Teachers Are the Architects of Nation-Building: Manzoor Ahmad Dar

Srinagar, September 5: On the occasion of Teachers’ Day, Manzoor Ahmad Dar, Editor-in-Chief of Awami Etilaat English Newspaper, extended warm greetings and heartfelt appreciation to the teaching fraternity, describing teachers as the “true architects of society” and a vital force behind the intellectual, moral and social progress of a nation.

In his Teachers’ Day message, Dar said that educators shoulder one of the most important responsibilities in society by nurturing young minds, instilling values and preparing future generations to face the challenges of a rapidly changing world.

He said the contribution of teachers goes far beyond classrooms, textbooks and examination results, as educators play a lasting role in shaping the character, confidence, values and outlook of their students.

“A teacher does not merely impart knowledge; a teacher builds character, inspires dreams and creates the citizens who shape the future of a nation. The strength of any society ultimately depends on the quality of education and the commitment of its teachers,” Dar said.

Dar stressed that the teaching profession deserves the highest degree of dignity, respect and institutional support. He said educators should be provided with a conducive working environment, opportunities for professional development and adequate resources to effectively respond to the changing educational needs of students.

He further observed that the role of teachers has become even more significant in an era of rapid technological advancement and profound social transformation. While technology may provide greater access to information, he said, it is the teacher who gives knowledge direction, wisdom and purpose.

Dar also called upon students to respect and value their teachers and urged society to recognize the dedication, sacrifices and services of educators who continue to discharge their responsibilities despite various challenges.

Extending his sincere gratitude and greetings to teachers across Jammu and Kashmir and beyond, Dar wished the entire teaching community good health, success and continued strength in their noble mission of educating, inspiring and empowering future generations.

GMC Anantnag Set for Major Dental Healthcare Expansion Under NHM Oral Health Roadmap

Dr. Sanjeet Singh Risam, Dr. Saba Younis Named Nodal Officers; Mobile Dental Van, Tele-Dentistry, School Oral Health Camps and Maxillofacial Trauma Unit Among Key Proposals

ANANTNAG, September 4 (KNC): Government Medical College (GMC) Anantnag is poised for a major expansion and strengthening of its dental healthcare services under the National Health Mission (NHM) Jammu and Kashmir’s Dental Health Services and “Oral Health” Vertical Roadmap for New GMCs.

The proposed reforms are aimed at improving access to quality dental care, particularly for people living in remote and underserved areas, besides strengthening preventive oral healthcare, tele-dentistry, oral cancer surveillance and specialised oral and maxillofacial treatment facilities at the medical college.

The initiatives are expected to broaden the reach of dental services beyond the hospital and establish a more comprehensive system covering prevention, early detection, specialist consultation, trauma management and community-based oral healthcare.

NHM Team Assesses Dental Facilities at GMC Anantnag

A team from NHM J&K visited the Department of Dentistry at GMC Anantnag on August 19, 2026, to assess the existing infrastructure, manpower, facilities and services being provided by the department.

Following the assessment, detailed discussions were held with the Department of Dentistry regarding the requirements and measures needed to strengthen dental healthcare delivery at the institution.

Based on the assessment and subsequent discussions, a series of recommendations have been proposed for implementation.

Mobile Dental Van Proposed for Remote Areas

Among the major proposals is the deployment of a Mobile Dental Van/Unit to extend dental healthcare services to remote and underserved areas.

The mobile dental unit is proposed to be stationed at GMC Anantnag and would provide oral healthcare services outside the hospital premises, particularly benefiting populations that face difficulties in accessing specialised dental facilities.

The initiative is expected to strengthen dental outreach, facilitate early detection of oral and dental disorders and enable timely treatment for people residing in far-flung areas.

Tele-Dentistry Facility to Provide Remote Consultation

The roadmap has also proposed the introduction of Tele-Dentistry Services in the Department of Dentistry.

A dedicated landline connection has been recommended to facilitate communication, consultation and professional guidance related to dental healthcare.

Dr. Saba Younis has been designated as the Nodal Officer for Tele-Dentistry and will oversee the implementation and functioning of the proposed initiative.

The facility is expected to provide remote consultation and specialist guidance to patients and healthcare workers, particularly in situations where immediate access to a dental specialist may not be possible.

School Oral Health Camps Every Three Months

The proposed roadmap gives considerable emphasis to preventive oral healthcare among children through the School Oral Health Programme.

The Department of Dentistry, in collaboration with the Department of Social and Preventive Medicine (SPM), will conduct school-based oral health camps and surveys at an interval of every three months.

The programme will focus on oral health screening, early identification of dental problems, awareness among students and promotion of preventive dental practices.

Dr. Sabina Sultaan, DEIC, has been designated as the In-charge Nodal Officer for the school oral health initiative.

