Official Orders Go Unheeded: R&B Ganderbal Operates on Self-Assigned Postings
"AE postings were approved by Chief Engineer; JE assignments being realigned for better ex*****on," says Executive Engineer
Ganderbal, June 24 (KNZ):The Roads and Buildings (R&B) Department in Ganderbal is grappling with allegations of administrative mismanagement and blatant violations of official transfer orders, as Sub Division Ganderbal reportedly operates under the control of a select group of engineers while the majority of sanctioned staff remain absent or misassigned.
According to field reports, only one Junior Engineer (JE) and one Assistant Engineer (AE) are currently handling the responsibilities of the entire Sub Division despite five JEs and multiple AEs being officially posted. The rest of the staff are either missing from their designated roles or working in positions that contradict formal government orders.
According to reliable sources, Assistant Engineer (AE) Haseeb Yousuf, who was officially posted at Sub Division Lar, continues to function from Sub Division Ganderbal, in violation of formal transfer protocols.
Similarly, AE Mohd Sajid Mir, who is officially designated as Technical Officer (TO) to the Executive Engineer, is reportedly operating from Sub Division Lar, contradicting his assigned role.
Furthermore, AE Uniza Parvaiz, who holds an official posting in Sub Division Ganderbal, has allegedly been shifted to the office of the Executive Engineer as a Technical Officer, resulting in the neglect of her core field responsibilities.
These deployments contravene Order No. CE PWD (R&B) K-101 (ADM) of 2023, dated August 21, 2023, which specifically defines the postings and responsibilities under the departmental reorganization. However, on-ground realities reveal widespread non-compliance with this directive.
Sub Division Ganderbal a critical unit tasked with public infrastructure and road maintenance is operating with minimal field staff and virtually no supervision. Locals report delays, substandard work, unmonitored projects, and growing dissatisfaction with the department’s performance.
A local source said,“This Sub Division is being run like a private setup engineers are choosing their own postings, and no one is being held accountable.”
When contacted, Superintending Engineer R&B Ganderbal, Aruj Allaqband, she said,this matter falls under the jurisdiction of the Executive Engineer. He is the competent authority to address and clarify these postings and field deployments.
In response, Executive Engineer R&B Division Ganderbal, Hamid Iqbal, explained:“The AE posting changes were processed and approved by the Chief Engineer based on recommendations from the previous Executive Engineer. As for the Junior Engineers, the matter has been resolved and fresh assignments are being issued to ensure smooth ex*****on of works.”KNZ
