If you notice black soot on your capsicum leaves like in this pic , it’s sooty mold, caused by honeydew secreted by whiteflies, aphids, or mealybugs. The mold blocks sunlight, reducing photosynthesis and stunting plant growth.

Spray the required pesticide or bring in natural predators like ladybugs.