The regular camps are expected to help identify dental disorders at an early stage and promote greater awareness about oral hygiene and preventive care among schoolchildren.

Dr. Sanjeet Singh Risam Named Nodal Officer for Oral Cancer and To***co Control

The proposed reforms also place a strong focus on oral cancer prevention, early diagnosis and to***co control.

Under the proposed mechanism, the Department of Dentistry will maintain an oral cancer registry, undertake initial diagnosis and conduct biopsies wherever required.

Patients suspected of suffering from advanced disease will be referred to higher centres for specialised treatment and further management.

Dr. Sanjeet Singh Risam, Professor and Head of the Department of Dentistry, GMC Anantnag, has been designated as the Nodal Officer for Oral Cancer and To***co Control.

The initiative is aimed at strengthening surveillance and documentation of oral cancer cases, promoting early detection and creating greater public awareness regarding the serious health risks associated with to***co consumption.

MoU Proposed With Government Dental College Srinagar

Another important recommendation is the establishment of a Multifunctional Memorandum of Understanding (MoU) framework with Government Dental College, Srinagar.

Under the proposed arrangement, a Senior Oral and Maxillofacial Surgeon, either faculty or consultant, along with a senior postgraduate student, would visit GMC Anantnag twice every month.

The arrangement is intended to facilitate specialist consultation and management of major oral and maxillofacial cases at GMC Anantnag.

It would also support the management of cases requiring General Anaesthesia, thereby potentially reducing the need for patients to travel to distant centres for specialised dental and maxillofacial treatment.

Five Junior Residents Proposed

To address manpower requirements and strengthen the Department of Dentistry, the roadmap recommends the appointment of five Junior Residents (JRs).

The additional manpower is expected to improve patient care and support the implementation of expanded outreach activities, preventive programmes and specialised dental services.

The recommendations also include organising annual Continuing Medical Education (CME) programmes to enhance professional capacity, update clinical knowledge and improve the skills of healthcare personnel.

Dedicated Maxillofacial Trauma Unit Proposed

A Dedicated Maxillofacial Trauma Unit has also been proposed at GMC Anantnag.

The proposal calls for the deputation of two Maxillofacial Surgeons to strengthen the institution’s capacity to manage patients suffering from facial, jaw and other maxillofacial injuries requiring specialised surgical intervention.

The proposed unit is expected to improve the availability of specialised trauma care at GMC Anantnag and reduce the dependence on referrals to distant centres.

It could also provide timely specialist intervention for patients suffering from serious facial and jaw injuries, particularly in emergency and trauma cases.

Recommendations Forwarded to Medical Superintendent

The recommendations have been communicated to the Medical Superintendent, MMABM Associated Hospital, GMC Anantnag, for necessary action and implementation.

The communication was issued by Dr. Sanjeet Singh Risam, Professor and Head, Department of Dentistry, Government Medical College Anantnag, and is dated September 1, 2026.

If implemented, the proposed measures could significantly strengthen dental healthcare delivery at GMC Anantnag and improve access to specialised oral healthcare services across south Kashmir.

The proposed framework combines hospital-based dental treatment, mobile dental outreach, tele-dentistry, school oral health screening, oral cancer surveillance, to***co-control measures and specialised oral and maxillofacial services.

The NHM roadmap seeks to establish a structured and comprehensive framework for strengthening oral healthcare services in newly established Government Medical Colleges and ensuring wider access to quality dental care.

The proposed initiatives at GMC Anantnag are expected to bridge gaps in dental healthcare delivery, strengthen preventive services and provide patients with greater access to specialised treatment closer to their homes.(KNC)

Advocate Danish Nisar Khan Flags Unauthorised Use of ‘ADVOCATE’ Stickers on Vehicles Before Bar Council of India

Seeks Directions to Curb Misuse of Professional Designation by Unauthorised Persons

ANANTNAG, AUGUST 29 (KNC): Advocate Danish Nisar Khan, Member of the District Bar Association Anantnag, has approached the Bar Council of India (BCI) over the alleged unauthorised use of “ADVOCATE” tags, stickers and other professional identifiers on vehicles by persons who are not enrolled as advocates.

In a representation submitted before the Chairman of the Bar Council of India, Khan has drawn attention to what he described as a growing practice of displaying the professional designation “ADVOCATE” on private vehicles, commercial vehicles, taxis and other modes of transport without lawful entitlement.

According to the representation, the issue goes beyond the use of a sticker or vehicle identification mark and has wider implications for the dignity, credibility and public image of the legal profession.

Khan has submitted that individuals who are not legally enrolled as advocates but display “ADVOCATE” stickers or tags may create a misleading impression among members of the public as well as law-enforcement authorities that they are duly enrolled legal practitioners.

He has argued that such alleged misuse could dilute the sanctity attached to the professional designation and potentially affect the reputation of the legal fraternity as a whole.

