NITIN GADKARI ARRIVES IN SRINAGAR; LG MANOJ SINHA EXTENDS WARM WELCOME

Srinagar, June 9:(KNC)Lieutenant Governor Manoj Sinha on Tuesday welcomed Union Minister for Road Transport and Highways, Nitin Gadkari, upon his arrival in Srinagar.

In a post shared on social media, the Lieutenant Governor said he had the privilege of receiving the Union Minister in the summer capital of Jammu and Kashmir.

Gadkari’s visit assumes significance as several key infrastructure initiatives, including major highway and tunnel projects aimed at strengthening connectivity and boosting development in the Union Territory, are expected to be reviewed during his stay.

Minamarg, June 9 (KNC): In a landmark moment for Jammu and Kashmir’s infrastructure development, the much-awaited Zojila Tunnel project is poised to achieve a major breakthrough today, marking a significant step towards ensuring year-round road connectivity between Srinagar and Ladakh.

The breakthrough ceremony will witness the completion of more than 13 kilometres of excavation work on the strategically important tunnel, regarded as Asia’s longest bi-directional tunnel project. Constructed at an estimated cost of Rs 6,500 crore, the ambitious project is expected to transform travel and logistics across the region by providing uninterrupted connectivity through the challenging Zojila Pass.

Union Minister for Road Transport and Highways, Nitin Gadkari, is scheduled to attend the historic event and witness the breakthrough blast, which symbolises a crucial milestone in one of the country’s most significant road infrastructure initiatives.

Once completed, the Zojila Tunnel will drastically reduce travel disruptions caused by heavy snowfall and harsh weather conditions, enhancing mobility, boosting tourism, strengthening defence logistics, and accelerating economic growth in the Union Territories of Jammu and Kashmir and Ladakh.

Srinagar, June 9 (KNC): Union Education Minister Dharmendra Pradhan on Monday held a comprehensive review meeting with Jammu and Kashmir Minister for Education, Health & Medical Education and Social Welfare, Sakina Itoo, to assess the progress of the education sector and deliberate on measures aimed at further strengthening learning institutions across the Union Territory.

During the interaction, both leaders reviewed the functioning of Teacher Education Institutions and took stock of developments in school as well as higher education in Jammu and Kashmir. The discussions focused on enhancing teacher capacity-building programmes, promoting institutional development, expanding skilling initiatives and implementing reforms to improve the overall quality of education.

The meeting also emphasised the need to build a robust and inclusive education ecosystem capable of equipping students with skills relevant to emerging employment opportunities.

Expressing satisfaction over the encouraging trends in enrolment and learning outcomes, Pradhan highlighted the importance of sustained coordination between the Central Government and the Jammu and Kashmir administration to accelerate educational transformation.

He reiterated the commitment of both governments towards ensuring wider access to quality education, strengthening employability among youth and creating greater academic and professional opportunities for students across the Union Territory.

Court Discharges Accused in POCSO Case, Finds No Prima Facie Evidence

KULGAM, June 8: The Principal Sessions Court, Kulgam, has discharged an accused facing prosecution under the POCSO Act and the Bharatiya Nyaya Sanhita (BNS), holding that the material placed on record did not disclose a prima facie case warranting the framing of charges.

While deciding an application for discharge, the court reiterated that at the stage of framing charges, it is required to assess whether the prosecution material, taken at face value, discloses the ingredients of the alleged offences. The court observed that a trial court cannot function merely as a “post office” of the prosecution and must apply its judicial mind to the material collected during investigation.

The court took note of statements recorded during the investigation in which the prosecutrix and her mother stated that the prosecutrix had undergone a Nikah ceremony with the accused and that a child had been born out of their relationship. The court also considered the existence of conflicting age-related documents on record and observed that the investigating agency had relied upon one set of documents while failing to adequately address other records indicating a different date of birth.

Referring to settled principles governing discharge and framing of charge, the court held that where the material on record does not disclose the essential ingredients of the offences alleged, the accused cannot be compelled to face trial merely because a charge-sheet has been filed.

Finding no sufficient grounds to proceed against the accused under the POCSO Act or the relevant provisions of the BNS, the court discharged him and directed that he be released from custody, provided he is not required in any other case.

