Kwale MCAs plot to impeach Water Executive Committee Member

Kwale County Executive Committee Member in charge of water services Hemed Mwabudzo w is under siege after falling out with Members of the County Assembly.

The MCAs have vowed to impeach Mr Mwabudzo whom they are accusing of corruption and alleged diversion of development funds.

The CECM who is a close ally and relative to Governor Fatuma Achani, has had several altercations with the legislators and investigative agencies

An MCA privy to impeachment motion said that Mwabuzo together with finance department officials led by Bakari Hasan Sebe have colluded to deliberately divert money meant for projects.

"The money allocated to the water department has found its way in the pockets of individuals who supplied nothing at all yet access to water remains a big challenge here in Kwale," the MCA said.

The CECM and the finance officers are said to have held several meetings with Governor Achani whom the MCAs are accusing of protecting corrupt county officials.

At the same time, most of the contractors in Kwale remain unpaid while some are lamenting excessive extortion by Finance Officers.

More information relayed to our investigative desk reveals that the county recently hurried a payment workplan for a staff insurance company where kickbacks became the order of the day.

The MCAs have also threatened to impeach more CECMs to avert corruption with the county estimated to be losing over Sh 400million annually to corruption cartels.

This comes barely a day after the Controller of Budget Margret Nyakang’o accused MCAs of colluding with Governors to siphon county funds instead of playing their oversight of role.

Nyakang’o who spoke in Nairobi during the County Assembly's forum called on MCAs to focus fully on the oversight role.

" We know that MCAs are now colluding with Governors to compromise oversight and delay development"
