Tighter Examination for Foreign Driver's License Conversion
On the 29th, the government decided to implement stricter examination procedures for the "Foreign Driver's License Conversion" system, which allows foreigners to convert their driver's licenses obtained abroad into those valid in Japan. The system will exempt tourists without resident registration from the system and begin operating on October 1st. The number of questions in the "Knowledge Test" will be increased fivefold from the current number to 50, with a requirement of at least 90% correct answers. A "Driving Skills Test" involving actual driving will also be added, aiming to promote widespread awareness of traffic rules.
Amid the government's efforts to expand the acceptance of foreign talent and the increase in inbound tourism, the number of foreigners obtaining licenses to drive in Japan, including through this system, is increasing. Currently, tourists who do not reside in Japan and temporarily stay in hotels, can use the system. However, starting in October, regardless of nationality, the system will require the submission of a copy of resident registration, and tourists will no longer be eligible.
The knowledge test currently supports approximately 20 foreign languages, and passing requires correct answers to at least seven out of ten true/false questions. The system was revised following criticism in the Diet and elsewhere that it was "too easy." The pass rate for the skills test, which involves driving on a course at the testing center, is around 30%, but additional check items will be added, such as when passing through crosswalks and railroad crossings.
