DC Jammu conducts extensive tour of Jammu North, Marh Tehsils

Assesses functioning of revenue department

JAMMU, APRIL 12: Deputy Commissioner Sachin Kumar Vaishya today undertook a comprehensive tour of villages in Jammu North and Marh tehsils.

Accompanied by Additional District Development Commissioner Sher Singh, the DC inspected the on-ground functioning of the Revenue Department and reviewed the status of Girdawari registrations.

Additionally, the DC reviewed functioning of the Sub-Divisional Magistrate (SDM) Office and Tehsil Office Jammu North, issuing necessary instructions to improve efficiency and services delivery.

The villages visited during the tour included Pakhian, Flora Harmkund and other intermediate villages between the two tehsils. The DC examined revenue records, registers and Girdawari documentation to ensure compliance with standard procedures.

At Flora Harmkund, the DC interacted with locals to address their grievances. He enquired about the progress of the SVAMITVA survey and Girdawari registration while also noting local issues such as irrigation facilities and road connectivity for appropriate redressal.

During his visit to Pakhian village, Sachin Kumar Vaishya inspected Government High School Pakhian of Zone Bhalwal. He observed unauthorised absence of some staff members and directed that show-cause notices be issued to them. Furthermore, he instructed that their salaries be withheld until satisfactory responses are received.

The DC was joined on this tour by SDM Jammu North Dr Deepak Kumar, SDM Marh Athar Amin Zargar, Tehsildars Aman Kumar Anand and Ram Krishan Rathore, along with other officials.

In compliance with the directions of Hon'ble Mr. Justice Atul Sreedharan, Executive Chairman, J&K Legal Services Authority (J&K LSA), and as per the Under Trial Review Committee (UTRC) meeting schedule issued by NALSA for the year 2025, the District Legal Services Authority (DLSA) Srinagar, under the aegis of the Jammu & Kashmir Legal Services Authority, convened its first quarterly UTRC meeting on January 22, 2025, at the District Court Complex, Srinagar.

The meeting was chaired by Mr. Jaffer Hussain Beg, Principal District & Sessions Judge (Chairman, DLSA) Srinagar, and brought together key stakeholders from the judiciary, police, administration, and medical fraternity to address the critical issue of ensuring fair and expedited trials for under-trial prisoners. This collaborative forum underscores the importance of a collective approach in safeguarding the rights of individuals awaiting trial.

During the meeting, the committee meticulously reviewed eight cases involving under-trial prisoners. Each case was thoroughly examined through detailed discussions and deliberations, with the objective of understanding the specific circumstances of the individuals concerned. The committee subsequently formulated recommendations aimed at expediting the judicial process, thereby upholding the principles of equity and justice.

Mr. Jaffer Hussain Beg, emphasizing the significance of UTRC meetings, highlighted their pivotal role in strengthening the criminal justice system and safeguarding the fundamental rights of under-trial prisoners. He reiterated the necessity of regular initiatives such as these to ensure a fair and efficient legal process, reflecting a strong commitment to justice and transparency.

The meeting was attended by several distinguished dignitaries, including Ms. Nusrat Ali Hakak, Sub-Judge/Secretary, DLSA Srinagar; Mr. Imtiyaz Hussain, SSP Srinagar; Mr. Sheikh Zulfikar Azad, SSP, Central Jail Srinagar; Ms. Meena Gowhar, Public Prosecuting Officer, Srinagar; Dr. Zeenat, Senior Medical Officer, Central Jail Srinagar; Mr. Saad Ganie, Chief Legal Aid Defense Counsel; and Ms. Urba Rashid and Ms. Sehar Nazir, Assistant Legal Aid Defense Counsel, Srinagar.
