Govt restored Darbar Move to correct ‘injustice’ with Jammu, says CM Omar

Questions irregularities in 2014 flood relief; announces major road, urban dev projects in Srinagar.

Srinagar, Nov 01 : Stating that Jammu was treated unfairly, Chief Minister Omar Abdullah on Saturday said the restoration of the historic Darbar Move practice was aimed at correcting an "injustice". He also questioned the alleged irregularities in the utilisation of the 2014 flood relief funds.

Addressing a gathering after laying the foundation stone for the widening and four-laning of Boulevard Road, the Chief Minister, said the Darbar Move tradition was not the legacy of Sheikh Abdullah or his family, but existed even before 1947.

Omar said he restored the Darbar Move as Chief Minister after feeling that Jammu had been treated unfairly. “When I saw that injustice had been done to Jammu city, I restored the Darbar Move practice. If we were to make decisions based on religion or elections, I didn’t get a single MLA from Jammu city, yet I opened the office there again, because injustice had been done to Jammu,” he said.

“What compelled the closure of the Darbar Move? It was not our legacy. This system existed long before us. We revived it to correct injustice, and we will continue to do what is right,” he added.

The CM said obstacles would come in their path of restoring fairness, but the government remains committed. “We will not be intimidated. Our intentions are right, our eyes are fixed on Allah, and I believe He will guide us to our destination,” he said.

Moreover, the Chief Minister said that despite repeated assurances, no major flood-mitigation measures had been taken after the devastating 2014 deluge. “Tell us what immediate steps were taken to protect Srinagar from floods after 2014? What project was built? Where did the money we secured from the World Bank go?” he asked.

He sought details of dredging works in the River Jhelum and Flood Spill Channel, and questioned who was responsible for handling the funds. “Who embezzled money meant for the dredging of Jhelum and Wular projects?” he asked, adding that the PDP and BJP-led government must be held accountable.

Referring to recent heavy rains in Srinagar, Abdullah said the city was on the verge of flooding again. “It didn’t even rain for two days, and the embankments started giving way. If it had rained 24 hours more, Srinagar would have drowned,” he said.

On traffic congestion along the Boulevard stretch near Dal Lake, Omar said the administration was exploring the construction of a tunnel between Dal Gate and Nehru Park. “We will seek central assistance. If tunnels can be built in Jammu, Poonch and Kishtwar, why not in the heart of Srinagar?” he added.

Reiterating his government's commitment to public welfare, he highlighted schemes like free bus rides for women and said his administration does not discriminate on religious or regional grounds. “We work for rights, not religion, caste or community. Our intention is honest, and we will fulfil our promises,” he said.

The Chief Minister laid the foundation stone for the widening and four-laning of Boulevard Road from Nehru Park to Kral Sangri (RD 2000 m to RD 7000 m), marking a major milestone in the government’s ongoing efforts to strengthen Srinagar’s scenic and tourism infrastructure.

The prestigious project, being executed by the Public Works (R&B) Department at an estimated cost of Rs 19.94 crore, aims to improve road connectivity along Kashmir's most iconic lakefront stretch.

Speaking at the event, Omar said that the widening of the Boulevard stretch would not only decongest traffic but also enhance the aesthetic and tourism value of the Dal Lake precincts. “Travelling on Boulevard Road has become torturous; it takes hours to reach one’s destination,” the Chief Minister said, adding that his government was planning a series of projects to decongest Srinagar’s road network and provide much-needed relief to residents and tourists alike.

The Chief Minister said that for over a decade, Srinagar had not been given due attention, but that “all wrongs will now be corrected and undone under our government”.

He said this was not limited to Srinagar alone. “Even Jammu city has not received its due. The neglect faced by both cities in the past ten years will be set right by my government. We do not discriminate on the basis of religion, race, or region.”

Touching upon urban housing challenges, the CM said his government was seriously planning for vertical housing solutions in Srinagar. “Land in Srinagar is shrinking, and we must now go vertical. Sustainable housing and city planning are top priorities for us,” he stated.

Referring to the footbridge near Silk Factory Rajbagh, Omar Abdullah said that the bridge was originally conceived as a motorable structure during his earlier tenure but was later downgraded to a pedestrian bridge “for reasons best known to successive regimes”.

“We now plan to make it motorable again. A two-storey bridge with one level for pedestrians and another for vehicular movement,” he announced..

Swift Action by LCMA Brings Relief at Khushalsar.

