PM Marape: It’s Time to Reset, Deliver, and Build a Stronger Papua New Guinea. 🇵🇬

Port Moresby, Sunday, 5 October 2025 – Prime Minister Hon. James Marape has announced the National Executive Council’s (NEC) endorsement of Reset PNG@50, the country’s official reform blueprint to steer national policy, planning, and implementation over the next two decades.

Marking a defining moment in Papua New Guinea’s journey, Reset PNG@50 reflects on 50 years of independence while charting a bold course toward Vision 2050.

Developed through the 50-Year Review and extensive nationwide consultations, the roadmap was guided by a Steering Committee chaired by Charles Abel, with Arthur Somare as Deputy Chair, supported by a Technical Committee and development partners.

The review drew insights from the National Research Institute (NRI), Consultative Implementation and Monitoring Council (CIMC), United Nations Development Programme (UNDP), and Australian National University (ANU). Over 50 consultations in just two months captured the perspectives of leaders, churches, civil society, the private sector, and citizens from both rural and urban areas.

Prime Minister’s Message: A Time for Delivery

Reset@50 is not a new plan,” Prime Minister Marape emphasized. “Papua New Guinea has many excellent plans — what we have lacked is implementation. For 50 years, progress has been slow and uneven. Reset@50 ensures we deliver on our commitments and translate reforms into real outcomes for our people.”

Guiding Principles and ‘Big Bets’

1. Protecting the Constitution – Restore constitutional balance, strengthen parliamentary governance (including a bicameral Parliament and a two-term Prime Ministerial limit), safeguard the budget process, enforce financial discipline, and operationalise the Sovereign Wealth Fund.

2. Advancing Human Development – Guarantee universal access to family planning and maternal health services in partnership with churches and CSOs; expand electricity and internet access nationwide through reforms to PNG Power, liberalisation of telecommunications, and rural connectivity initiatives.

3. Evidence-Based Governance – Establish a Parliamentary Budget Office, strengthen oversight committees, and create a universal National Identity system integrated with service delivery.

4. Smart, Sustainable Growth – Drive private-sector-led, government-facilitated growth; reform State-Owned Enterprises (SOEs), modernise agriculture, accelerate investments, and release land for housing and agriculture through voluntary best-practice models.

5. Accountability and Delivery – Overhaul the bureaucracy through functional audits, payroll cleansing, and performance-linked pay; enhance service delivery via a Project Management Unit and the National Monitoring and Coordination Authority.

Quick Wins (Next Two Years)

Stabilise the national budget and close loopholes.

Improve frontline health and education services.

Eliminate ghost names from the government payroll.

Fast-track electricity and internet roll-out in rural areas.

Leadership and Delivery

To ensure effective implementation, the Government has established a Delivery Unit headed by Charles Abel, a respected statesman and former Deputy Prime Minister. The unit will work alongside the public service, private sector specialists, and development partners.

“Charles Abel has the track record and vision to guide Reset@50 from planning into action. His leadership will be crucial in turning our commitments into measurable outcomes,” Prime Minister Marape said.

All government agencies, including SOEs, are required to cooperate fully. Non-compliance will be treated as a dismissible offence. Lead agencies must provide quarterly reports to the NEC and biannual updates to the public. Reset@50 will also be tabled in Parliament and shared with development partners as PNG’s official reform framework.

A Call to All Papua New Guineans

Prime Minister Marape urged citizens to take ownership of the national reset:

“Government alone cannot deliver Reset@50. This is about our people holding leaders accountable. Demand results, question decisions, and participate actively. Only then will these reforms succeed.”

He continued:
“Nation-building is not the job of politicians and bureaucrats alone. If each of us contributes — in our villages, churches, schools, and workplaces — together we will transform Papua New Guinea.

This is our moment to unite and declare that the next 20 years will be different. B**g wantaim, raka hebou — together, with courage and conviction, we will reset our country and build the Papua New Guinea we have always dreamed of.”

Closing Remarks

“We are ready to reset. We are ready to deliver. We are ready to build a stronger Papua New Guinea,” Prime Minister Marape concluded.

