AHAM demands probe into alleged unauthorized birth certificate cell at Phulbari

Dadenggre, June 3: The A·chik Holistic Awakening Movement (AHAM), Dadenggre Regional Unit, has lodged a formal complaint with the Deputy Commissioner of West Garo Hills, alleging that an unauthorized Certificate Cell is being operated at Phulbari for processing birth certificate applications.

In a representation submitted on May 29, AHAM President Trosith A. Sangma claimed that personnel from the Sub-Divisional Office (Civil), Dadenggre, were being deputed to Phulbari to receive and process applications despite the absence of any officially notified or sanctioned government office at the location.

The organization described the arrangement as "prima facie irregular and legally untenable," citing provisions of the Registration of Births and Deaths Act, 1969, and the Meghalaya Registration of Births and Deaths Rules, 1999.

According to AHAM, Section 7 of the Act, read together with Rules 3, 5, 8 and 13 of the state rules, requires birth and death registration functions to be carried out only through duly appointed Registrars operating from notified offices and maintaining official records at authorized locations.

The organization argued that processing applications outside a legally recognized office raises serious concerns regarding transparency, accountability and the legal validity of documents issued. It further expressed apprehension about the custody and security of vital public records and the impact on citizens seeking access to standardized government services.

AHAM stated that the previous system, under which applications were submitted at the notified office of the Sub-Divisional Officer in Dadenggre, was in accordance with statutory requirements. The reported shift of services to Phulbari, it said, has led to confusion and inconvenience among residents.

The organization has urged the Deputy Commissioner to initiate an immediate inquiry into the matter, discontinue all certificate-related operations at unauthorized locations, ensure strict compliance with the law and take disciplinary action against officials found responsible for any irregularities. "This matter concerns statutory compliance and the integrity of vital public records. We request urgent and serious consideration," Sangma stated in the complaint.

Training Program on Public Finance Concepts and Rules Held in Ampati

Ampati, June 2, 2026:: A three-day training program on “Public Finance: Concepts and Rules” for government officials of South West Garo Hills District commenced on Tuesday at the DRDA Hall, Ampati. Organised by the Meghalaya Administrative Training Institute (MATI), Shillong, the program will run from June 2 to June 4, 2026, with the objective of strengthening the financial management capabilities of government officials and enhancing their understanding of financial regulations, procedures, and accountability mechanisms within government administration.

The training has brought together officials from various departments of the district administration, providing them with a platform to update their knowledge on public finance management and gain practical insights into the application of financial rules in day-to-day government functioning. The program is designed to equip participants with the necessary skills to ensure efficient utilization of public resources, adherence to financial regulations, and transparent governance practices.

The inaugural day's sessions focused on key financial and administrative subjects, including Fundamental Rules and Subsidiary Rules (FR&SR), Delegation of Financial Powers (DFP) Rules, National Pension System (NPS), Treasury Rules, Budget Matters, and General Provident Fund (GPF) Rules.

Detailed discussions were held on the responsibilities of drawing and disbursing officers, budget preparation and expenditure control, pension administration, and the procedures governing government financial transactions.
Participants were also provided with practical guidance on interpreting financial rules, maintaining financial discipline, and ensuring compliance with statutory requirements.

The sessions highlighted the importance of accountability and transparency in public financial management, particularly in the context of evolving governance frameworks and increasing demands for efficient service delivery.

Over the next two days, the training program will cover additional topics such as the Meghalaya Financial Rules, Travelling Allowance (TA) Rules, government accounting procedures, audit compliance, and other critical aspects of financial administration. These sessions are expected to help officials develop a comprehensive understanding of financial governance and strengthen their capacity to manage public funds responsibly.

The program is being coordinated by Shri W. Rynjah, Assistant Director, Management Development Cell, MATI, Shillong. The resource sessions are being led by P.W. Dkhar, Financial Adviser to the Government of Meghalaya, who is serving as the principal resource person throughout the training. Drawing from his extensive experience in public finance and government administration, he is providing participants with both theoretical knowledge and practical perspectives on financial management in government institutions.

