Dy CM visits Shalamar hospital
Says Government doing its best to ascertain causes of Rajouri tragedy
JAMMU, JANUARY 17: Deputy Chief Minister, Surinder Chowdhary, today visited the Government hospital Shalimar to enquire about the health of Rajouri tragedy victims.
He was accompanied by MLA Budhal Javaid Choudhary and other senior officers.
While interacting with the hospital administration and medical faculty there, the Deputy Chief Minister said that the Government is doing its best to ascertain the causes behind these mysterious deaths. He directed for providing all requisite medical facilities to them.
While speaking to the media on the sidelines of the visit, the Deputy Chief Minister said that the Government has already directed for undertaking a holistic research exercise to ascertain the causes which have caused such an unfortunate tragedy. He said that other agencies like police have also been directed to undertake a through investigation into the matter and action would be initiated against the persons, if there is any foul play detected.

SAMBA, JANUARY 17: Minister for Health and Medical Education, Social Welfare and Education, Sakeena Itoo, today inaugurated a two day national conference on ‘Mathematical Sciences and Applications’ at Shri Pandit Prem Nath Dogra Government Degree College (GDC), Samba here.
MLA Samba, Surjeet Singh Slathia, MLA Chadoora, Ali Mohd Dar, MLA Zainpora, Showkat Ahmed, Additional Chief Secretary, Higher Education, Shantmanu, Deputy Commissioner, Samba, Rajesh Sharma, Director Colleges, Prof. Sheikh Ajaz Bashir, Deans of Cluster University, Principals from various colleges of Jammu division and large number of students were present on the occasion.
Addressing the gathering, the Minister highlighted the transformative power of education and appreciated the intellectual exchanges during these conferences. “Conferences like these provide an excellent platform for exchanging ideas, fostering research and building collaborative networks that contribute to academic and practical advancements of our region”, Sakeena said.
The Minister reaffirmed the government’s commitment towards advancing education and research, encouraging the institution to continue its pursuit of excellence. “The government envisions an education system that is inclusive, research-oriented and aligns with global standards. Initiatives are being taken as per NEP-2020 to strengthen infrastructure, introduce innovative teaching methods and promote interdisciplinary research,” she stated.
The Minister assured full support to the college for quality upgrading both in academia and infrastructural development.
In his address, MLA Samba, Surjit Singh Salathia, appreciated the efforts of the college in organising an insightful conference.
Addressing the gathering, Additional Chief Secretary HED, highlighted the pivotal role of mathematics in technological innovation and problem-solving.
Speaking on the occasion, Director Colleges lauded the conference for fostering collaboration among the scholars.
Conference Coordinator, Professor Narayan Dutt, while introducing the theme of conference, emphasised the role of mathematics in technological advancement, while Dr. A.P. Singh, Professor Emeritus, in his keynote address, underscored the urgency of mathematical applications in today’s rapidly evolving technological landscape.
On the occasion, the Minister also released Conference Abstract Book, College Magazine ‘Basantar’, Viksit Bharat Magazine ‘Yuva Drishti’, IQAC Newsletter ‘Saarthi’ and PRAVAD Electoral Literacy Club’s Newsletter ‘Niti Nerd’.
Notably, the conference featured 80 research papers and poster presentations across varied themes like mathematical analysis, applied mathematics, computational mathematics, mathematical physics and algebra with 135 participants from various institutions.
Later, on the sidelines of the Conference, Sakeena Itoo inaugurated new academic block for the college as well as RFID unit in library, making it fully automated and college canteen to be run under Umeed scheme by female Self Help Groups.