Liberia Champions Feminist Diplomacy: Nation Validates Groundbreaking Gender-Responsive Foreign Policy Roadmap. 🇱🇷

Liberia has reaffirmed its leadership in advancing gender equality and inclusive governance with the official validation of its Gender-Responsive/Feminist Foreign Policy (GRFP/FFP) Roadmap and the Ministry of Foreign Affairs Gender Assessment. The milestone event took place on Friday, October 3, 2025, during a high-level workshop held at the Ministry of Foreign Affairs in Monrovia.

Delivering the keynote address, Cllr. Deweh E. Gray, Acting Minister of Foreign Affairs, highlighted Liberia’s pioneering role as the first African nation to chart a Gender-Responsive Foreign Policy—placing the country at the forefront of global efforts to embed gender equality and human rights into diplomacy.

“Liberia’s commitment is deeply rooted in our proud legacy of women-led peacebuilding, governance, and advocacy for inclusive development,” Cllr. Gray stated. She reaffirmed that following the government’s February 2024 decision, Liberia remains the first African country to formally commit to a Feminist Foreign Policy.

With Liberia’s recent election to the United Nations Security Council (UNSC) as a non-permanent member, Cllr. Gray emphasized that the country will use this platform to advocate for the empowerment of women and girls globally.

“Liberia is proud to be a pioneer in charting this course,” she declared. “Our commitment is clear: we will continue to lead with courage, championing the rights and empowerment of women and girls across our borders and beyond.”

For her part, Madam Comfort Lamptey, Country Representative of UN Women, lauded the achievement and pledged continued support. “UN Women is proud to work with the Ministry to make Liberia a model for Africa and the world in integrating gender equality and feminist principles into foreign policy,” she noted.

Liberia’s growing influence in feminist diplomacy is marked by several accomplishments, including:

Membership in the Global Feminist Foreign Policy+ Group, joining countries dedicated to embedding gender equality in international relations.

Extensive national consultations involving government agencies, civil society, youth groups, and international partners to shape an inclusive roadmap.

Active participation in the African Union High-Level Meeting on Feminist Foreign Policy, reinforcing Liberia’s leadership on the continent.

The GRFP/FFP Roadmap aims to institutionalize gender equality, women’s rights, peace and security, economic empowerment, and inclusive climate and resource governance throughout Liberia’s diplomatic and institutional frameworks. Complementing this, the Gender Assessment identifies structural gaps, opportunities, and reforms needed to strengthen gender mainstreaming within the Ministry of Foreign Affairs.

Together, these initiatives are set to transform Liberia’s foreign policy into a dynamic instrument for equity, justice, and inclusive development.

The validation workshop brought together a wide range of stakeholders, including representatives from key government ministries such as Gender, Finance, Justice, Education, and Internal Affairs, as well as the Women’s Legislative Caucus, civil society groups, youth networks, academia, media, and development partners, including various UN agencies and bilateral partners.

Their participation underscored the broad national and international support for Liberia’s bold vision—cementing the nation’s place as a continental trailblazer in feminist diplomacy and gender-responsive governance.

Egyptian Minister of Foreign Affairs Participates in a Panel Discussion at the French Institute of International Relations in Paris. 🇪🇬

Minister of Foreign Affairs, Emigration, and Egyptians Expatriates, Dr. Badr Abdelatty, participated on Thursday, October 2, in a panel discussion organized by the French Institute of International Relations (IFRI) in Paris, with the participation of the Ambassador of the Arab Republic of Egypt to France, Ambassador Alaa Youssef. The discussion addressed regional and international developments and their implications for global stability. It also touched on Egypt’s vision and guiding principles in relation to the rapidly evolving situations in the region.

Minister Abdelatty presented a comprehensive strategic vision outlining Egypt’s position on geopolitical dynamics in the region and related developments concerning regional and international security and stability. He emphasized the central importance of the Palestinian cause. He also reaffirmed Egypt’s longstanding principles in supporting the legitimate rights of the Palestinian people, foremost among them the establishment of their independent state on the 4 June 1967 lines with East Jerusalem as its capital. This represents the only basis for achieving a just and comprehensive peace in the region.

In this context, Minister Abdelatty reviewed Egypt’s intensive efforts to achieve a ceasefire, to put an end to the brutal Israeli aggression on the Gaza Strip, and to ensure the entry of humanitarian and medical aid into the Strip amid the worsening humanitarian catastrophe that has reached the level of famine. He further pointed out that Egypt welcomes US President Donald Trump's efforts to stop the war.

