In a significant development, IAS officer Yasin M. Choudhary, a native of Jammu and Kashmir, has been appointed as Secretary to the Government in the Union Territory of Puducherry. His appointment comes with the charge of five key departments—Agriculture, Animal Husbandry, Sports, Information Technology, and State Tax. Additionally, he will serve as the Chief Executive Officer of Puducherry Smart City Development Limited.

Choudhary, a 2015-batch officer of the AGMUT cadre, officially joined the administration in Puducherry on the morning of July 14, 2025. The order, issued by the office of the Lieutenant Governor and signed by Chief Secretary Dr. Sharat Chauhan, took effect immediately.

Widely respected for his integrity and leadership, Yasin Choudhary has held several pivotal positions in Jammu and Kashmir. His administrative experience includes serving as Deputy Commissioner of Poonch, Managing Director of Jammu Power Distribution Corporation Limited (JPDCL), and Mission Director of the National Health Mission (NHM).

During his tenure with NHM, he played a transformative role in strengthening the public health system across J\&K. Under his leadership, the Mission recorded significant progress in implementing a wide range of centrally sponsored health schemes, focusing on inclusive and accessible healthcare delivery at the grassroots level.

Choudhary’s appointment to a key administrative role in Puducherry is seen as a testament to his exemplary service record and commitment to governance. His journey from the mountains of Jammu and Kashmir to the coastal administration of Puducherry is a proud moment for his home region and an inspiring example of public service excellence.

District-Level Workshop on Panchayat Advancement Index (PAI) 2.0 Held in Rajouri

A one-day district-level workshop on the Panchayat Advancement Index (PAI) 2.0 was organised today by the Department of Rural Development and Panchayati Raj at the Conference Hall of the PWD Dakbanglow in Rajouri.

The workshop was inaugurated by the District Development Commissioner, Abhishek Sharma, and was aimed at increasing awareness and understanding of the upgraded PAI tool among key stakeholders. Assistant Commissioner Panchayat, Sheraz Chowhan, coordinated the event.

PAI 2.0 serves as a performance monitoring and evaluation framework to support better functioning of Panchayats. It is designed to encourage accountability, transparency, and data-based decision-making at the grassroots level. Compared to its earlier version, the updated model introduces a simplified scorecard, digital data entry through a portal, and improved tracking mechanisms across nine thematic areas based on the Localization of Sustainable Development Goals (LSDGs).

The thematic areas assessed under PAI 2.0 include improved livelihood opportunities, better healthcare, child welfare, water availability, environmental cleanliness, infrastructure development, social equity, and good local governance.

Throughout the workshop, emphasis was placed on the importance of inter-departmental coordination and joint efforts to enhance service delivery and governance at the Panchayat level. The initiative also seeks to foster constructive competition among Panchayats to drive overall improvement.

Participants were given practical training on how to use the digital PAI platform to facilitate effective data entry and tracking. The workshop concluded with an interactive session during which attendees exchanged feedback and discussed the implementation aspects of the PAI system.

High Court Expands SIT Probe in Jammu and Kashmir Gun Licence Case

Jammu, July 16:
The Jammu and Kashmir High Court has refused to quash additional FIRs linked to the alleged fake gun licence racket and has ordered that two more cases registered in Rajouri district be brought under the ambit of the Special Investigation Team (SIT).

The court passed the order while hearing multiple petitions filed by the accused, including some government officials, who argued that the FIRs were related to the same incident already under investigation through an FIR registered at Janipur Police Station in 2011. They had sought the quashing of four FIRs, including those lodged in Mendhar, Kandi, and Thanamandi.

However, the High Court dismissed these petitions, observing that there was no legal basis to interfere in the ongoing investigations. Justice Rajnesh Oswal, in an order passed on July 11, held that the new FIRs relate to distinct sets of facts and must be investigated independently. The court upheld the arguments of Senior Additional Advocate General Monika Kohli, who strongly opposed the plea to quash the FIRs.

