Tighter Examination for Foreign Driver's License Conversion

On the 29th, the government decided to implement stricter examination procedures for the "Foreign Driver's License Conversion" system, which allows foreigners to convert their driver's licenses obtained abroad into those valid in Japan. The system will exempt tourists without resident registration from the system and begin operating on October 1st. The number of questions in the "Knowledge Test" will be increased fivefold from the current number to 50, with a requirement of at least 90% correct answers. A "Driving Skills Test" involving actual driving will also be added, aiming to promote widespread awareness of traffic rules.

Amid the government's efforts to expand the acceptance of foreign talent and the increase in inbound tourism, the number of foreigners obtaining licenses to drive in Japan, including through this system, is increasing. Currently, tourists who do not reside in Japan and temporarily stay in hotels, can use the system. However, starting in October, regardless of nationality, the system will require the submission of a copy of resident registration, and tourists will no longer be eligible.

The knowledge test currently supports approximately 20 foreign languages, and passing requires correct answers to at least seven out of ten true/false questions. The system was revised following criticism in the Diet and elsewhere that it was "too easy." The pass rate for the skills test, which involves driving on a course at the testing center, is around 30%, but additional check items will be added, such as when passing through crosswalks and railroad crossings.

Fiscal 2026 government bond expenses set to be highest ever
The Significance of Social Security

It was learned on the 22nd that the Ministry of Finance is planning to include approximately 30 trillion yen in national bond expenses, including redemption and interest payments on government bonds, in its FY2026 budget request. This is a response to the rising trend in long-term interest rates, and is expected to exceed the initial FY2025 budget of 28.2179 trillion yen, making it the largest ever. As national bond expenses continue to strain the national budget, there is a risk that cuts will be required in policy spending to support corporate growth and the lives of the people.

The budget requests submitted by each ministry and agency to the Ministry of Finance by the end of August are expected to include increases in social security expenses and other expenses. As national bond expenses increase, the total is likely to exceed the previous record of 117.6059 trillion yen set in FY2013.

Social security expenses in the government's general account have roughly tripled over the past 30 years.

Social security is an essential policy for the stability of people's lives, and its expenditures should be expanded, but how to balance this with fiscal constraints and accumulated debt is an issue that each and every citizen must consider. Furthermore, since approximately 60% of social security expenditures are allocated to the elderly, the future shape of the pension, medical care, and nursing care systems can be said to be the greatest focus of fiscal policy.

Next week will see another peak in heat, with temperatures reaching 40°C in the Kanto region.

Next week, temperatures will be mostly sunny from Kyushu to Kanto, but the scorching heat will continue. Maebashi City is expected to reach 40°C on Saturday the 23rd. Nagoya City will experience consecutive days of scorching heat (maximum temperatures over 35°C). Many days of scorching heat will also be seen in central Tokyo. The lingering heat is likely to continue into late August.

A Pacific high pressure system is expected to cover Western and Eastern Japan for the next week. Kyushu to Kanto will experience strong sunshine. However, there may be afternoon showers and thunderstorms. Please be aware of sudden changes in the weather when engaging in outdoor activities.

From Sunday the 24th onwards, Okinawa, Kyushu, and Kinki are expected to remain mostly sunny. Tokai will see many sunny days, but rain is expected on Wednesday the 27th. Clouds are likely to spread from Kanto to Hokkaido, resulting in many rainy days around Wednesday the 27th.

The lingering heat will continue, with maximum temperatures expected to be around 33°C in Fukuoka City and central Tokyo. Nagoya City is likely to experience many days of extreme heat (maximum temperatures of 35°C or higher). As the heat will linger, heatstroke prevention measures are still necessary even in late August. Please be careful.

Grave Visiting Service Proxy Services on the Rise

Some people are suffering from heatstroke and dying while visiting graves. On the 4th of this month, a man in his 60s collapsed at home after returning home from mowing the grass at a grave in Gosen City, Niigata Prefecture, and died of suspected heatstroke. Due to the extreme heat this year, more and more people are abandoning grave visits.

A cemetery on the mountainside in Hachioji City, Tokyo, is being meticulously cleaned by a grave visiting proxy service. The number of inquiries has increased 1.5 to 2 times compared to last year. The main reason is the heat. This year, the midsummer heat arrived early, causing unusually thick vegetation. This is hard work for the elderly.

The intense heat, so severe it can be physically damaging, is changing the nature of Japan's Obon celebrations.

Towards the abolition of the provisional gasoline tax rate

On the 1st, working-level discussions between six ruling and opposition parties, including the Liberal Democratic Party and the Constitutional Democratic Party of Japan, began toward the abolition of the provisional gasoline tax rate.

While an agreement was reached to abolish the tax by the end of the year, issues such as securing alternative revenue sources due to reduced tax revenue and resolving confusion at distribution sites are essential.

Gasoline is subject to a standard tax rate of 28.7 yen per liter, plus an additional 25.1 yen known as the provisional tax rate. A provisional tax rate is also imposed on diesel. If both were abolished, the national government and local governments are expected to lose approximately 1 trillion yen and 500 billion yen in annual tax revenue, respectively.

The ruling government and parties have stated that it would be difficult to secure new revenue sources of 1.5 trillion yen per year to abolish the provisional tax rate, but the subsidy policy launched in January 2022 has budgeted 8.1719 trillion yen over the past three years. This is nearly double the budget required to abolish the provisional tax rate, making the policy significantly less cost-effective than abolishing the provisional tax rate.

The subsidy policy should be ended when the provisional gasoline tax rate is abolished, and the budget used for the gasoline subsidy policy should be used as the source of funds for the abolition of the provisional gasoline tax rate. This is an opinion that is gaining support from experts.

Considering measures to prevent uncollected resident tax payments for people leaving Japan

On the 25th, it was learned that the Ministry of Internal Affairs and Communications is considering launching a survey on the collection of resident tax from foreigners who left Japan after working in Japan. Resident tax is paid periodically from June in an amount based on the income of the previous year, so if the person returns home without paying, it may not be collected. This is thought to be due to a lack of awareness of the system, and the Ministry of Internal Affairs and Communications will consider countermeasures based on the collection practice.

The fact that taxes are not collected from people leaving Japan was brought up in the last regular Diet session. The Ministry of Internal Affairs and Communications is currently conducting interviews with some local governments regarding the practical operation of the system, such as how collection information is managed, and will begin considering concrete investigations based on the results. The ministry hopes to identify issues and ensure steady tax revenue.

Resident tax is payable if the person has an address in Japan as of January 1st and has earned a certain amount of income in the previous year. The amount is determined by the income of the previous year, and municipalities begin collecting it from June.

The Ministry of Internal Affairs and Communications has been urging foreign workers and their employers to take advantage of "lump sum collection," in which the remaining balance is paid in one lump sum when the worker returns to their home country, and to appoint a "tax agent" to pay on their behalf.
