The debate surrounding the proposed To***co Control (Amendment) Bill has reignited a long-standing dispute between Kenya's national government and county administrations over the mandate to issue business licenses
The tension stems from a proposed dual licensing system within the bill. This framework would require to***co and ni****ne retailers to secure separate, dedicated operating approvals from both county-level authorities and national regulators
County governments view business licensing as a strictly devolved function under the Kenyan Constitution. Conversely, the national government seeks centralized oversight to manage the public health risks and tax revenues tied to to***co products.
Industry manufacturers, retail groups, and organizations have raised concerns over key provisions in the proposed To***co Control (Amendment) Bill, 2024, warning that the legislation could increase compliance burdens, disrupt formal trade, and inadvertently accelerate illicit markets.

LLEARN (Local Leadership East African Return and Reintegration Network) today held a stakeholders' meeting at Cradle Akai Ecolodge Hotel in Kakuma. The forum brought together representatives from Kakuma and Kalobeyei Settlement for Participatory Forum Three.

The meeting focused on key issues affecting the community, including:
Housing, Health, and WASH (Water, Sanitation and Hygiene).
Mobility, Infrastructure, and Access to Systems and Services.
Education.

Participants discussed challenges and opportunities within these sectors and explored ways of strengthening collaboration among stakeholders to improve the well-being of both host and refugee communities in Kakuma and Kalobeyei.
