UPDATE: IEBC gazettes campaign financing rules, spending limits ahead of 2027 General Election.
The guidelines include:
Presidential Campaigns: Spending is strictly capped at KSh 4.44 billion.
Political Parties: Combined expenditure caps are set at KSh 17.7 billion.
Devolved Unit Seats (Governor, Senator, Woman Reps): Ceilings range between KSh 21.9 million and KSh 117.3 million.
Donor Classification: Donors are classified into structured financial groups: Gold (KSh 100,000 and above), Silver (KSh 20,000 to KSh 99,999), and Bronze (below KSh 20,000).
Strict Record Keeping: Candidates must personally acknowledge every donation via text, email, or letter and maintain clear logs of any contributors giving above KSh 20,000.
Dedicated Accounts: Campaigns are required to declare funding sources, open dedicated campaign financing bank accounts, and undergo thorough auditing by the commission.
Public Fundraising (Harambees): All cash and physical assets collected during community public collections, fundraising lunches, or dinners must be rigorously accounted for under Section 15 of the rules.
