Kenya Land and Freedom Army-Maumau-CHINA'S COMMAND: THE MOUNT KENYA COMMITTEE
The supreme body governing both militant and passive wings in the Mount Kenya sphere is the "Mount Kenya Committee" which consists of 20 leading militant personalities drawn up on the following basis:

Note: The vacant "seats," three in the Embu and four in the Meru groups respectively, have never been filled as the two areas do not possess the required number of high-ranking and sufficiently trusted leaders of a calibre acceptable to the Mount Kenya Committee as a whole.

The Mount Kenya Committee is primarily a policy formulating body and is regarded as the "War Cabinet." It does not deal with detail. Its business usually consists of, for example, matters such as: recruitment, overall prosecution of the "war," etc."
This Committee has met on a number of occasions, the last two of which were the 26th November, 1953, and 28th December, 1953, at Barafu 25 and near the Karinga River in Location 7, Embu, respectively. In the case of the former, the venue was changed from Gachuero, where it was to have taken place on the 27th November 1953, to Barafu 25 on the 26th on account of security forces having found a summons on a courier. The Committee also acts as the "Supreme Court for Mount Kenya" and can deal with offenders, but cases are few as only high-ranking terrorists are "tried" on this level.
If half of the recognised representatives of the Mount Kenya Committee attend a meeting, the Committee is regarded as properly constituted and can proceed with its business. For obvious reasons, most meetings are attended by six to eight members only.
Decisions of the Mount Kenya Committee are executed by the attending members who, being commanders of various militant units, put the decisions into practise on their return to their respective commands, wherever they may be. In the case of absentees, the decisions are conveyed to them by couriers.
The Mount Kenya Committee will select a successor to General China.
It is likely to be one or other of the following:
a) General Tanganyika
b) General Mapiganyama
c) General Kaleba..
CHINA'S COMMAND: THE EXECUTIVE COMMITTEE
From representatives of the Mount Kenya Committee an Executive Committee is elected. The Executive Committee meets as and when it considers it necessary to do so and deals with the prosecution of the "war," within the general policy of the Mount Kenya Committee, but in far greater detail. It has authority to switch troops about, to direct supplies and to concern itself far more closely with terrorist activities as a whole.
Members of the Executive Committee:
The Executive Committee consists of the following eight leaders, all of whom are already members of the Mount Kenya Committee:

(3) General Ndaya
(4) General Kassam
(5) General Gachuma
(6) General Rui
(7) General Mapiganyama

The Executive Committee does not appear to meet more often than the Mount Kenya Committee, and, like the latter, its business can be transacted with only 50% of its members present. The difficulties in arranging a meeting are considerable and while it is intended that the Executive Committee should meet fortnightly, the fact that it cannot do so has caused its members, and Mau Mau militant commanders as a whole, to enjoy far greater latitude in their respective commands, Executive Committee rulings arriving both irregularly and infrequently. This committee seems to have become, therefore, more or less a "sounding box" for the Mount Kenya Committee, reviewing in greater detail what the latter has already reviewed. All Executive Committee meetings take place in forest areas, for some reason it being considered unlucky to meet in the reserves.
China's militant wing is composed of nine independent units:
(1) The Hika Hika battalion
(2) The 195 Tanganyika battalion
(3) The Ruheni battalion
(4) The Kaleba battalion
(5) The Embu battalion, Ndaya
(6) The Embu battalion, Kassam
(7) The Ruku battalion, Meru