DEO/ DC Srinagar finalizes preparations for celebration of 15th National Voters Day- 2025
SRINAGAR, JANUARY 16: The District Election Officer (DEO)/ Deputy Commissioner Srinagar, Dr. Bilal Mohi-Ud-Din Bhat today chaired a meeting at Meeting Hall of DC Office Complex here to review the plans and preparations for celebration of 15th National Voters’ Day-2025 to be celebrated on January 25.
Besides Deputy District Election Officer, the meeting was attended by all the Electoral Registration Officers (EROs) and AEROs of eight Assembly Constituencies of Srinagar District and all concerned District level Officers.
During the meeting, the DEO/DC discussed in detail the preparations to be made and the activities to be conducted on the occasion of 15th NVD-2025. It was decided that the celebrations will be held at various locations across the District. There will be a main District level function, besides there will also be celebratory events across various Assembly Constituencies of the District.
Highlighting the objectives of the celebration of National Voters Day, the DEO/DC said that the day is mainly celebrated to encourage more young people to participate in the electoral process, and to facilitate them by maximizing their voter registration, particularly the new voters.
He laid emphasis on launching an awareness campaign across the District for making elections more inclusive and participatory by encouraging all young electors, particularly newly eligible ones.
The DEO/DC also stressed on conducting varied activities to promote the theme “Nothing Like Voting, I Vote for Sure.” These include installing thematic banners, public engagements through social media with posting of awareness videos by Youth Icons and Social Media Influencers, felicitating new voters with Electoral Photo Identity Cards (EPICs), media content, websites, and election-related presentations.
He further urged that functions be organized to felicitate the Officers/Officials and other persons who made outstanding contributions in conducting the General Election to Lok Sabha-2024 and General Elections to Legislative Assembly-2024 in a free, fair, transparent and peaceful manner. On the occasion the efforts of all the Officers/Officials be recognized who performed best in raising voter awareness and making the conduct of both elections a resounding success.
It was decided that the events would feature administering the Voters’ pledge to all participants, awareness events, skits, competitions and nukkad nataks in all Assembly segments of Srinagar District. Further the message of Chief Election Commissioner of India shall be played in all the programmes and events of 15th National Voters’ Day celebrations in the District.

Commissioner State Taxes takes comprehensive review of Deptt in Kashmir

Emphasizes pivotal role of the Deptt in ensuring financial discipline, fostering a culture of accountability

SRINAGAR, JANUARY 17: To assess ongoing activities, address challenges, and streamline strategies for improved tax compliance and revenue augmentation, Commissioner State Taxes J&K, P.K. Bhat Friday chaired an extensive review meeting of the State Taxes Department, Kashmir Division.
The meeting was attended by Additional Commissioner State Taxes Kashmir, Parveez Ahmad Raina, State Taxes Officers from all circles of Kashmir Division.
Addressing the meeting, the Commissioner State Taxes J&K emphasized the pivotal role of the State Taxes Department in ensuring financial discipline and highlighted priority areas requiring immediate attention.
The meeting discussed key focus areas including identification of Fake ITC Suppliers, monitoring of TDS Payments, timely filing of Returns, action on Intelligence Reports, addressing Dormant Dealers, Audit and Revenue Realisation, Verification of E-Way Bills and others.
Discussing identification of fake ITC Suppliers, the Commissioner underscored the importance of identifying taxpayers who pass on Input Tax Credit (ITC) through GSTR-1 but fail to file their GSTR-3B returns, creating revenue gaps.
Officers were directed to ensure that taxpayers receiving Tax Deducted at Source (TDS) payments from deductors adhere to filing their GSTR-3B returns promptly.
The Commissioner stressed on the need for strict adherence to return filing deadlines, with a view to maintaining regularity in revenue collection.
He also called for prompt and decisive action against taxpayers referred to various circles based on intelligence inputs. Officers were tasked to analyze such cases and take appropriate measures to address any discrepancies.
Addressing Dormant Dealers issue, Bhat highlighted the necessity of identifying dormant dealers who file Nil returns but continue to receive goods based on PAN and Aadhaar credentials, ensuring such practices are curtailed.
Meanwhile, a comprehensive review of actions taken under Section 65 of the J&K GST Act, 2017, was conducted. The Commissioner directed the officers to present action-taken reports and detail the revenue realized as a result of the Audit.
Also, ensuring proper scrutiny of E-Way Bills was identified as a critical component of preventing revenue leakage and ensuring compliance. The officers were advised to check on a regular basis the flow of inward and outward supplies so that revenue due is realised.
The Commissioner highlighted the importance of using various tools like MIS (Management Information System), GST Prime. He elaborated on the functionality of GST Prime, emphasizing its potential to provide actionable insights, saving time and energy while enhancing revenue collection.
Officers were encouraged to maximize the use of these tools for effective monitoring and compliance.
Bhat also stressed the need to focus on areas such as cement, iron, and mobile sectors, where potential revenue leakages may occur due to non-compliance or violations. Officers were directed to ensure strict enforcement of GST laws in these sectors and plug any loopholes.
The Commissioner emphasized the importance of raising awareness among taxpayers about return filing requirements, particularly the necessity of filing returns with proportionate liability in cash to meet their tax liabilities. He also directed officers to engage with the taxpayer fraternity and provide guidance to improve compliance.
The Commissioner reiterated the department’s commitment to maintaining constant vigilance and fostering a culture of accountability. He stressed the importance of a proactive approach in identifying non-compliance and enhancing revenue generation for the state.

