When she convulsed and was unable to retain fluids, a nurse allegedly only said, "Drink some water."

On the morning of December 16, 2023, Raisbeck was found unconscious, with no pulse and blood pressure at a life-threatening level. Despite this, she was left alone in her cell for nearly an hour and continued to receive a seventh dose of the antibiotic. Medical staff then administered multiple doses of Narcan, even though there were no signs of opioid overdose.

Raisbeck was rushed to the hospital but died at 12:07 p.m. that same day. An autopsy revealed severe dehydration, shock, electrolyte imbalance, and no evidence of fentanyl overdose.

The incident is causing outrage, with the family alleging the prison medical system ignored a documented allergy, leading to a preventable death.

The suspect is Adrian Stallings, 27. According to surveillance video, Stallings entered the store to buy alcohol and heard someone laughing at him for not having enough money. He allegedly shouted, "What are you laughing at?" and threatened to fight.

When Washington intervened, Stallings pulled out a gun and shot him. According to the allegations, when Washington tried to crawl away and dropped his gun, Stallings picked it up and stood on top of him, firing several more shots while Washington was still moving. Between approximately 2 and 3 a.m., he took his daughter to the backyard and sat in a hot tub approximately 37 inches deep. While holding her, Hough stated that he fell asleep for about 20 minutes.

Upon waking, he noticed the child's head slumped down and her body limp—indicating she was unconscious. Hough ran inside to inform the mother but did not specify that the child had been in the hot tub. When paramedics arrived, the girl was reported foaming at the mouth and unresponsive.

Police said Hough could not offer a reasonable explanation for putting a child who could not swim into an outdoor hot tub in the early morning, in cold weather, while he was under the influence of alcohol and drugs.

The incident occurred while the family was staying at an Airbnb for a vacation.

Hough is currently charged with child manslaughter and child neglect resulting in serious injury, and is being held in Osceola County Jail without bail.
