Uri Without , Locals Suffer

Zaffer Iqbal

Uri, May 29 (GNS): The Sub-District Hospital (SDH) Uri in north Kashmir’s Baramulla district has been functioning without a paediatrician for the last one week, following the resignation of the only paediatrician posted at the hospital.

A delegation of concerned parents told GNS that the absence of a paediatrician is causing immense hardship for the residents. “Earlier, we had a paediatrician and our children received proper medical care. Now, after the doctor’s resignation, we have no paediatrician available at the hospital,” they said.

Due to the unavailability of a paediatric specialist, residents are being forced to travel long distances to Baramulla or Srinagar hospitals for their children’s treatment. The delegation emphasised that at least two paediatricians should be posted at SDH Uri, given that the hospital serves a large population across the twin tehsils of Uri and Boniyar. “It is unfortunate that a facility catering to such a vast area is currently without a single paediatrician,” they added.

The delegation urged J&K Health Minister Sakina Itoo, MLA Uri Dr Sajjad Shafi, and Health Secretary Dr Syed Abid Rasheed Shah to intervene and ensure the immediate appointment of at least two paediatricians at SDH Uri.

A local Mohd Ashraf shared a distressing experience. He said, “My baby was suffering from severe abdominal pain this morning. On our way to the hospital, we were informed that there was no paediatrician available. We had no option but to rush to Baramulla for treatment.”

It is worth noting that the position of consultant paediatrician at SDH Uri is vacant for over a year now.

SDH Uri serves more than 100 villages across the twin tehsils of Uri and Boniyar, which have a combined population exceeding 2,80,000. The region is predominantly hilly, with many residents living in remote and difficult terrains. Notably, around 40 villages in the area are located along the Line of Control (LoC).

Meanwhile, Block Medical Officer (BMO) Uri Dr Balwinder Singh told GNS, “The issue has already been taken up with higher authorities for necessary action.”(GNS)

-Ray Machine Defunct at Boniyar, Patients Suffer

Zaffer Iqbal

Uri, May 26 (GNS): The X-ray machine at Primary Health Centre (PHC) Boniyar in north Kashmir's Baramulla district has been non-functional for several days, causing difficulties to patients.

Local residents expressed frustration, stating that when doctors advise an X-ray at Boniyar hospital, they are forced to travel either to private clinics or to Baramulla due to the malfunctioning of machine.

One resident shared, "My friend injured his right foot yesterday. The doctor advised an immediate X-ray but told us to go elsewhere, as the hospital's machine has been out of order for a week."

It is important to note that PHC Boniyar experiences a high patient load as tehsil Boniyar serves a population of nearly 90,000 people across around 50 villages.

However, BMO Boniyar, Dr Ruqaya Showkat told GNS that there was a technical fault in the X-ray machine.

"But it is currently under repair. Hopefully, it will be functional later today,'' she added.(GNS)

Residents Demand Accountability Over Unfulfilled Amnesty Scheme Promised By PDD

Zaffer Iqbal

Srinagar, April 24:(GNS): Residents of Garkote , Balkote, Na**la, Silkote, Saidpore, Thajal, Tilawari, Bijhama, Boniyar and adjoining areas showed resentment over PDD department and raised serious allegations against the PDD accusing them of misleading them over amnesty scheme that has left locals financially burdened and deceived.

The community in Uri is now appealing to local MLA Uri and the Deputy Commissioner (DC) of Baramulla to intervene and investigate alleged discrepancies in the implementation of the Power Development Department (PDD)’s amnesty scheme. Residents claim the promised relief on pending electricity bills was never delivered, leaving them burdened with unadjusted payments.

Local residents allege that under the amnesty scheme, they were instructed to pay a portion of their pending bills with assurances that the remaining amount would be waived. Many complied, hoping for financial relief—only to receive inflated bills the following month with no adjustments.

We trusted the authorities and paid our dues, but the very next month, the bills returned to their previous high amounts. No waivers were applied. This feels like a deliberate scam to exploit vulnerable households," said one aggrieved resident.

The issue disproportionately impacts low-income families in Uri, where erratic power supply already exacerbates economic hardships. "We can barely afford essentials, let alone unjust bills. If the PDD couldn’t honor the amnesty, why mislead us into paying?" questioned another.

Residents have escalated their demands to the MLA and DC, seeking a thorough probe into the amnesty scheme’s ex*****on. Transparency in billing practices, refunds or adjustments for those who paid under the scheme’s purported terms.

"We demand justice. The PDD must be held accountable for misleading the public," asserted a community representative.

When contacted, Assistant Executive Engineer (AEE) of PDD Subdivision Uri, Adil Mehraj Wani told GNS that he acknowledged the grievances but shifted responsibility to prior officials. "Under the amnesty scheme, only the surcharge on the principal amount could be relaxed. Unfortunately, earlier officers misled the public," Wani stated. He added that the matter has been escalated to higher authorities, and a response is awaited.(GNS)