The judgment was delivered by Aijaz Ahmad Khan, Principal Sessions Judge, Kulgam.

Public Prosecutor Rafi Ahmad Mir represented the Union Territory, while Peer Abid, Advocate, appeared for the accused.

L-G VK Saxena approves notification to allow medical practitioners registered under National Medical Register, to practice in Ladakh

Leh, June 08: In a significant decision aimed at deregulating the public health sector and addressing the healthcare challenges in Ladakh, Lieutenant Governor, Shri Vinai Kumar Saxena has approved the draft order/notification, making all medical practitioners, registered under the National Medical Register, to practice in Ladakh, without requiring any additional approval or NOC.
As per the government regulations, registration of a medical practitioner is mandatory with the respective State/UT Medical Council, where the practitioner intends to practice. But since, the UT of Ladakh does not have a Medical Council and Dental Council of its own, LG, Shri Saxena directed to issue an order that would make aa medical practitioners, registered under the National Medical Register, eligible to practice in UT Ladakh. Lg has also directed to provide clarity to applicants and the general public in this regard.
The decision forms part of the Administration’s ongoing Deregulation 2.0 reforms and is expected to substantially improve the availability of healthcare professionals, including medical officers and doctors, particularly in remote and underserved areas of Ladakh.
Ladakh has been facing an acute shortage of doctors and specialists for several years, with many sanctioned posts remaining vacant. Consequently, the healthcare system has had to rely heavily on contractual doctors/medical officers/specialists engaged under the National Health Mission (NHM), often affecting the availability of specialised medical services in far-flung areas.
“Quality healthcare is a fundamental necessity for every citizen. This reform will help attract more qualified medical practitioners to Ladakh, thereby, addressing the shortage of doctors and specialists, and strengthening healthcare delivery, particularly in remote and difficult areas. It is a major step towards ensuring better access to healthcare services for the people of Ladakh while also advancing the objectives of Deregulation 2.0 and ease of professional practice,” said LG, Shri Saxena.
Under the approved framework, all medical practitioners whose names are duly entered in the National Register maintained under the National Medical Commission Act, 2019, shall be eligible to practice as medical practitioners in the Union Territory of Ladakh, subject to the provisions of the Act and rules and regulations framed thereunder.
The approval follows extensive deliberations under Priority Area 19 (Healthcare) of Deregulation 2.0, which seeks to simplify the process for medical practitioners registered in any State, Union Territory or the National Medical Register to practice in another Union Territory without requiring additional approvals or No Objection Certificates (NOCs).

Jammu Kashmir High Court Upholds BOSE Order Making Board Textbooks Mandatory in Private Schools

The High Court of Jammu Kashmir and Ladakh has upheld the power of the Jammu and Kashmir Board of School Education (BOSE) to mandate the use of Board-prescribed textbooks in affiliated private schools, dismissing an appeal filed by the JK Private Schools United Front against the policy.

A Division Bench comprising Justice Sindhu Sharma and Justice Shahzad Azeem delivered the judgment on June 6, 2026, in LPA No. 241/2023, affirming an earlier Single Judge ruling passed on September 8, 2023.

The appeal had challenged a series of notifications and circulars issued by the Jammu and Kashmir Board of School Education making BOSE textbooks compulsory for Classes VI to VIII in private schools across the Union Territory.

The appellants were represented by advocates Shakeel Sarwar Wani and Imbisaat Liyaqat, while the respondents were represented by advocates MI Dar, Sana Imam and Laila Khan.

According to the case record, the dispute arose after BOSE issued a notification on August 26, 2022 directing all private schools in Jammu and Kashmir to adopt only those textbooks published by the Board for Classes VI to VIII. Another notification issued on January 4, 2023 reiterated that only BOSE textbooks would be implemented from the ensuing academic session.

Subsequently, education authorities sought reports from schools regarding implementation of the Board curriculum and initiated inquiries into complaints that some private schools were allegedly compelling parents to buy books from private publishers.

The private schools’ body argued before the court that while BOSE had the authority to prescribe syllabi and curricula, it could not compel schools to exclusively use textbooks published by the Board itself. It also contended that parents, schools and students should retain the freedom to choose better-quality books available in the market.

