SMHS Hospital Doctors’ Strike Unjustified, Unacceptable: Health Minister Sakina Itoo

Srinagar, July 25 : Minister Sakina Itoo on Friday condemned the strike by doctors at SMHS hospital, stating that such actions by which poor patients are made to suffer and move from pillar to post for no fault is “unacceptable” and “not tolerable” at all.

Speaking to media persons at SMHS hospital, Sakina Itoo, described the incident as deeply unfortunate, emphasising that such situations should never arise, particularly within hospitals.

She said if any wrongdoing occurs, there are established rules and laws for investigation and action, and these must be strictly followed. “The closure of hospital services and denial of care to patients as a form of protest is both unjustified and unacceptable.”

“Patients who had appointments had to suffer and could not receive treatment because of the closure. In my opinion, this should not happen. There will certainly be an investigation and action will be taken, because what fault do the patients have?” she questioned.

She also said all such matters be resolved strictly within legal and procedural frameworks, involving departmental or police intervention if necessary.

The minister criticised the closure of the operation theatre, emergency services, and patient care wards, terming this as intolerable and contrary to the principles of public health.

She also acknowledged the pressure and challenges faced by doctors, however, stressed for the expectation that medical staff maintain professional conduct and proper behavior at all times, especially towards patients and attendants who are already under distress.

She expressed regret that there are currently insufficient statutory measures to hold doctors accountable for medical negligence, and called for the development of proper legal frameworks to ensure prompt investigation and action in such cases.

She also referenced an incident involving media personnel, emphasising that all complaints, whether from doctors, patients, or journalists, should be subjected to thorough investigation.

To improve transparency and accountability, she said the department will soon issue an order mandating all doctors wear a nameplate clearly indicating their name and specialty—whether they are surgeons, physicians, orthopedists, or otherwise.

She stressed that wearing an apron and identification is essential for both patient reassurance and operational clarity within hospitals.

She also said government will establish a formal grievance cell at the secretariat level, where both patients and medical professionals can register complaints.

Srinagar, 21 July, 2025: The Jammu & Kashmir Contractors Coordination Committee (JKCCC) Chairman, Ghulam Jeelani Purza, has raised multiple pressing issues that are severely affecting the contractor fraternity in Jammu & Kashmir.

In a statement issued to the press, Jeelani Purza said, “I speak today on behalf of thousands of contractors across Jammu & Kashmir who are deeply distressed due to three major problems: delays in treasury payments, reorganization / mismanagement in the R&B Department restructuring and the non-release of payments under the Jal Jeevan Mission (JJM).”

Purza expressed shock that bills submitted to the treasuries several months ago have still not been cleared. “This is a serious financial crisis. When the LG administration was in place, bills would get cleared within 4–5 days. But since the formation of the newly elected government, the process is dragging on for 2–4 months. Why are our payments stuck in the treasuries?” he questioned.

He appealed to Hon’ble Chief Minister Omar Abdullah, who also holds the finance department portfolio, as well as to Financial Commissioner Shaleen Kabra and Principal Secretary of the Public Works Department, Anil Kumar Singh, to intervene. “Contractors are not spending personal funds; these are the wages of labourers, payments of suppliers and vendors. Delaying them disrupts the entire economic chain. The government talks of development, but how will that happen when the basic financial system is stuck?” he asked.

The Chairman strongly criticized the reorganization of the Roads & Buildings (R&B) Department, calling it a governance failure. “Several new divisions were announced, Chief Engineers and Executive Engineers were appointed, but there is no infrastructure on the ground, no office spaces, no technical staff. How are these divisions expected to function?”

He demanded the appointment of one Chief Engineer each for the Kashmir and Jammu provinces, in line with the model followed by the Irrigation Department, PHE, KPDCL and other departments. “There aren’t enough engineers to run all these newly created divisions. One officer is currently holding charge of multiple offices including ERA, North Kashmir, South Kashmir and now Central Kashmir. This overload is unmanageable and inefficient,” he stated.