Srinagar, No 1 :The Nigeen Lake Conservation Organisation (NLCO) has expressed appreciation for the timely intervention of the Lakes Conservation and Management Authority (LCMA) and the administration in addressing the issue of muck accumulation along the Sazgaripora stretch of Khushalsar.

Following NLCO’s appeal and a subsequent meeting between Chairman NLCO, Manzoor Wangnoo, and the Vice-Chairman LCMA, the department immediately mobilised dumpers and staff to lift the muck that had been creating inconvenience for commuters and obstructing road movement.

The swift response has brought a great sigh of relief to the residents and all stakeholders working for the preservation of urban lakes. The LCMA team acted promptly despite ongoing budgetary and logistical constraints, demonstrating strong commitment to environmental management and public cooperation.

Chairman Wangnoo commended the proactive leadership of the VC LCMA and the dedicated efforts of officers and field workers on site, describing it as “an example of responsive governance and teamwork in action.”

‘Development of Srinagar and Jammu city will be top priority of our Government,’ says CM.

Srinagar, Nov 1 : Chief Minister Omar Abdullah today laid the foundation stone for the Widening and Four Laning of Boulevard Road from Nehru Park to Kral Sangri (RD 2000 Mtrs to RD 7000 Mtrs), marking a major milestone in the government’s ongoing efforts to strengthen Srinagar’s scenic and tourism infrastructure.

Addressing an international seminar at the University of Kashmir on the legacy of noted writer and poet Dr. Rahi Masoom Raza, Sinha said that young people must draw lessons from the values reflected in Raza’s work and contribute towards a peaceful and progressive society.

“The youth can achieve the best in their lives. They should use their energy and skills to build their future and strengthen the nation,” Sinha said while speaking at the event.

He described Dr. Rahi Masoom Raza as an important literary figure whose work continues to promote understanding among communities. “Raza’s writing carries a message of unity. His thoughts remain relevant in today’s time,” the Lieutenant Governor said.

CM Omar Abdullah lays foundation stone of Central Veterinary Hospital at Athwajan.

Srinagar, Oct 31 : Chief Minister Omar Abdullah on Friday laid the foundation stone of the Central Veterinary Hospital at Athwajan, Srinagar, marking a major step towards strengthening veterinary infrastructure in Jammu and Kashmir.

The project, to be constructed at an estimated cost of Rs. 11.91 crore, will serve as a state-of-the-art centre for veterinary treatment, diagnostics, and animal welfare service. The project is being executed by the Public Works (R&B) Department and will cater to the growing needs of livestock owners and dairy farmers in the vicinity.

The Chief Minister said the establishment of the hospital will greatly benefit livestock farmers by providing modern veterinary services, disease control measures, and emergency care under one roof.

No Plan to shift CAPEX control from finance Dept: Govt

Over Rs 3,350 cr spent so far under capex Budget 2025-26.

Srinagar, Oct 31 : The Jammu and Kashmir Government has said that there is no proposal to transfer the mandate of CAPEX budget allocation from the Finance Department to the Planning and Monitoring Department, adding that the existing financial system has brought transparency, accountability, and efficiency in fund utilization across the Union Territory.

In a written reply to an un-starred question by MLA Irfan Hafiz Lone during the ongoing 4th Session of the J&K Legislative Assembly, the government said the Finance Department ensures timely authorization of budgets as per departmental work plans uploaded on the Budget Estimation Allocation & Monitoring System (BEAMS) portal.

The department said regular reviews are being held at various levels to monitor expenditure and ensure full utilization of funds under the Annual District Plan (ADP), State Capex, and District Capex budgets.

“There is no such proposal to transfer the CAPEX mandate. The Finance Department allocates funds for both revenue and capital expenditure as per business rules and statutory norms. The BEAMS system has proven to be the most efficient mechanism for real-time allocation and monitoring,” the reply stated.

It added that systems like BEAMS, PAYSYS, PROOF, and TreasuryNet created under the Integrated Financial Management System have strengthened transparency and accountability in public finance. “These reforms have eliminated unauthorized fund diversion and allowed 24x7 public oversight on the distribution and utilization of public money,” it said.

The government warned that “any deviation from this fool-proof and transparent system could disrupt the entire financial management framework built over the last decade.”

According to official data, total expenditure under the Capex Budget during the current financial year 2025–26 stands at Rs 3,35,285.41 lakh. Among districts, Srinagar recorded the highest expenditure in the Kashmir Division with Rs 48,226.62 lakh (40% of funds utilized), while Ganderbal achieved the highest percentage utilization at 87%. In Jammu Division, Jammu district reported Rs 57,492.58 lakh expenditure (39% utilization), while Udhampur utilized 51% of its released funds.