Takes stock of the facilities being provided to children/inmates

SRINAGAR, JANUARY 16: Deputy Commissioner (DC) Srinagar, Dr. Bilal Mohi-ud-Din Bhat Thursday undertook a visit to the Juvenile Observation Home in Srinagar to take stock of its functioning, facilities being provided to the children/inmates putting-up at the facility.
During the visit, the DC enquired Officers about the available facilities, including the heating and lighting arrangements, dietary provisions in the kitchen, dining room, reading and computer labs, and the recreation facilities including indoor gym and open gym.
He also took stock of the Outdoor spaces such as the playground and other recreational areas at the Observation Home.
DC also sought feedback from the Staff and emphasized the importance of working with dedication to ensure the well-being of the children. He stressed on further improving the facilities at the Juvenile Observation Home.
On the occasion, the DSWO apprised the DC of the various facilities available at the home.
Addressing areas of improvement, the DC instructed Officials to enhance the living conditions, with particular emphasis on adequate heating arrangements during the winter and improved lighting throughout the premises.
During the inspection, the DC was apprised about the certain issues including the need for soil filling and proper development of the outdoor ground to make it suitable as a playground. Additionally, the requirement of a tube well to address water shortages in the facility was flagged.
Responding to the issues highlighted, the DC assured time bound redressal of the issues to improve the overall environment and functionality of the Juvenile Home.
The DC was accompanied by the Chief Planning Officer, District Social Welfare Officer/District Child Protection Officer and other officials.

Calls for bridging critical gaps in tribal infra development

Beig Shamim Ahmed : JANUARY 16: Minister for Tribal Affairs Department, Javed Ahmed Rana, today reviewed implementation of Dharti Aaba Scheme in J&K during a meeting with senior officers at Civil Secretariat, Jammu.
Maintaining that holistic tribal development is priority of present government, the Minister emphasised expanded coverage of Dharti Aaba to all tribal villages and targeted efforts to bridge critical gaps in social infrastructure, healthcare, education and livelihood ensuring sustainable growth for tribal communities.

The meeting was attended by Secretary, TAD, Harun Malik, Deputy Secretary TAD, Dr. Abdul Khabir besides other concerned officers.
While addressing the meeting, the Minister called for focussed approach on the scheme interventions under the Abhiyan, through coordinated efforts so that the benefits reach to the targeted population. He took first hand appraisal about implementation of the scheme being executed for welfare of tribal people. He also discussed various aspects related to the scheme and other modalities for its successful ex*****on to achieve the target.
During the meeting, Secretary in Tribal Affairs Department gave a brief about various welfare schemes in JK focused on socioeconomic empowerment and sustainable development. VSK Jmu to be turning point in refining education system on modern lines: Chief Secretary

