Context Behind Parliamentary Contributions
Parliamentary speaking frequency, also viewed as a measure of representation and law making, is often influenced by institutional roles. Committee chairpersons and leadership members typically receive more opportunities to speak because they table committee reports and respond to questions directed to their committees.
For instance, Hon. Musa Sirma serves as Chairperson of the National Government Constituencies Development Fund (NG-CDF) Committee, while Hon. William Kamket is the Vice Chairperson of the Constitutional Implementation Oversight Committee — roles that naturally increase participation during House proceedings.
Additionally, Members of the Senate generally record higher speaking opportunities compared to National Assembly MPs due to chamber size. The Senate has 59 members, allowing more debate time per senator, while the National Assembly comprises 369 members, making speaking slots comparatively more competitive.
The ranking therefore reflects not only individual activity but also institutional responsibilities within Parliament, offering insight into how leaders representing Baringo County engage in legislative work.
