European football's governing body, UEFA, has issued a fierce rebuke against FIFA's plan to sell private investment stakes in a newly proposed World Cup commercial entity.

UEFA declared that football's core governance and flagship assets are "not FIFA's to sell".

⚽ What FIFA Proposed
FIFA President Gianni Infantino unveiled plans to establish FIFA Forward Enterprise (FFE), a commercial subsidiary valued at $20 billion:

Private Stake Sale: FIFA plans to sell up to a 20% minority, non-controlling stake in FFE to private investors to raise as much as $4.2 billion in capital.

Commercial Scope: FFE would consolidate FIFA’s commercial and operational rights for major tournaments, including broadcast, sponsorship, ticketing, and licensing.

Member Payouts: FIFA pledged to distribute one-off payouts of $20 million to each of its 211 member national associations from the proceeds.

Lead Financial Partners: Investment bank J.P. Morgan is advising FIFA, with private investment group Thrive Eternal (founded by Joshua Kushner) reportedly in talks to lead the investor group.

🛑 UEFA's Response
UEFA slammed the proposal, warning that it undermines the fundamental principles of football governance:

"The soul and governance of football are not assets to trade — especially with zero transparency as to who gains financially. None of us are the owners of football. It is not FIFA's to sell."

UEFA added that the move "crosses a line that football's governing institutions should never cross" and urged national associations, clubs, and supporters to oppose the privatized model.

📈 Next Steps & Approval Process
For FIFA's proposal to advance, it must be approved by:

The FIFA Council (37 members).

A majority vote among FIFA's 211 member national associations.

Because European associations hold substantial influence and voting power within international football, UEFA's outright opposition presents a significant obstacle to FIFA's commercial plans.
