However, residents of Mandera West — especially those in Takaba town — say the situation on the ground tells a different story. Roads in the area become impassable and flood during the rainy season. Similar complaints have also been raised from parts of Mandera North, mandera west and Banisa. MANDERA— Mandera Governor Mohamed Adan Khalif is facing serious allegations of funding a coordinated media campaign to promote his image and divert public attention from rising criticism over his leadership.

According to multiple reliable sources, the governor allegedly hired local media outlets and selected bloggers, each reportedly receiving KSh 100,000 to publish favorable content about his administration in the coming weeks.

The meetings to plan the alleged publicity campaign were said to have taken place on October 31, 2025, at the Works Buildings in Mandera town during morning hours. A follow-up meeting, which was scheduled for the evening at Garanada Hotel, was reportedly postponed due to low attendance.

Reports indicate that starting tonight, several county ministers are expected to appear live on Local Radio Stations and on various pages, in what critics describe as an orchestrated effort to distract the public from issues such as poor service delivery, hunger, and stalled county projects.

Mandera Residents Criticize Governor Mohamed Adan Khalif Over Poor Service Delivery

Mandera, Kenya – Growing discontent is mounting among residents of Mandera County, who accuse Governor Mohamed Adan Khalif of failing to deliver on his promises more than three years into his term.

Local resident and community activist Hassan Abdullahi has voiced strong criticism, saying the county government has achieved little beyond distributing small bursaries to students.

“For the past three years, Governor Khalif has done nothing tangible for the people of Mandera. Our roads in Mandera North, Lafey, and Mandera West are in terrible condition. Transportation has become a nightmare,” Hassan said.

According to him, the county’s media team recently toured various parts of Mandera to film and interview residents, allegedly to portray a false image of progress in roads, education, and other development sectors.

“They are trying to deceive the public with public relations stories, pretending there are major projects. But on the ground, there is nothing,” he added.

Hassan further alleged that Governor Khalif recently held a meeting with local media outlets in Mandera, directing them to air favorable stories about his administration. Each media house, he claimed, was promised KSh 100,000, with bloggers receiving the same amount, in an attempt to boost the governor’s image.

“The governor is spending millions of shillings on media to build his PR while Mandera remains underdeveloped. Businesses have collapsed, the roads are impassable, and even the Mandera County Referral Hospital lacks medicine,” Hassan lamented.

Residents have called for transparency, accountability, and immediate action to address the challenges facing the county — from infrastructure and healthcare to economic revival.

Governor Khalif’s administration has not yet responded publicly to the allegations.
