmap to address concerns raised by students and civil society. “The government must act now, not after another committee or review, but with honesty and urgency. Otherwise, the consequences will not just be political, they will be generational.”