JAMMU, JANUARY 16: Chief Secretary, Atal Dulloo, today visited the Vidya Samiksha Kendra (VSK) established inside Teachers Bhawan, Gandhi Nagar, and reviewed the functioning of the institute.
“This facility is going to further refine our education system on modern lines as envisaged under the New Education Policy-2020, maintained the Chief Secretary while speaking during his inspection visit to the VSK.
Principal Secretary, School Education Department, Project Director, Samagra Shiksha, Director, School Education, Jammu besides other concerned officers of the Education Department accompanied the Chief Secretary.
While inspecting the VSK that would soon be launched, the Chief Secretary maintained that the facility aims at improving the learning outcomes of pupils enrolled in our schools. He called it a transformative step that is in its final stage of completion.
He said that besides closely monitoring the attendance and infrastructure gaps the facility should give analytics about quality of teaching imparted and the scope of improvements that could be made by the department.
Dulloo stressed on developing both centralised and localised dashboards providing continuous and updated data insights on performance indicators of schools. He asked to empower the field level staff so as to make useful inferences from data for effective implementation of programs and schemes in vogue.
On the occasion, PD Samagra Shiksha, Rakesh Magotra, informed the Chief Secretary about the different components of the VSK established here. He informed that besides monitoring the attendance of both teachers and students it would provide analysis of results and learning outcomes of students in addition to the feedback from the students/parents. It will include dashboard about inspections conducted by different officers and their reports besides observations made about their visits. Besides, this would be a comprehensive IT based facility providing real time information about both the day to day activities happening in schools besides providing analysis about overall working of our schools’ functioning in J&K.

GRPS arrested non local Driver in Nowgam Srinagar

Charas recovered, Load carrier seized, FIR registered

Beig Shamim Ahmed : Railway Police Srinagar today arrested one non local load carrier Driver and recovered significant quantities of charas like substances.

According to Reports that during a routine Naka checking and searches by GRPS at Nowgam area of Srinagar a blue coloured load carrier bearing registration number JKOIU6350 was searched by the team of GRPS.

Reports said that during the search Railway police team found a polythene bag and after opened the team recovered charas like substance

The officials said the suspects was identified as Mohd Shakoor S/o Noor Mohd Sheikh resident of South Delhi and the vehicle used in the crime was also seized by the GPRS.

The official said that case under FIR no. 01/2025 in Police station GPRS Nowgam under section 8/20 NDPS, 147 Railway act was registered in this regard .

The Charas was sealed in presence of SDPO Railways Srinagar and further investigations are underway.

Rajouri deaths: Health Minister appeals public not to panic

Says investigation underway to ascertain actual cause of deaths

JAMMU, JANUARY 15: Aimed to address the growing public concerns about the deaths in Budhal village of Rajouri district, Minister for Health and Medical Education, Social Welfare and Education, Sakeena Itoo, today said that investigations are underway to ascertain the actual cause behind these unfortunate deaths.
While speaking on the issue, Sakeena Itoo said that the entire team of health department visited the affected village and checked more than three thousand people door-to-door. She added that the teams collected samples of all kinds like water sample, food sample and other samples and sent the same for tests.
The Minister added that all the tests have been diagnosed negative. “All the sample tests that have been taken, whether it is water, food grains, rest of the things they used there including biscuits, whatever it is and all reports were found negative”, Sakeena Itoo said. She added that even all the influenza tests have also been diagnosed as negative.
The Minister further said that the health department got some samples tested outside through national institutes like ICMR, National Institute of Virology, National Centre for Disease control, CSIR, DRDO, PGIMER Chandigarh and others and all reports were found negative.
The Minister further added that the deaths were among the three families in total living at a distance of one and a half kilometers from each other. She highlighted that during these 40 days, the health department kept all facilities available in the affected area like ambulances, medicines and other essential drugs to meet any exigency. “In 40 days, God forbid, a COVID disease comes, or some other infectious disease happens, it spreads. But there is no health-related issue found till date”, Sakeena said.
The Minister continued that the matter is under investigation now and the police department and district administration will investigate further what the real issue is.
Sakeena Itoo also expressed deepest condolences with the families of the deceased and assured the public that the government is treating this matter with the utmost urgency and seriousness. “The well-being of our citizens is our top priority and we will leave no stone unturned in uncovering the root cause behind these tragic deaths”, the Minister maintained.
She appealed the public to remain calm and extend full support to the district administration during investigation being carried out to ascertain the actual cause of deaths.

