SSPDF orders Red Belt group to integrate into army.

South Sudan’s military chief has ordered an armed group in Jonglei State to integrate into the national army or face forcible disarmament, a move that observers warn could undermine the country’s fragile security.

Two orders, issued Sunday by Gen. Paul Nang Majok, target the Red Belt Movement in Bor County and armed youth in Warrap State. A third directive commands forces from the main opposition group, the Sudan People’s Liberation Army-In Opposition, to report to government army barracks as part of long-stalled security arrangements.

The ultimatums, delivered in a statement from military spokesperson Maj. Gen. L*l Ruai Koang, come as the implementation of the 2018 peace deal has largely stalled.

The military’s directives

The first order demands that the Red Belt Movement, which the state government recently designated a criminal organization in Bor County, join the South Sudan People’s Defence Forces (SSPDF) along with their weapons.

The military described it as a “golden opportunity and honor to serve.” Those who refuse “will face forcible disarmament at the earliest time possible,” the statement said.

The Red Belt Movement, whose members have recently been seen in green uniforms and carrying fi****ms in Bor town, has claimed it is a vigilante force protecting local communities from attacks by hostile neighbors.

The government says the group’s first known activity was an ambush on the national minister of wildlife in Jonglei in February.

The second order gives armed youth in Warrap State, President Kiir’s home state, 21 days to voluntarily surrender their weapons or face “a comprehensive forcible disarmament exercise.”

The third directive instructs SPLA-IO forces to report to the nearest SSPDF barracks to prepare for the next phase of the peace deal’s transitional security arrangements. The statement warned that non-compliant members would be “considered hostile forces.”

SPLA-IO and civil society react

The SPLA-IO, a key signatory to the 2018 agreement, rejected the order, arguing it violates the pact’s outlined procedures for the cantonment, training and unification of forces.

“This is a clear declaration that the 2018 peace deal is effectively null and void,” SPLA-IO Gen. John Sunday Martin told Radio Tamazuj. He accused the army chief of acting outside the peace framework and questioned why the army had previously attacked SPLA-IO sites.

Civil society leaders also expressed concern.

Bol Deng Bol, executive director of INTREPID South Sudan, said the approach of issuing threats, rather than pursuing dialogue, could backfire.

“This order is not a call for dialogue—it sounds like a threat, and may push these groups to isolate themselves further and potentially become more aggressive,” Bol told Radio Tamazuj.

He noted that many armed youth groups have emerged in parts of South Sudan in response to widespread insecurity and that forcible disarmament could leave communities vulnerable to attacks from neighboring regions.

A fragile peace under strain

The 2018 peace deal has been under severe strain. Its key provisions, including unifying rival forces into a single national army, have been repeatedly delayed.

In March, violence broke out between SSPDF and SPLA-IO forces following the arrest of SPLA-IO leader Riek Machar, who also serves as the country’s first vice president. The clashes led to SPLA-IO units being dislodged from several cantonment sites, further complicating the already faltering unification process.

1. DUOL Ruot sat for Sudan elementary National Certificate (P-8) and got a failed grade 139/500+

2. In secondary school he didn't have any credential record, he bought Sudan Secondary School Certificate and changed his name to Dollar Jacob Ruot, and no justified documents for changing his name from govt legal department. This on legal perspective is a fraudulent and needs authority attention.

3. With the fake name and forged school document he joined private University in Uganda and claimed to be awarded with a Bachelor degree of Art. This also must be scrutinized.

4. He again claims to have a master Degree from unknown institution.

5. Lastly, in all his academic studies he ain't even had colleagues. Where as even in cattle camps one never missed having a peer colleague.

6. Jacob Dollar Ruot has criminal record on financial fraud. He has stolen the money of Upper Youth Association worthy 25,000USD when he was the leader and caught by security in Upper Nile airport and subsequently arrested.

7. He has a record of thievery in Upper Nile State Legislative Assembly when he served as Speaker for eleven months.

In conclusion: like other dissenting voices across the country, I call upon appointing authority to revoke this fake dollar while bringing a trust worthy cadre. Upper Nile state is at war and needs a tough cookie not this half baked thief.

South Sudan threatens banks with crackdown over capital flight.

South Sudan’s government threatened a crackdown on commercial banks it accuses of facilitating illicit capital flight, using the launch of a new national payments system to issue a stark warning to the financial sector.

Cabinet Affairs Minister Martin Elia Lomuro said the real-time payment and settlement system, launched by the central bank on Friday, would be used to force compliance with the country’s financial laws. He alleged that vast sums of money are being illegally moved out of the world’s youngest nation, at times by plane, with the complicity of lenders.