The training program reflects the state government's continued commitment to capacity building and professional development of public servants. By enhancing officials' understanding of financial concepts, rules, and procedures, the initiative aims to promote sound financial governance, improve administrative efficiency, and ensure greater accountability in the management of public resources across South West Garo Hills District.

Officials attending the program expressed confidence that the knowledge gained during the training would assist them in carrying out their responsibilities more effectively and contribute to better financial management practices within their respective departments.

World No To***co Day 2026 Observed at Dengasi School in South West Garo Hills

Ampati, June 1, 2026: The District To***co Control Programme (NTCP) and National Oral Health Programme (NOHP), South West Garo Hills, observed World No To***co Day 2026 at Bidamong Educational Foundation School, Dengasi, on Monday with the objective of creating awareness on the harmful effects of to***co and protecting children and youth from to***co addiction.

The programme, held at the school premises, was chaired by Dr. Challang R. Sangma, Dental Surgeon, Ampati Civil Hospital, and witnessed the participation of health officials, community leaders, teachers, students, and members of the public.

The programme began with a welcome address by Dr. Timchida A. Marak, Medical Officer In-Charge, Garobadha PHC, who welcomed the dignitaries and participants. A welcome song performed by the students of Bidamong Educational Foundation School set the tone for the awareness programme.

Delivering the keynote address, Dr. Cornelius R. Marak, District Nodal Officer (NTCP & NOHP), South West Garo Hills, highlighted the serious health risks associated with to***co and ni****ne addiction, particularly among children and adolescents.

He explained how to***co industries often target young people through attractive packaging, flavouring, and marketing strategies. Stressing the need for collective action, he urged parents, teachers, and community members to work together in safeguarding children from to***co use and promoting a healthy, to***co-free lifestyle.

The programme featured an awareness skit on to***co and drug abuse presented by students, effectively conveying messages on prevention, self-discipline, and the dangers of substance abuse.

Speaking on the occasion, Mrs. Hema R. Marak, community representative, encouraged students to adopt healthy habits and contribute positively to the welfare and development of the community.

The founder member and principal of the school also addressed the gathering, emphasizing the importance of maintaining a healthy environment and urging students to stay away from to***co and related products.

Dr. Ladya M. Marak, SDMHO, Ampati, spoke on various health issues affecting young people and encouraged students to maintain good personal hygiene and healthy lifestyles. Miss Sengatchi Marak, Chief Legal Aid Defence Counsel, highlighted the legal provisions under the Ci******es and Other To***co Products Act (COTPA) and spoke on the importance of enforcing to***co control measures in the district.

The programme was further enriched by a traditional Wangala dance performance presented by students, showcasing the rich cultural heritage of the Garo community.

Addressing the gathering as Chief Guest, Shri Emphul Ch. Marak, SDSEO, Ampati, encouraged students to remain focused on their education and future careers while avoiding to***co, drugs, and other harmful substances. Miss C. N. Marak, Junior Rural Development Officer (JRDO), also spoke on the ill effects of to***co and urged young people to make healthy life choices.

As part of the observance, prizes were distributed to winners of a quiz competition conducted to promote awareness about to***co-related health hazards.

The programme concluded with a vote of thanks proposed by Dr. Sonami G. Sangma, Dental Surgeon, Ampati Civil Hospital, who expressed gratitude to all dignitaries, school authorities, students, health personnel, and participants for their support and cooperation.

In addition to the awareness programme, several health services and activities were conducted, including general health check-ups, oral and dental screening, tuberculosis (TB) screening, non-communicable disease (NCD) screening, mental health awareness and counselling, HIV screening, a quiz competition, and free distribution of dental kits to students.

The observance successfully sensitized students, teachers, and community members about the dangers of to***co use while reinforcing the importance of healthy living and collective efforts towards building a to***co-free society.
