Jammu, December 15: Along with academic excellence students should give equal importance to attitude & habits. This was stated by the Director General of Police, J&K, Shri R.R. Swain while delivering a lecture at Sainik School Nagrota, Jammu.

Sainik School Nagrota Principle Capt (IN) A.K Desai, Vice Principal Lt Col Amit Selot, Administrative officers Lt. Col Meena Joon and faculty members of the school received the DGP on his arrival.

The highest-ranking IPS officer of the Union Territory of Jammu and Kashmir delivered an insightful hour-long talk to officers, staff, and cadets, emphasizing the core human value that shape individuals during their prime years. The DGP stressed that along with academic excellence students should give equal importance to attitude & habits. “Put in the best efforts and don’t worry about the results”, the DGP advised the students.

As an alumnus of Sainik School Bhubaneswar himself, Shri R.R. Swain shared vivid reminiscences of his formative years as a young Cadet of a Sainik School. He highlighted, how the seven years spent at the Sainik School played a pivotal role in shaping his future and contributing to his personal and professional growth. He also shared his experience of different situations with students and faculty members.

The event commenced with Cadet Aman Kumar presenting an illustrious profile of Shri R.R. Swain, and extending a warm welcome to the distinguished guest. Brigadier Gurmeet Singh Shan, Director Sainik Welfare Department (J&K) and an alumnus of the school also graced the occasion with his august presence.

Capt (IN) AK Desai, the Principal of Sainik School Nagrota, presented the school memento to Shri R.R. Swain for his kind gesture of accepting the invitation and taking time out from his busy schedule.

In his concluding remarks, Cadet Arush Verma, the School Cadet Captain, delivered a heartfelt Vote of Thanks, expressing gratitude for the valuable insights shared by Shri R.R. Swain. The lecture served as a source of inspiration for the officers, staff, and cadets, instilling a deeper understanding of the core human values essential for personal and professional development.

Before departing, the dignitary was introduced to young achievers of the school which included the members of the Champion Volleyball Team of all India Sainik Schools National Games, Gold medalist in IPSC Athletics, UPSC NDA written qualified cadets and Class Academic Toppers of the School.

Amit Shah to move Govt of UTs (Amendment) Bill, 2023, J&K Reorganization (Second Amendment) Bill in Rajya Sabha

New Delhi, December 14: As the Parliament is set to convene for Day 11 of the ongoing Winter Session on Thursday, Union Home Minister Amit Shah will move the Government of Union Territories (Amendment) Bill, 2023 in Rajya Sabha for its consideration and passage.

The Government of Union Territories (Amendment) Bill, 2023 seeks to reserve 33 per cent of seats in the Puducherry Assembly for women. The legislation has already been passed in Lok Sabha on Tuesday.

According to the agenda released, the Home Minister will also move the Jammu and Kashmir Reorganisation (Second Amendment) Bill, 2023 which seeks to reserve 33 per cent of seats in the Jammu and Kashmir assembly for women. The legislation has already been passed in Lok Sabha on Tuesday.

Union Finance Minister Nirmala Sitharaman will move two appropriation bills, The Appropriation (No.3) Bill, 2023 and The Appropriation (No.4) Bill, 2023. Both bills have been passed in the Lok Sabha earlier.

BJP MP Rajendra Gehlot and Narayana Koragappa will table the report of the Committee on Welfare of Other Backward Classes on Measures undertaken to secure the representation of OBCs in employment and for their welfare in All India Institute of Medical Sciences (AIIMS)' pertaining to the Ministry of Health and Family Welfare.

"Also, measures undertaken to secure the representation of OBCs in employment and for their welfare in Steel Authority of India Limited (SAIL) and Rashtriya Ispat Nigam Limited (RINL)' pertaining to the Ministry of Steel," the agenda read.

Meanwhile, Congress MP Gaurav Gogoi has moved the adjournment motion in Lok Sabha to discuss Wednesday's security breach in Parliament.

Gogoi said that the unprecedented incident raises serious concerns about the safety measures in place for the new Parliament building.

"Such a lapse of security is unacceptable for a key institution of Indian Democracy. I demand that the Union Home Minister addresses the issue promptly, and the house takes a comprehensive overview of the situation for the national interest," adjournment notice submitted in Lok Sabha read.

On the 22nd anniversary of the Parliament terror attack, a major security breach occurred when two intruders entered the Lok Sabha chamber from the visitor gallery during Zero Hour. In a security breach in Lok Sabha, two men jumped into the House from the visitors' gallery, holding canisters in their hands. They released yellow gas from canisters and shouted slogans before being overpowered by MPs.

Congress MP Manish Tewari gave an Adjournment Motion notice in Lok Sabha to discuss the situation of Navy personnel in Qatar and the steps taken to bring them back to India.

