الموضوع: مناشدة عاجلة للتحقيق في أوضاع احتجاز مخالفي الإقامة والعمل في حجز تابع للأمن والسلامة بجانب مشفى بدر السما بمنطقة روي – سلطنة عُمان
السادة المحترمون،
أرفع إليكم هذه المناشدة الإنسانية العاجلة، بشأن ما يجري داخل مركز احتجاز تابع لـ"الأمن والسلامة" في منطقة روي بمحافظة مسقط – سلطنة عُمان، وهو مخصّص للمخالفين لقوانين وشروط العمل والإقامة فقط لاغير ، من غير مرتكبي الجرائم الجنائية.
حسب المعلومات التي وصلت من شهود وذوي الموقوفين، فإن الوضع داخل هذا السجن يُمثّل كارثة إنسانية حقيقية، ويُعد انتهاكًا صارخًا للكرامة والحقوق الأساسية للإنسان، وذلك على النحو التالي:
وجود أكثر من 2000 شخص (رجال ونساء) من جنسيات متعددة، من ضمنها: سورية، باكستانية، هندية، وبنغلاديشية.
التهمة الوحيدة لغالبية المحتجزين هي مخالفة قانون الإقامة أو شروط العمل، دون محاكمة أو تمكينهم من التواصل مع السفارة او مع ذويهم او مع اصدقائهم
بعض المحتجزين مضى على وجودهم في السجن أكثر من 8 أشهر، دون أي قرار ترحيل أو عرض على القضاء.
انعدام شبه تام للحد الأدنى من مقومات الحياة:
لا تُوفر ملابس للمحتجزين.
نقص حاد في الطعام والماء النظيف.
بيئة صحية قذرة للغاية،وعدم وجود ماء للحمامات بشكل دائم وانتشار الحشرات والروائح الكريها جدا من الحمامات ، وعدم وجود تهوية ولايوجد يوم تنفس في الشمس للموقوفين منذ اشهر .
غرف مكتظة بشكل مأساوي؛ حيث يُحتجز في الغرفة الواحدة أكثر من 200 شخص.
هذا الوضع لا يتماشى مع الأعراف الإنسانية ولا مع المواثيق الدولية التي تكفل حقوق الموقوفين، حتى في حالات مخالفة قوانين الهجرة والعمل.
بناءً عليه، نطالب بما يلي:
1. فتح تحقيق عاجل في أوضاع هذا المركز.
2. السماح للبعثات الدبلوماسية بزيارة المحتجزين والاطلاع على أوضاعهم.
3. ضمان المعاملة الكريمة والإنسانية للمخالفين وفقًا للقوانين الدولية.
4. العمل على تسريع إجراءات الترحيل أو التسوية القانونية للموقوفين، لا سيما من انتهت قضاياهم.
5. إرسال لجنة من الأمم المتحدة أو منظمات حقوق الإنسان للإشراف على هذه المنشآت والتأكد من سلامتها.
إننا إذ نخاطبكم اليوم، فإننا نثق بأن دوركم الإنساني والدبلوماسي لا يمكن أن يغضّ الطرف عن معاناة المئات من الأبرياء، المحتجزين في ظروف لا تليق بالبشر.

Urgent Appeal to Investigate the Conditions of Detained Residency and Labor Law Violators at the Security and Safety Detention Center – Ruwi, Sultanate of Oman

Dear Sirs/Madams,
Greetings and respect,
I hereby submit this urgent humanitarian appeal concerning the catastrophic situation inside a detention center operated by the "Security and Safety" authority, located near Badr Al Samaa Hospital in the Ruwi area, Muscat Governorate – Sultanate of Oman. This facility is designated solely for individuals in violation of residency and labor laws, and not for criminal offenders.
According to reliable information from eyewitnesses and families of the detainees, the conditions in this center represent a serious humanitarian crisis and a blatant violation of basic human rights and dignity. The situation is as follows:
Overcrowding: More than 2,000 individuals (men and women) of various nationalities are being held, including Syrian, Pakistani, Indian, and Bangladeshi nationals.
Legal status: The vast majority are detained solely for violating residency or labor laws, without trial and without access to legal representation, consular assistance, or communication with their families.
Prolonged detention: Some detainees have been held for over eight months without any deportation order or judicial process.
Living conditions:
Severe shortage of food and clean drinking water.
Extremely poor sanitary conditions, including a lack of water in the bathrooms, infestations of insects, and unbearable odors.
No ventilation, no access to outdoor spaces, and no sunlight for extended periods.
No clothing or personal hygiene supplies are provided.
Overcrowded rooms, with more than 200 individuals crammed into a single room.
These conditions clearly violate international norms and conventions that guarantee the rights of detainees, even in cases of immigration and labor law violations.
Therefore, we urgently demand the following actions:
1. Immediate and thorough investigation into the conditions of this detention center.
2. Grant diplomatic missions access to visit the detainees and assess their conditions.
3. Ensure humane and dignified treatment for all detainees in accordance with international law.
4. Expedite deportation procedures or legal settlement for those whose cases are already resolved.
5. Send a delegation from the United Nations or recognized human rights organizations to inspect and oversee the facility.
As I raise this appeal to you today, I place my trust in your humanitarian and diplomatic roles, confident that you will not turn a blind eye to the suffering of hundreds of innocent individuals detained in conditions unworthy of human dignity.