Deaths in Village Budhal, Rajouri not due to any communicable disease of bacteria or viral origin

Police forms SIT for investigating the matter

Jammu, January 16:The Govt has been closely monitoring the situation in village Budhal, Rajouri, where an unexplained illness has claimed 14 lives. One child admitted in SMGS hospital is critical.
Investigations, and samples empirically indicate that the incidents are not due to a communicable disease of bacterial or viral origin and that there is no public health angle. Pertinently all samples have tested negative for any viral or bacteriological etiology. The tests were conducted on different samples in some of the most reputed labs of the country. These include National Institute of Virology Pune, National Centre for disease control New Delhi, National Institute of Toxicology and Rsearch Lucknow, Defence Research Development Establishment Gwalior, the Microbiology Department of PGIMER Chandigarh besides the ICMR-Virus Research and Diagnostic Laboratory, GMC Jammu.
The incident came into notice on December 7, 2024, when a family of seven got ill after a community meal, resulting in five fatalities. On December 12, 2024, a family of nine got affected, claiming three lives. The third incident occurred on January 12, 2025, involving a family of ten who fell ill after consuming another community meal, with six children requiring hospitalization.
Responding promptly, the Govt took a number of steps to find root cause of the unusual illness.
The Minister for Health and Medical Education, Ms. Sakina Itoo, visited the spot along with other cabinet colleagues, besides chairing several meetings with the Health and Medical Education Department, District Administration, and other related departments to find the cause of the illness and provide necessary healthcare facilities to the affected.
Chief Secretary J&K, Sh. Atal Dulloo, also chaired a series of meetings with health authorities, administration, technical experts from across the country, and police to ensure thorough fact-finding and provide the best healthcare facilities to the affected.
The department of Health and Medical Education has been providing the best possible treatment and management to the patients besides reviewing the situation on a daily basis. Experts from some of the most reputed institutions of the country have been arranged to manage the situation and understand the causative factors of the deaths.
Secretary Department of Health Research, MOHFW and DG ICMR Govt of India Dr. Rajeev Bahl held a video conference to discuss strategies and steps to rule out any epidemic.
The Government took several steps immediately after the first incident on December 7, including deputing a medical team along with the food safety department to collect food and water samples, organizing medical camps, establishing mobile medical units, door-to-door screening, and deploying rapid action teams.
A team of the state rapid response experts, including epidemiologists, microbiologists, and others from DHS Jammu, GMC Jammu, and Rajouri, visited the area to conduct detailed screening and collect contact tracing samples. Experts from NCDC, NIV Pune, and PGI Chandigarh also visited the area to assist in containing the situation.
Clinical reports, lab investigations, and environmental samples indicate that the incidents are not due to a communicable disease.
The toxicological analysis conducted by CSIR-IITR has detected toxins in multiple biological specimens.
Meanwhile Rajouri police has formed a SIT for investigating the deaths. Efforts are on by the J&K police to investigate the incident.
The Government is committed to safeguarding the lives of people and is taking all necessary steps in the matter.

Jammu & Kashmir Government Orders Regularization and Promotion of Joint Directors*

Nadeem Nadu: Srinagar, Jan 16: The Government of Jammu & Kashmir has issued an order (No. 06-1K2D of 2025) dated January 16, 2025, regarding the regularization and promotion of in-charge Joint Directors/Deputy Directors as Joint Directors of the Jammu & Kashmir Economics & Statistics (Gazetted) Service.

Thirteen officers have been promoted with effect from December 20, 2023: Deepa Sharma, Reshu Gupta, Anika Mushtaq, Nowshad Ahmad Rather, Sonia Vaid, Narinder Kumar, Abdul Rashid Sheer Gujri, Munish Dutta, Dr. Jyoti Sharma, and Priti Aggarwal.

Twelve officers have been promoted with immediate effect: Iram Rashid, Karishma Kudrat, Uttam Singh, Suheel Ahmad Malik, Ajaypal Singh, Munisha Gupta, Dr. Monika, Chaman Lal, Shoba Rani, Gurneet Kour, Javaid Ahmad Najar, Ashok Kumar, and Darshan Kumar

The promotions are subject to the outcome of any pending writ petitions. The officers will continue to work at their present place of posting until separate posting orders are issued.
