For Foreign Tourists in Japan! Information on the NEW TAX-FREE SHOPPING SYSTEM (Refund Method)

Effective from November 1, 2026

For purchases made on or after November 1, 2026, the system will shift to the Refund Method, under which the amount equivalent to consumption tax will be refunded after a customs inspection at the airport or seaport confirms that the goods are being taken out of Japan.

Japan's tripled and new departure tax (the International Tourist Tax) officially begins on July 1, 2026.

The fee is increasing from ¥1,000 to ¥3,000 (roughly $20 USD) per person for anyone leaving the country by air or sea.

The departure tax applies to all travelers departing Japan, including both foreign tourists, residents and Japanese citizens.

🔸️How it is collected: You do not need to pay the fee separately or queue at the airport. The ¥3,000 tax is automatically added into the total price of your airline or ferry ticket upon purchase.

🔸️Exemptions: Children under the age of 2 and passengers transiting through Japan for 24 hours or less (without clearing immigration) are exempt from the fee.

🔸️Purpose: The increased revenue is specifically allocated by the government to combat "overtourism," improve local travel infrastructure, and help manage crowds at highly congested destinations.
