DOMA CONFEDERATION held Press Conference Condemns Rising Religious Atrocities, Institutional Harassment, and Extrajudicial Killings in India
JAMMU: July 31, 2025: The Dalit, OBC, Minority, and Adivasi Confederation (DOMA) expresses deep anguish and grave concern over the increasing incidents of religious persecution, institutional abuse, and violations of fundamental human rights across India. DOMA President, Mr. R.K. Kalsotra, urge the Hon’ble President of India, the Hon’ble Prime Minister India and the Chief Justice of India to take urgent and decisive action against a series of troubling events that reflect a growing pattern of injustice, systemic discrimination, and state-enabled repression.
DOMA highlights the following critical cases demanding immediate national attention:
1. Unlawful Detention of Catholic Nuns in Chhattisgarh
DOMA strongly condemns the unjustified arrest of two Catholic nuns by the Railway Police in Chhattisgarh, who were traveling from Kerala to Chhattisgarh. The nuns were falsely accused of engaging in religious conversion and human trafficking, allegations that are completely baseless and deeply rooted in communal prejudice.
This case further highlighted by Mr. Ashu Peter Mattoo, President of the All J&K Christian Sabha. The nuns, women devoted to service and peace, were subjected to profiling, harassment, and humiliation without evidence—a gross violation of India’s secular principles and constitutional guarantees.
DOMA Demands:
● Immediate and unconditional release of the arrested nuns.
● A public apology from the concerned authorities for wrongful detention.
● An independent and impartial investigation into the conduct of the Railway Police involved.
● Implementation of protective measures for religious workers, especially those serving in minority communities.
2. Su***de of J&K based an MBBS Student in Udaipur Due to Institutional Harassment
DOMA mourns the tragic su***de of a young female MBBS student in Udaipur, who reportedly took her own life due to relentless pressure from college authorities and government agencies over the payment of academic fees.
The student, a beneficiary of the PMSSS (Prime Minister’s Special Scholarship Scheme), was reportedly harassed, threatened, and emotionally tormented by college administration and officials—despite her financial eligibility under the scholarship program. This heartbreaking incident reflects a systemic failure in governance, accountability, and empathy within our educational institutions.
DOMA Demands:
● A judicial probe into the administrative practices of the college and its role in the student's death.
● Financial compensation and psychological support for the grieving family.
● Stringent oversight of educational institutions, especially those enrolling students under government-sponsored scholarships.
● Clear directives to prevent coercion or unjust fee collection from underprivileged students.
Mr. Kalsotra further appealed to the Lieutenant Governor and Chief Minister of Jammu & Kashmir to take immediate action, as multiple students under PMSSS have reportedly been forced to pay illegal or extra fees. DOMA urges the government to take swift steps to protect these students and ensure no family loses a child over such preventable distress.
3. Custodial Death of Mr. Pervez Ahmed in a Suspected Fake Encounter
DOMA unequivocally denounces the alleged fake encounter and custodial killing of Mr. Pervez Ahmed, reportedly executed by law enforcement personnel in cold blood. Amir-id-din Kassana said such extrajudicial killings are not only unconstitutional but reflect a breakdown of justice, turning custodial spaces into chambers of death rather than safety.
DOMA Demands:
● An immediate CBI investigation into the alleged fake encounter.
● Suspension of all officers involved pending the completion of inquiry.
● If found guilty, officers must face strict legal action, including criminal prosecution under relevant penal codes.
● Establishment of an independent oversight body for all custodial and encounter-related deaths.
4. Violation of a Sikh Student’s Religious Freedom in Examination Hall
In a deeply troubling incident, a Sikh student was reportedly denied entry into an examination hall for wearing a Kara, a sacred symbol of the Sikh faith. Only after public intervention and pressure was the student allowed to take the exam.
S Narinder Singh Khalsa said this is a blatant disregard for religious freedom and cultural expression is a violation of Article 25 of the Indian Constitution, which guarantees the right to freely practice one’s religion.
DOMA Demands:
● A public apology and explanation from the examination authorities.
● Clear guidelines and training for invigilators and staff to respect religious symbols and identity.
● Assurance that such discrimination will not be repeated in the future.

DOMA believes that India’s soul lies in its Constitution—a document rooted in the values of secularism, equality, and human dignity. The repeated targeting of marginalized communities—be it Dalits, OBCs, religious minorities, or Adivasis—must stop.
Mr. R.K. Kalsotra made an impassioned appeal to:
● The Hon’ble President, Prime Minister of India & Chief Justice of India to intervene in these cases with utmost urgency.
● Civil society organizations, journalists, human rights defenders, and concerned citizens to raise their voices in solidarity against these injustices.
“We are witnessing a slow erosion of fundamental rights,” Mr. Kalsotra said. “DOMA calls upon the conscience of this nation to act—not with apathy, but with urgency and unity.”
