The Government has assured the Senate that reforms and recovery efforts in the SACCO sector are progressing as part of measures to strengthen governance, accountability, and member protection.
Appearing before the Senate Standing Committee on Trade, Industrialization and Tourism alongside Principal Secretary for Co-operatives Mr. Patrick Kilemi, Cabinet Secretary for Co-operatives and MSMEs Development Wycliffe Oparanya briefed senators on ongoing SACCO sector reforms, the status of Metropolitan National SACCO, and the recovery and stabilization process at KUSCCO.
The CS informed the Committee, chaired by Issa Boy Juma, that the Ministry is implementing legal, policy, and institutional reforms anchored on Sessional Paper No. 4 of 2020 on the National Co-operative Policy and the Co-operatives Bill, 2024.
The reforms are aimed at improving SACCO governance, strengthening the Sacco Societies Regulatory Authority (SASRA), enhancing member protection, and improving supervision within the sector.
The Ministry is also pursuing the establishment of key safeguards, including a SACCO Deposit Guarantee Fund, Central Liquidity Facility, Shared Services Platform, SACCO Stabilization Fund, and a digital co-operative registry.
On Metropolitan National SACCO, the Ministry said recovery efforts are ongoing through administrative, judicial, and investigative processes. Investigations by the Directorate of Criminal Investigations are continuing, while surcharges have been issued against affected parties and cases before the Co-operative Tribunal are being pursued.
Regarding KUSCCO, the Committee was informed that progress has been made in the recovery and stabilization programme following a forensic audit and reconstruction of accounts. Measures undertaken include governance reforms, verification of claims, cost rationalization, asset recovery, debt restructuring, legal action, and partial refunds to SACCOs and members.
The Government reiterated its commitment to ensuring accountability, recovering lost funds where possible, and protecting the SACCO movement from similar failures in the future.