“From today, with this system, we expect the banks to be fully compliant,” Lomuro said in a speech to bankers and officials in the capital, Juba. “The end for abusing the sovereignty of the Republic of South Sudan must be ended and with immediate measures taken.”

Minister Lomuro framed the new technology as a critical tool for achieving economic independence and transparency.

System Modernization

The Bank of South Sudan said the new platform, the country’s first real-time payment system, is intended to modernize the financial sector, improve the speed and security of interbank transfers, and enable 24/7 transactions nationwide.

Central Bank Governor Dr. Addis Ababa Othow said the system will help manage liquidity, support effective monetary policy, and protect the value of the South Sudanese pound.

“This system will enable real-time payments 24 hours a day, seven days a week,” Othow said during the launch. “It will promote financial inclusion, especially for the rural population that has been left behind.”

Minister’s Allegations

Lomuro, however, focused his address on alleged misconduct. He stated he has a “personal interest” in the new system because he feels “the private banks in our country are not being controlled.”

He accused commercial banks of denying mortgages and business loans to South Sudanese citizens while providing financing to foreigners. “I can point at buildings and hotels owned by foreigners giving loans through some commercial banks in this country,” he said. “This must come to an end, and immediately so.”

Lomuro also challenged the influence of financial leaders, suggesting some managing directors wield excessive power. “This is the only country where some MDs are so powerful that they are even accompanied by national security. They are guarded. This must come to an end,” he said. “We cannot be bullied by MDs and CEOs.”

He explicitly warned that he has the power to summon banking leaders to answer to the cabinet, stating, “I can trigger anything that will bring you to the cabinet and you’ll answer.”

Directive to Agencies, NGOs

The minister also issued a directive to the country’s economic security agencies, which he said were absent from the launch, ordering them to use the new system to control the movement of money. “They know money is being carried out of our country. They know it,” Lomuro said.

Furthermore, he called out international organizations and non-governmental groups operating in South Sudan, demanding they keep their funds in the country’s banks instead of neighboring Kenya or Uganda.

The central bank said the financial sector will continue to adopt new technologies and innovations in interbank settlement. Governor Othow described the launch as a demonstration of the bank’s monetary independence and commitment to stronger financial management.

South Sudan’s economy is heavily dependent on oil revenues and has been plagued by hyperinflation, conflict, and corruption. Confidence in the banking system is already low, with many businesses and wealthy individuals preferring to hold assets in U.S. dollars or in banks in neighboring Kenya and Uganda.

Prophet Makuach ends March on Malakal, chooses dialogue

A prominent spiritual leader in South Sudan’s Jonglei State has called off a planned military campaign and sent a delegation for talks with the government, a local official said, a move that appears to have averted a major clash in Upper Nile State.

Prophet Makuach Tut, a Nuer spiritual figure who commands the White Army militia in Ayod County, had been mobilizing forces throughout September. Local authorities and residents in Pigi County fled their homes, fearing an imminent attack aimed at crossing the Nile River to attack the strategic city of Malakal.

The offensive was intended to pressure the national government to release suspended First Vice President Riek Machar and other opposition figures, who have been detained in the capital, Juba, since March.

However, Ayod County Commissioner James Chuol Jiek told Radio Tamazuj on Sunday that Prophet Makuach had abandoned his military posture and agreed to dialogue with the state government. He pointed out that the spiritual leader has dispatched a delegation to hold talks with county authorities in Ayod.

“On 27 September, Makuach Tut returned to his residence in Pajiek Payam from Pigi where his forces were poised to attack Malakal,” Chuol said. “Makuach has accepted our appeal for dialogue, and his peace delegation is now with me in Ayod town.”

The commissioner praised the decision, saying it had saved thousands of lives.

“He realized that war comes with destruction and that there would be no safe place in Ayod in the aftermath of war,” Chuol said. “As a government, we are ready to dialogue.”

The White Army, a loose collection of Nuer youth militias, has been a powerful and often unpredictable force in South Sudan’s cycles of conflict. Makuach is aligned with the White Army.

Civil society groups welcomed the de-escalation.

Ter Manyang, executive director of the Center for Peace and Advocacy, described Makuach’s shift as a “peace gesture” and urged for genuine negotiations both sides.

“When Makuach started his campaign, our call was that there should be dialogue,” Manyang said. “We are happy that both sides have accepted dialogue, and it should be a genuine one.”

He also called for an end to inter-communal conflicts between Lou Nuer and Gawar Nuer youth, which he said were ignited by Makuach’s initial mobilization.

South Sudan, the world’s youngest nation, has been struggling to implement a fragile peace agreement signed in 2018 to end a five-year civil war that left nearly 400,000 people dead. The continued detention of key opposition leaders like Machar has been a major point of contention, threatening to derail the country’s shaky transition.