Eight Indian nationals have been imprisoned in Qatar since October 2022 and were accused of allegedly spying on a submarine programme. The retired naval personnel were sentenced to death by a Qatar court on charges that have not yet been made public officially.

Cases involving JKLF chief Yasin Malik: 3 witnesses fail to appear before TADA court in Jammu

Jammu, Dec 14: Three witnesses, including former Kashmir Bar Association president Mian Abdul Qayoom, failed to appear in a special court here on Thursday in connection with the 1989 abduction of Rubaiya Sayeed, while separatist leader Yasin Malik and his associate Rafiq Pahloo appeared before it via video-conferencing.

Pahloo was given a final opportunity by the special TADA court to file objections to an application for the cancellation of his bail in a 1990 case in which four Indian Air Force (IAF) officers were killed case and the abduction case of Rubaiya Sayeed, the daughter of the then Union home minister M***i Mohammad Sayeed.

"Four eyewitnesses were summoned to appear before the special court. Among them, Mian Qayoom did not appear and submitted a medical certificate that he is admitted in a hospital. It was said that another eyewitness (number 23) is dead. Both were witnesses in the Rubaiya Sayeed abduction case," Senior Public Prosecutor S K Bhat told PTI.

In the case of the killing of the IAF personnel in a terror attack in Srinagar in 1990, the court had summoned two witnesses for identification, but they could not appear citing medical reasons, Bhat said, adding that both of them had to come from outside.

Bhat said Jammu Kashmir Liberation Front (JKLF) chief Malik and Pahloo appeared before the court via video-conferencing.

The court would again hear the case of the killing of the IAF personnel on January 18 and the Rubaiya Sayeed case the next day.

Bhat said Pahloo was given a last opportunity by the court for filing objections to an application for the cancellation of his bail. The court has agreed to summon eyewitnesses.

The Central Bureau of Investigation (CBI) moved an application in August for the cancellation of Pahloo's bail in the two cases, informing the court that he had violated the bail conditions by allegedly indulging in separatist activities.

Two witnesses -- numbers 24 and 25 -- were examined in November. They supported the prosecution's case and identified accused Ali Mohammad Mir, Bhat said.

Mir, who is the prime accused in the abduction case after Malik, had taken Rubaiya Sayeed in his vehicle to Sopore from Srinagar and kept her in a guesthouse.

Malik, who is lodged in Delhi's Tihar Jail where he is serving a term in connection with a terror-financing case, was not produced in the court physically due to an order issued by the Union Ministry of Home Affairs restricting his movement.

Pahloo is lodged in the Central Jail in Srinagar following his arrest for reviving the terrorist apparatus in the Kashmir valley, Bhat said.

Pahloo alias "Nanaji" was among the 10 terrorists arrested in July from a hotel in a case related to a conspiracy to revive the banned JKLF and separatist amalgam Hurriyat Conference in the valley.

The special Terrorist and Disruptive Activities (Prevention) Act court has already framed charges separately against Malik and several others in both cases.

The charges against Malik, Pahloo and eight others in the 1989 abduction case of Rubaiya Sayeed were framed by the court on January 11, 2021.–(PTI)

*J&K High Court grants bail to journalist held for 21 months under PSA*

Srinagar, Nov 18: The J&K High Court on Friday granted bail to 35-year-old Fahad Shah, editor of the news portal The Kashmir Walla. The court quashed certain charges he was facing including: “abetting terrorism, waging war against the country and promoting enmity” under the Unlawful Activities Prevention Act (UAPA).

Mr. Shah has been in jail for 21 months under Public Safety Action (PSA), after being booked under sections of the UAPA over reporting and articles published by his portal since 2011.

“The court granted Mr. Shah bail. We expect his release soon,” a member of his legal team told The Hindu.

Terror charges quashed
He said the Court also quashed charges levelled against Mr. Shah under Section 18 ( abetting the commission of, a terrorist act or any act preparatory to the commission of a terrorist act), Section 121 (waging war) and Section 153-B (promoting enmity between different groups) of the UAPA.

However, Mr. Shah will continue to face trial under Section 13 (incites unlawful activity) of the UAPA and 35, 39 of the Foreign Contribution (Regulation) Act (FCRA), which deals with receiving funds in violation of law.

The bail comes seven months after the J&K High Court quashed Mr. Shah’s detention under the Public Safety Act (PSA), saying “the apprehension of an adverse impact to public order is a mere surmise of the detaining authority”.

Mr. Shah was arrested in February 2022 over a report carried on his portal about an encounter in Pulwama. The police accused him of “uploading anti-national content, including photographs, videos and posts with criminal intention to create fear among public”.

Mr. Shah was later booked under provisions of the UAPA. He has managed to secure bail in three cases so far. However the PSA allows preventive detention up to two years. Mr. Shah’s arrest was widely condemned by journalists’ bodies in and outside the country— (The Hindu)