The case originated in February 2011, when two individuals carrying 12 bore fi****ms were apprehended, and it was discovered that their licences—issued by the Sub-Divisional Magistrate (SDM) of Mendhar—bore addresses from Kupwara, Kathua, and Budhal districts. This led to the registration of an FIR at Janipur Police Station.

An SIT was later formed, which found that fake arms licences were allegedly issued through the offices of the Additional District Magistrate in Rajouri and the SDM in Mendhar. Based on this, two FIRs were registered in 2011—one for 216 licences in Rajouri and another for 179 in Mendhar. Additional FIRs were registered in 2012 and 2015 at Kandi and Thanamandi, respectively.

The court has now directed the Inspector General of Police (IGP), Jammu Zone, to ensure that the FIRs registered at Kandi and Thanamandi Police Stations are also transferred to the same SIT that is investigating the Janipur case. The IGP has further been asked to supervise the investigation and ensure that it is completed at the earliest, with the final report submitted before the competent court as per law.

The court also clarified that its order does not prevent the government from transferring the investigation to any specialised agency such as the Anti-Corruption Bureau or the Central Bureau of Investigation, if required.

In connection with ongoing preparations for Shri Amarnath Ji Yatra (SANJY) 2025, Inspector General of Police, Jammu Zone, Bhim Sen Tuti, IPS, visited the Ram Langar at Purani Mandi, a key service point supporting pilgrims and local devotees. The visit was aimed at reviewing security arrangements and logistical preparedness around the temple complex and its adjoining access points.

During the inspection, the IGP directed officers to maintain heightened vigilance, particularly during periods of increased pilgrim movement, while ensuring a smooth and welcoming atmosphere for all visitors. He examined the setup at the langar site, interacted with volunteers and organizers, and commended their commitment to providing consistent support to pilgrims.

In a notable gesture, Tuti actively participated in the langar service, serving food and engaging directly with the yatris. He shared a meal with devotees to get a first-hand understanding of the quality and management of the services being offered. His interaction added a personal touch to the administrative review, reinforcing a message of accessibility and care.

The IGP was accompanied by senior officers including SP North Jammu, Vivek Shekher, JKPS; SDPO North City, Vikram Singh Bhau, JKPS; and SHO Pacca Danga, Inspector Rakesh Jamwal. The officers briefed him on local deployment strategies, crowd control measures, and coordination with civic agencies to ensure uninterrupted movement and safety of pilgrims.

The visit reflected the administration's focus on ensuring not just robust security arrangements, but also a humane and service-oriented approach during the yatra season.

Akhnoor Police Station Honoured with National Award for Excellence by Ministry of Home Affairs

Akhnoor Police Station in Jammu and Kashmir has received national recognition from the Ministry of Home Affairs (MHA) for its exceptional performance in 2024. Selected as one of the best-performing police stations in the country, Akhnoor is the only station from the Union Territory to receive this honour, highlighting its commitment to efficient policing and public service.

The recognition comes as part of the MHA’s annual initiative to identify and reward top police stations across India based on a comprehensive evaluation of performance indicators. Out of over 17,000 police stations nationwide, only 76 were selected for the award this year. A police station from the Union Territory of Ladakh was also among the awardees.

Director General of Police, Jammu and Kashmir, Nalin Prabhat is expected to visit Akhnoor in the coming days to personally congratulate the officers and staff for their exemplary service. The visit will mark a moment of pride for the entire police force in the region.

According to the MHA, the goal of the ranking exercise is to bring qualitative improvements in policing by highlighting best practices and promoting a more responsive and people-friendly approach. The assessment also reflects the evolving role of the police in the implementation of new criminal laws and reforms aimed at moving away from colonial-era systems toward a modern justice framework.

The Union Home Minister has extended his congratulations to all selected police stations and acknowledged their role in supporting a safer, more secure society. The recognition serves as a motivation for police personnel across the country to continuously improve service delivery and strengthen public trust in the system.