Minister Abdelatty outlined the necessity of a full Israeli withdrawal from the Gaza Strip and the unhindered entry of humanitarian aid. He rejected any attempts to annex the West Bank or displace Palestinians from their land. He also reiterated the call for the international community to shoulder its moral responsibility to exert pressure on Israel to ensure the unimpeded delivery of aid. Minister Abdelatty further briefed participants on the outcomes of the Arab Summit held last March in Cairo. It included the formation of a non-factional Palestinian administrative committee capable of managing the Gaza Strip on a temporary basis until the return of the Palestinian Authority. In this regard, Minister Abdelatty underlined Egypt’s commitment to training Palestinian security personnel to enable them to establish security control over the Gaza Strip, as part of Egypt’s support for the governance of the Strip.

Minister Abdelatty also addressed the situations in Sudan, Syria, Lebanon, and Libya. He reaffirmed Egypt’s continued efforts to support stability in Sudan, safeguard its security, sovereignty, unity, territorial integrity, and national institutions, and its active engagement in efforts. This support aimed to secure a ceasefire, achieve a humanitarian truce, and alleviate the suffering of the Sudanese people. He equally highlighted Egypt’s rejection of any measures undermining the security, safety, and stability of the Syrian people. In addition, Minister Abdelatty reiterated Egypt’s rejection of Israel’s repeated violations of Syrian sovereignty. He outlined the need to halt Israeli aggressions on Lebanon, respect its sovereignty, and ensure Israel’s withdrawal from the five occupied Lebanese points in accordance with international legitimacy. Minister Abdelatty also emphasized the need to advance the political process in Libya in a manner that preserves Libyan ownership of the solution, leads to the holding of simultaneous presidential and parliamentary elections at the earliest opportunity, and ensures the withdrawal of all foreign forces and mercenaries, thereby achieving stability.

On the Iranian nuclear file, Minister Abdelatty emphasized that Egyptian diplomatic efforts contributed to the agreement signed in Cairo between Iran and the International Atomic Energy Agency (IAEA) to resume technical cooperation between them. He underlined the importance of giving diplomacy the space to restore confidence and create an enabling environment for regional security and stability. He further noted that Egypt’s intensive efforts in recent months aimed to de-escalate tensions and pave the way for the resumption of negotiations between the two sides.

With regard to water security, Minister Abdelatty underlined the importance of cooperation in accordance with the principles of international law to safeguard the interests of all Nile Basin countries. He reiterated Egypt’s rejection of unilateral measures that contravene international law in the Eastern Nile Basin. He also stressed that Egypt will take all necessary measures, consistent with international law, to protect its water security.

Minister Abdelatty further reaffirmed Egypt’s full solidarity with Somalia and its continued support for efforts to achieve security and stability in the country. He noted the ongoing arrangements for the deployment of Egyptian forces within the framework of the African Union Support and Stabilization Mission in Somalia (AUSSOM), thereby contributing to the establishment of peace and stability in Somalia.

An interactive discussion followed, during which participants outlined the importance of adopting comprehensive and sustainable approaches to resolving crises, based on respect for international law, support for peaceful political solutions, strengthening the role of national institutions, and upholding the sovereignty of states. These approaches aimed to achieve security, stability, and development for the peoples of the region as a whole. The discussions also emphasized the significance of working with regional and international partners to establish stability in the Middle East and enhance multilateral cooperation to address shared challenges.

Diplomacy: A New Senegalese Ambassador Accredited to Togo. 🇹🇬

The President of the Republic, Jean-Lucien Kwassi Lanyo Savi de Tové, received on Thursday, October 2, 2025, the letters of credence from the new Ambassador of Senegal to Togo, Mamadou Moustapha Loum.

During this first audience, the Senegalese diplomat commended the excellence of the friendship and cooperation ties between Lomé and Dakar, affirming his commitment to further strengthen the bilateral partnership, particularly in the areas of economy, agriculture, trade, and culture.