The representation emphasises that the legal profession is a regulated and dignified profession and that the designation of “Advocate” carries professional status as well as corresponding responsibilities and accountability under the applicable legal and regulatory framework.

Khan has therefore urged that the use of the designation by persons who are not legally entitled to represent themselves as advocates should receive appropriate attention from the competent authorities.

The representation specifically seeks examination of instances involving vehicles carrying “ADVOCATE” stickers or tags without proper authorisation, including private and commercial vehicles.

He has proposed that the matter may be examined in consultation with concerned Bar Associations, traffic authorities and other competent departments to evolve suitable measures for preventing the alleged misuse.

Advocate Khan has further requested the Bar Council of India to consider issuing appropriate directions or advisories and, wherever legally permissible, taking suitable measures to ensure that the professional designation “Advocate” is not misused by unauthorised persons.

He maintained that the objective of raising the issue is not merely to regulate the display of stickers on vehicles, but to safeguard the professional identity and dignity of advocates and ensure that the designation continues to command the respect and confidence associated with the legal profession.

Khan has expressed hope that the competent authorities will consider the matter seriously and work towards evolving an appropriate mechanism to curb such practices in accordance with law.(KNC)

Anantnag Drug Control Department Issues Red-Flag Advisory for Courier, Parcel Agencies

Agencies Directed to Identify Suspicious Shipments; Legal Action Warned for Non-Compliance

Anantnag, August 23 (KNC): The Assistant Drug Controller, Anantnag, has issued a detailed circular directing all courier and parcel agencies operating in the district to strictly comply with prescribed “Red Flag” indicators aimed at identifying suspicious shipments from a narcotics-control perspective.

The circular, issued on August 22, 2026, follows an advisory received from the Deputy Commissioner, Anantnag, concerning the identification of non-intrusive red-flag indicators in parcel and courier consignments. The department has asked agencies to remain vigilant, sensitise their staff and ensure due diligence while accepting and delivering shipments.

According to the advisory, courier agencies have been asked to pay particular attention to identity mismatches, including discrepancies in names, photographs, signatures, contact numbers, payment details or the stated relationship between the sender and receiver.

Agencies have also been advised to examine booking and address anomalies, particularly where a parcel originates from an unusually distant location in relation to the declared residence or business address and the customer is unable to provide a reasonable explanation.

The circular further identifies weak, fabricated or altered invoices as a potential red flag. Handwritten, incomplete or altered invoices, duplicate invoice numbers, impossible dates, missing quantity or value details and discrepancies between invoices and waybills have been highlighted for scrutiny.

Unusual customer behaviour has also been listed among the indicators. Staff have been cautioned about individuals attempting to pressure or distract employees, bypass routine procedures, or showing unusual interest in screening methods, X-ray procedures or dispatch timings.

The department has additionally flagged proxy or third-party bookings, particularly where the person booking a consignment cannot properly explain its contents, purpose, source or relationship between the sender and receiver.

Concerns relating to contact information have also been highlighted, including vague, false or vacant addresses, hotel or drop locations, unreachable or virtual phone numbers, disposable email addresses and contact details repeatedly used by unrelated customers. The advisory notes that in suspicious cases, receivers may attempt to collect parcels from courier offices instead of accepting direct delivery.

Another indicator is a mismatch between shipping costs and the declared value of goods, particularly where high, urgent or premium freight charges are paid for consignments of very low declared value without a reasonable explanation.

The circular also calls for scrutiny of implausible trade patterns, weight or density mismatches, and unusual or excessive packaging. Multiple layers, excessive tape, resealing, false panels, hidden spaces, altered labels, oily stains, leakage or chemical odours have been identified as warning signs.

The advisory further cautions agencies against generic or suspicious declarations such as “Gift,” “Sample,” “Documents” or “Spare Parts”, particularly where the declared value conflicts with invoices, online listings or payment records.

Screening anomalies have also been included among the red flags, including X-ray images showing dense or opaque objects, compartmented sections, hidden voids or organic material inconsistent with the declaration, as well as indications from authorised trace-detection systems.

The department has also highlighted parcel splitting and repeated small consignments, such as multiple small shipments being used instead of one normal consignment, the same sender shipping to numerous receivers, or multiple senders using a common receiver.

The advisory additionally refers to customer intelligence profiling, including profiles associated with jurisdictions where NDPS-related cases are prevalent.

The Assistant Drug Controller has impressed upon all courier and parcel agencies operating in District Anantnag to exercise due diligence and comply with the listed advisories.

The circular makes it clear that action under law may follow in the event of any default or omission in complying with the directions. The order, bearing No. ADC/DFCO/26/2833-35, was issued on August 22, 2026, by the Assistant Drug Controller, Anantnag/Kulgam.(KNC)