Purza further noted that the reorganization has led to widespread chaos. “Even the former Chief Engineers of PMGSY and R&B Chief Engineer Central Kashmir have retired. The government is only appointing in-charge officials instead of making regular postings. This is resulting in a governance vacuum,” he said.

Highlighting a third major issue, Purza pointed to the ₹175 crore in pending payments that have been stuck in the R&B Department since 2017 in Jammu & Kashmir. “How can we complete the remaining works when we have no funds left?” he asked. Referring to the Jal Jeevan Mission (JJM), he said, “Contractors have laid pipelines, built reservoirs, filtration plants and completed major works under the JJM. But over ₹1100 crore in payments are still pending.”

He made a strong appeal to J&K Chief Minister Omar Abdullah, Principal Secretary Shaleen Kabra and the Chairman of the Jal Jeevan Mission Committee to urgently expedite the submission of the JJM report to the government. “Until the report is submitted and the necessary funds are released, most of the developmental work will remain at a standstill.

The contractor community continues to face immense hardship due to this delay. It is also extremely unfortunate that ₹175 crore have remained unpaid in the R&B Department since 2017, this long-standing issue reflects serious neglect.”

In his concluding remarks, Chairman Jeelani Purza issued a strong & unified appeal: “I request CM Omar Abdullah, Financial Commissioner and the Principal Secretary of the Public Works Department, along with Jal Jeevan Mission authorities, to immediately resolve these issues. The contractor community is the backbone of infrastructure development in the J&K. Delays in payments and poor planning will paralyse progress.”

Lack Of Sanitation In Markets Raises Concern Across Kashmir

KTS Urges Immediate Construction of Public Toilets And Drinking Water Facilities At All Markets & Bus Stands

Srinagar, 18 July, 2025: The Kashmir Traders Society (KTS), Senior Vice President Umar Mukhtar Bhat, has expressed deep concern over the lack of basic public amenities, particularly toilets and clean drinking water, in public spaces especially in marketplaces, bus stops and major transit points across the Valley.

In a strong appeal to the J&K administration, KTS Senior Vice President Umar Mukhtar stated, “The general public especially women, elderly citizens, tourists, students and daily commuters face immense hardship due to the absence of functional public toilets and drinking water facilities. Despite the ongoing Smart City projects, these basic needs continue to be ignored.”

He further pointed out that even where public toilets do exist, they are often locked or in a poor condition, making them completely unusable. “This defeats the very purpose of a clean and smart city. These facilities must be accessible, hygienic and regularly maintained,” he added.

The KTS has urged the Jammu & Kashmir government, under the leadership of Chief Minister Omar Abdullah, as well as the Commissioner Secretary of the Housing and Urban Development Department, the Srinagar Municipal Corporation Commissioner and all District Municipal Committees, Councils, to immediately prioritize this critical issue.

“I also call upon our Hon’ble MLAs to take personal initiative in developing proper sanitation and drinking water infrastructure within their constituencies. These essential amenities must be available in every district, tehsil level and especially in the heart of Srinagar city,” said Umar Mukhtar.

He emphasized that such measures are not only vital for the local population but also for visiting tourists, who often face the same lack of basic services. “If we are truly serious about promoting Kashmir as a clean and tourist-friendly destination, this infrastructure must be prioritized.”

KTS continues to support various awareness campaigns and seminars under the Swachh Bharat Abhiyan and other environmental initiatives. “A clean and well-equipped city is not a luxury, it is a basic right. The government must act now,” Bhat concluded.

JLNM Hospital Makes History with Launch of Quarterly Medical Journal

Srinagar, 12 July, 2025: In a landmark move, Jawahar Lal Nehru Memorial (JLNM) Hospital, Rainawari, has become the first district hospital in India to launch its own quarterly medical journal — a pioneering initiative aimed at promoting research and academic discourse at the grassroots level of healthcare.

The formal launch ceremony was held today in the presence of Minister for Health and Medical Education, Mrs. Sakeena Masood Itoo, who lauded the initiative as a significant step toward decentralizing medical research and empowering district-level institutions.