The Finance Department said the budget formulation and distribution process remains “streamlined and well-defined” under SO-334 of October 28, 2020, with the CAPEX plans finalized by departments and District Development Commissioners (DDCs) under the supervision of planning officers before uploading them on the BEAMS portal..

Govt submits Proposal to MHA for Hike in relief to Kashmiri Migrants.

Srinagar, Oct 31 : The Jammu and Kashmir Government has said that the proposal for enhancing the monthly relief assistance to Kashmiri and Jammu migrants has been submitted to the Ministry of Home Affairs for approval.

The government also informed that out of 1,263 pending cases of provisionally registered migrants, 351 have been cleared while 658 have been recommended for cancellation.

In a written reply to an un-starred question during the ongoing 4th Session of the J&K Legislative Assembly, the government said that migrants registered under the relief category are currently receiving free ration, 9 kg of rice, 2 kg of atta per person, and 1 kg of sugar per family along with a cash assistance of Rs 3,250 per person per month, capped at Rs 13,000 per family.

“The enhancement of relief assistance is within the domain of the Ministry of Home Affairs. A proposal for the same has already been submitted to the MHA for consideration,” the reply stated.

On the issue of pending migrant registration cases, the government said screening committees have reviewed 1,263 cases, clearing 351, while 658 were recommended for cancellation based on CID and District Magistrate reports. However, taking a sympathetic view, the government has decided to give those individuals an opportunity to explain why their provisional registration should not be revoked.

The reply also said that 239 cases are pending due to the non-receipt of CID and DM reports, which are being pursued with concerned offices for early completion.

Regarding the condition of residential flats in Jagti Township, the government said a Detailed Project Report worth Rs 8,490.15 lakh has been prepared, with Rs 6,932.85 lakh earmarked for repair and renovation of blocks at TRT Jagti and Nagrota.

On construction of new residential quarters for PM Package employees, the government said work on 6,000 transit accommodations under PMDP-2015 is progressing well. “As of September 2025, 3,736 flats have been completed — 1,248 up to FY 2023-24, 1,904 in FY 2024-25, and 584 during the current fiscal. Efforts are underway to complete the remaining units within the stipulated time frame,” it said.

The government also informed that the provision of compassionate appointments for the next of kin of PM Package employees who died in harness has been formally included under the Rehabilitation Assistance Scheme, 2022 through an amendment issued via SO No. 397 dated August 16, 2024..

Committee examining regularization of Daily Wagers: Govt

Says Decision will follow legal and financial review.

Srinagar, Oct 31 : The Jammu and Kashmir Government on Friday said that the committee constituted under the chairmanship of the Chief Secretary is currently examining all issues related to the regularization of daily wagers, contractual, consolidated, HDF, NYC, and ad-hoc workers across departments.

In a written reply to an un-starred question by MLA Tariq Hameed Karra during the ongoing 4th session of the J&K Legislative Assembly, the government said that the committee, formed through Government Order No. 384-JK(GAD) of 2025 dated March 19, 2025, has been tasked with a comprehensive review of the administrative, legal, and financial aspects of regularization.

“The Committee is undertaking detailed deliberations on the matter. The government will take an appropriate decision on implementing the Committee’s recommendations in accordance with existing rules, procedures, and fiscal prudence,” the reply stated.

It further said that the committee is reviewing guidelines issued by the Central Government and relevant court judgments to ensure that any approach adopted remains legally and financially sustainable.

“The Committee is also verifying data across departments, including the date of engagement, nature of duties, muster-roll verification, and removal of duplicate or bogus entries,” the reply added.

Officials said that any final decision regarding the regularization of daily wagers will be taken after the committee completes its review and submits its recommendations to the government..

Stop fooling people over statehood, work for J&K’s Development: LG Sinha

Srinagar, Oct 31: Jammu and Kashmir Lieutenant Governor Manoj Sinha on Friday said that the excuse of not being able to work without statehood cannot justify inaction, urging elected representatives to use their existing powers for the welfare of the people.

Speaking at an event, LG Sinha said that the government and elected representatives already have the authority to make decisions and implement policies in the Union Territory.

“This excuse cannot be used that the work will be done only when the statehood is obtained. All the rights are with the government. People should stop fooling people and use their powers to work for the well-being of the citizens of J&K,” Sinha said.

He also said that development and public service should not be delayed on political grounds, and that leaders must focus on delivering results rather than making excuses..