Rejecting the contention, the Division Bench held that the statutory powers granted to BOSE under the Jammu and Kashmir Board of School Education Act, 1975 and the Jammu and Kashmir School Education Act, 2002 clearly empowered it to prescribe textbooks for affiliated institutions.

The court observed: “The power to prescribe textbooks necessarily includes the authority to determine which books are to be used in affiliated schools.”

It further held that merely because the Board itself publishes the textbooks “does not, by itself, render the action arbitrary or ultra vires, so long as the prescription is supported by the statute and guided by educational policy considerations.”

The Bench emphasized that once a school voluntarily seeks affiliation with BOSE, it becomes bound by the conditions governing such affiliation, including adherence to the prescribed curriculum and textbooks.

“Once an educational institution voluntarily seeks and obtains affiliation from the Board, it is bound by the terms and conditions of such affiliation,” the court said.

The judgment also underlined that regulation of education and prescription of curricula constituted a “valid and reasonable restriction” in public interest aimed at maintaining academic standards and ensuring uniformity in educational content across the Union Territory.

Referring to previous Supreme Court rulings, the court observed that matters relating to educational policy primarily fall within the domain of expert and regulatory bodies and that judicial interference is warranted only where a policy is “manifestly arbitrary, unreasonable, or contrary to statute.”

The Bench concluded that the impugned notifications and circulars were uniformly applicable across Jammu and Kashmir and were intended to maintain educational uniformity.

Dismissing the appeal, the court upheld the legality of the BOSE directives and affirmed the earlier judgment of the Single Judge. (KL / Agencies)

*June 08:* ```IGP Kashmir Zone, Shri V. K. Birdi-IPS, took stock of the arrangements for the peaceful conduct of the Shri Amarnathji Yatra (SANJY-2026) and Muharram observances across the Kashmir Valley during a meeting held at the Conference Hall of PCR Kashmir.

The meeting was attended by all Range DIGs of Kashmir Zone, SSP PCR Kashmir, SSsP of Anantnag, Srinagar, Ganderbal, Kulgam, Pulwama, Baramulla, Kupwara, Shopian, Bandipora, Budgam, Sopore, Handwara, and Awantipora, SO to IGP Kashmir, SP Cargo, and other senior officers.

During the meeting, officers presented detailed briefings outlining security arrangements, logistical requirements, and district-wise preparedness plans for the smooth conduct of the Shri Amarnathji Yatra. Discussions focused on measures adopted to ensure the safety of pilgrims and the effective management of the pilgrimage routes.

Reviewing the overall security framework, IGP Kashmir stressed the importance of strict adherence to SOPs and effective coordination among all agencies. Shri V. K. Birdi directed officers to remain prepared for any contingency, including operational challenges, natural disasters, and other unforeseen situations, through a well-synchronized response mechanism.

Highlighting pilgrim safety as the foremost priority, Shri V. K. Birdi assessed the deployment strategy and preparedness of ROPs. The IGP Kashmir called for enhanced surveillance, regular area domination, and continuous monitoring of highways and vulnerable stretches along the Yatra routes. Officers were also instructed to strengthen nighttime security measures and maintain heightened alertness to deter any untoward incidents.

The IGP Kashmir further directed officers to conduct mock drills to test existing SOPs and improve operational efficiency wherever required. IGP Kashmir instructed officers to ensure comprehensive security arrangements at all Yatra camps, including the installation of surveillance systems at key locations and the deployment of sufficient manpower to manage pilgrim movement and respond to emergencies.

The meeting also reviewed the arrangements being put in place for the upcoming Muharram observances across the Kashmir Valley. IGP Kashmir emphasized the need for adequate security, effective traffic management, and seamless coordination with the civil administration and other stakeholder agencies to facilitate the peaceful and smooth conduct of Muharram processions. Officers were directed to remain vigilant, maintain close liaison with organizers, and make all necessary arrangements to ensure public safety and convenience.

At the conclusion of the meeting, IGP Kashmir, Shri V. K. Birdi, called upon officers to maintain the highest standards of professionalism, vigilance, and coordination throughout the Shri Amarnathji Yatra and Muharram period to ensure the peaceful and smooth conduct of these events.```