“My mission is part of the continuity of bilateral relations. His Excellency President Bassirou Diomaye Diakhar Faye recently paid a friendship and working visit here. With the President of the Council, Faure Essozimna Gnassingbé, he agreed to strengthen the Dakar–Lomé axis. My work will follow this direction, with particular focus on economic aspects and the development of exchanges in agriculture, trade, and culture,” he stated.

Ambassador Loum also expressed Senegal’s determination to work alongside Togo in promoting sub-regional integration.

“Relations between Togo and Senegal have always been excellent. For both countries, sub-regional integration remains a priority. Given Togo’s key role in the region, we intend to increase high-level contacts through official visits,” he added.

Togo and Senegal have maintained historical ties since 1964, based on legal, diplomatic, commercial, and cultural cooperation agreements. Over the years, this partnership has been reinforced through high-level diplomatic consultations, reflecting the strength of their friendship and collaboration.

A trained lawyer and civil administrator, Mamadou Moustapha Loum brings nearly thirty years of experience in Senegal’s diplomatic service. Prior to his appointment in Togo, he served as Consul General in Madrid, Spain, and previously as Chargé d’affaires a.i. at the Senegalese Consulate in New York, First Secretary at the Senegalese Embassy in Kingston (Jamaica), and Second Counselor at the Embassy of Senegal in Washington, D.C.

The 2025 Vodafone Ratu Sukuna Bowl Challenge was officially launched today, Friday, 3 October, at the Fiji Police Force Nasova Ground in Suva. This year’s competition carries the theme “𝙐𝙣𝙞𝙩𝙚𝙙 𝙛𝙤𝙧 𝙑𝙞𝙘𝙩𝙤𝙧𝙮 – 𝙎𝙩𝙧𝙤𝙣𝙜𝙚𝙧 𝙏𝙤𝙜𝙚𝙩𝙝𝙚𝙧 𝘼𝙜𝙖𝙞𝙣𝙨𝙩 𝘿𝙧𝙪𝙜𝙨 𝙖𝙣𝙙 𝙃𝙄𝙑”, underscoring the event’s role as more than just a rugby contest.

Chief Guest, Mr. Nilesh Singh, Head of Recharge and Distribution Vodafone Fiji, highlighted that the tournament continues to stand as a national symbol of unity, drawing together families, friends, and communities from across the country.

“It is critical that we remember this is not just about the game. It is about how we fight united against drugs and HIV,” Mr. Singh said.

He further noted that the Ratu Sukuna Bowl trophy represents discipline, respectful rivalry, and the enduring legacy of champions whose success is built on dedication both on and off the field.

On behalf of the Commander of the Republic of Fiji Military Forces (RFMF), Colonel (Col) Viliame Draunibaka issued the first challenge to the defending champions, the Fiji Police Force. He reminded those present that the Ratu Sukuna Bowl is not a battlefield of war, but of unity — one that brings together soldiers and police officers in a shared stand against national challenges.

“Drugs and HIV are not just social issues, they are national challenges. Through this game, we show Fiji that we are not only defenders of our borders, but defenders of our future,” Col Draunibaka said.

He described the tournament as a mission to protect, uplift, and unite, while acknowledging the Police Force’s recent dominance, including three consecutive victories. Despite entering as underdogs, Col Draunibaka reaffirmed the RFMF’s determination, stressing that discipline, dedication, and unity would drive their campaign to reclaim the prestigious tanoa.

Accepting the challenge, Deputy Commissioner of Police Aporosa Lutunauga reflected on the joint operations between the two forces, noting their shared fight against drugs.

“We have a proven record that when we work together, we make a difference. As custodians of Fiji’s law and national security, it must start with us,” DCP Lutunauga said.

While acknowledging the underdog tag often carried by RFMF, he was firm about their intent to defend the title.

“To say that we are not aiming to retain the tanoa would be a lie. The tanoa will remain here in Nasova,” he said.

DCP Lutunauga concluded by reaffirming the true spirit of the event. “The rivalry is fierce, but the purpose is greater. Together, we will show Fiji that unity in sport strengthens our unity in the fight against drugs and HIV.”

This Year’s 2025 Vodafone Ratu Sukuna Bowl Challenge promises not only a fierce contest on the field but also a united stand against drugs and HIV, bringing communities together in a cause greater than the game itself.
