New Delhi, July 21, 2025 – In an unexpected move on the opening day of the Monsoon Session of Parliament, Vice President Jagdeep Dhankhar tendered his immediate resignation, citing health concerns.

“To prioritise health care and abide by medical advice, I hereby resign as the Vice President of India, effective immediately, in accordance with Article 67(a) of the Constitution,” Dhankhar wrote in his resignation letter addressed to President Droupadi Murmu .

At 74, the former West Bengal Governor—who assumed office in August 2022—had recently experienced cardiac-related issues, including a fainting spell, and was reportedly under medical supervision.

Next Steps: Constitutional Process

The resignation was submitted under Article 67(a) of the Constitution, the provision allowing voluntary resignation before term expiry .

The Vice President must be elected by the Electoral College (members of both Houses of Parliament) at the earliest opportunity .

Meanwhile, the Deputy Chairman of the Rajya Sabha, Harivansh, will act as the Chairman of the Upper House until a successor takes office .

Massive Landslide in Hangrum Triggers Outcry for Accountability and Compensation

A devastating landslide that struck the village of Hangrum under Mahur Block in Dima Hasao district on the morning of July 16, 2025, has led to significant loss of life and property, prompting urgent appeals to government agencies and construction authorities for compensation and accountability.

The landslide, reportedly triggered by ongoing construction activities of NH-137 (Tamenglong–Mahur Road) under Package No. 8 carried out by APPL Construction, occurred around 9:30 AM and caused severe destruction to several homes, agricultural lands, and local businesses. Locals allege that the blasting (bombing) methods used during the excavation and road widening works in the geologically sensitive and landslide-prone area led to the disaster.

Tragically, the incident claimed the lives of one elderly villager, Shri Guajengambe Riame (aged 70), and an APPL excavator operator. Several others sustained serious injuries.

Shri Ditungteung Neume, Gaon Bura (village headman) of Hangrum, has submitted formal letters to the National Highways and Infrastructure Development Corporation Limited (NHIDCL) and Anusha Project Private Limited (APPL), requesting immediate relief, compensation, and stricter safety measures to prevent such tragedies in the future.

In his letter to NHIDCL, Neume highlighted the emotional and economic devastation suffered by the local population. He stressed that while infrastructure development is vital, it should not come at the cost of human lives. “What is the value of a road if people lose their lives during its making?” the letter questions.

The community has demanded:

1. A thorough assessment of the damage caused by the landslide.

2. Immediate compensation for the affected families, including the bereaved and injured.

3. Safety reviews and the halting of risky practices like blasting near residential areas.

4. Rehabilitation support for displaced families.

5. Removal of landslide debris from public pathways and the Right of Way (ROW).

The appeal also urges NHIDCL and APPL to adopt responsible and safer construction methods and fulfill their moral and social responsibilities towards the affected communities.

Copies of the grievance have been sent to the Chief Executive Member and Principal Secretary of the North Cachar Hills Autonomous Council (NCHAC), the District Commissioner, Superintendent of Police, and leaders of the Zeme Council and Students’ Union.

The affected villagers continue to live in fear and uncertainty, demanding immediate government intervention and accountability from all responsible parties. The people of Hangrum seek justice, safety, and dignity as they recover from this tragic and avoidable disaster.

Call for Comprehensive Survey on Government Land Encroachments in Dima Hasao

It has come to my attention that the Chief Executive Member (CEM) of the North Cachar Hills Autonomous Council (NCHAC), along with concerned Members of the Autonomous Council (MACs), has recently initiated a survey to identify possible encroachments on land belonging to the Public Works Department (PWD) Building Division, Public Health Engineering (PHE) Department, and the Medical Department in Haflong.

While this step is commendable and much needed, I respectfully urge the authorities to broaden the scope of this important survey to include additional key government lands and departments that may also be under encroachment. These include:

1. PWD Road Land, Maibang Division

2. FCI Land at Haflong (Sengya Sambhudhan Raji)

3. DC Office Land near Police Guest House, Haflong

4. Municipal Land, Apollo Road

5. Veterinary Department Land, Sarkari Bagan, Haflong

6. Education Department Land (site of under-construction hotel)

7. PNRD Land, Maibang

8. Old Medical Department Land, Maibang

9. ACS Training Centre, Umrangso

10. Railway Field Area, Haflong

11. Tourism Department Land, Jatinga

12. PWD Inspection Bungalow Land, Diyungbra

These areas represent valuable public property, and any unauthorized encroachment directly affects public welfare, future infrastructure development, and administrative integrity. A thorough and transparent investigation into these lands is vital to ensure their proper use and protection.

I further request that the findings of the survey, once completed, be made accessible to the public in the interest of transparency and good governance.

Hangrum, Dima Hasao | July 17, 2025 — A second life has been lost in Hangrum village following a devastating landslide that struck on July 16, leaving the community shaken and outraged. Residents and activists are no longer calling this a natural disaster — they are calling it a man-made tragedy.

Today, the Sixth Schedule Protection Committee (SSPC) visited the site, expressing deep concern over the situation. Locals allege that reckless blasting activities were carried out in the heart of the village — without warning, without relocation plans, and without basic safety measures.

“This is not nature’s fury. This is human negligence,” said one of the villagers. Two lives have now been lost, and the village remains on edge, fearing more such disasters if unchecked development continues.

Villagers are demanding not only compensation for the victims’ families but strict accountability for those responsible. “Who allowed the blasting? Why weren’t safety protocols followed? These are the questions that must be answered,” said a member of SSPC.

Activists are also calling for an urgent review of road construction practices in the district. “Roads must be safe. Work must be regulated. People’s lives must come first,” they emphasized.
