Statement on Protest Against the 4th Incidence of the Use of Anti-Personnel Mines by the Ministry of foreign affair of the Kingdom of Thailand. ๐Ÿ‡น๐Ÿ‡ญ

1. On 12 August 2025, in Chong Chub Ta Mok area in Surin Province, seven soldiers from Thailandโ€™s 2610th Paramilitary Company were conducting a routine patrol, but then came upon and stepped on yet another landmine. The Royal Thai Government condemns in the strongest terms the use of anti-personnel mines. Such action is yet another repetition of Cambodiaโ€™s insincere conduct, and an outright breach of international law, including the principles that are fundamental to the United Nations Charter, as well as a clear violation of the obligations under the Anti โ€“ Personnel Mine Ban Convention (Ottawa Convention) and international humanitarian law.

2. This incident when taken together with the previous landmine incident on 9 August 2025 reflects Cambodiaโ€™s lack of good faith and contravenes the ceasefire agreement finalized by both sides at the Thailand-Cambodia Extraordinary General Border Committee (GBC) Meeting, held on 7 August 2025 in Kuala Lumpur. Thailand therefore must again call on Cambodia to immediately cease these gross violations of the Ottawa Convention.

3. Thailand is lodging further protests with Cambodia, the President of the Ottawa Convention and the Secretary-General of the United Nations. Thailand is also calling upon the international community, including donor countries and international organizations who provide assistance to Cambodia in mine clearance and mine action efforts, to reconsider their support in light of these repetitive incidents. Thailand will also consider taking other measures of protest as deemed appropriate.

4. Thailand reaffirms its commitment to fully implement the Ottawa Convention and expresses its deep disappointment that Cambodia - having experienced the horrors of genocide and having previously committed itself to mine clearance in compliance with the Convention - has reverted to the inhumane use of such weapons against fellow human beings. Thailand calls on the ASEAN community, a rules-based organization, to urge Cambodia to strictly abide by international law. Furthermore, Thailand requests that the Interim Observer Team, established pursuant to the decision of the aforementioned GBC Meeting, give due consideration to this matter during its future field visits. This is crucial to ensuring the safety of the border area for innocent civilians of both countries.

The Reciprocal Access Agreement (RAA) between the Republic of the Philippines and Japan is set to officially enter into force on September 11, 2025, following the ceremonial exchange of notes between the Department of Foreign Affairs (DFA) and the Embassy of Japan in the Philippines, held on Tuesday, August 12.

The formal exchange of notes was conducted by Secretary of Foreign Affairs Maria Theresa Lazaro and Ambassador of Japan to the Philippines Endo Kazuya, and witnessed by Secretary of National Defense Gilberto C. Teodoro, Jr. This marks a significant milestone in the evolving strategic partnership between the two nations.

"The entry into force of the RAA is a logical and necessary step forward in the long and meaningful history of Philippine-Japan relations," said Secretary Teodoro. "It reflects our strong people-to-people ties, shared democratic values, and a common purpose grounded in peace, security, and mutual respect."

Secretary Teodoro also acknowledged the leadership of President Ferdinand R. Marcos, Jr. and Prime Minister Shigeru Ishiba for laying the groundwork for stronger collaboration between the two countries. He emphasized that the agreement reinforces both nationsโ€™ commitment to peace and stability in the Indo-Pacific region and beyond.

"It also serves as a deterrent to those who do not share our values," he added. "It strengthens resilience โ€” not only through defense cooperation, but also in areas such as industrial partnerships, infrastructure development, technology sharing, and knowledge exchange."

The RAA will significantly deepen bilateral defense and security cooperation, allowing the Armed Forces of the Philippines (AFP) and Japan Self-Defense Forces (JSDF) to conduct joint training exercises, share best practices, and enhance interoperability.

"Ultimately, this agreement ensures that our most potent instruments of national power โ€” our armed forces โ€” can operate together, not to disrupt the rules-based international order, but to uphold and preserve it against unilateral attempts to reshape it for narrow interests," Secretary Teodoro said.

POLICE NET MAJOR CANNABIS HAUL IN CHANGAMWE. ๐Ÿ‡ฐ๐Ÿ‡ช

Police in Mombasa, Kenya have intercepted a major narcotics consignment in a decisive, intelligence-led operation.

On 11 August 2025, officers from Changamwe Police Station, acting on credible intelligence, mounted an undercover ambush targeting a Buscar Bus Ltd vehicle suspected of transporting contraband.

The bus was intercepted at Changamwe Roundabout, where it offloaded a suspicious bale disguised as mitumba (second-hand clothes). Moments later, a suspect on a motorcycle arrived to collect the package. Officers moved in swiftly, arresting him as he attempted to load it.

A thorough search revealed the luggage to be a 90kg sack packed with rolls of cannabis sativa (bhang), concealed in a black polythene bag and wrapped in clothing to mask its contents.

The suspect is currently in police custody, pending processing and arraignment.

The National Police Service reiterates its commitment to dismantling the networks behind the trafficking of illicit brews, hard drugs, and illegal substances across the country.

Cook Islands advocate for mainstreaming of SIS priorities within Pacific Regional Architecture. ๐Ÿ‡จ๐Ÿ‡ฐ

The Cook Islands joined fellow members of the Pacific Islands Forum Smaller Island States (SIS) group at the SIS Officials Meeting held at the Forum Secretariat in Suva, Fiji on 8 August.

The meeting, chaired by Federated States of Micronesia Ambassador Carson Sigrah and supported by Forum Deputy Secretary General Esala Nayasi, marked the start of a week of key Forum governing council meetings leading into the Forum Leaders Meeting to convene in Honiara next month.

In their discussions, SIS officials agreed four prioritized actions for SIS advocacy, regional support and resources mobilisation. These were securing reliable and affordable air and sea transport; advancing fisheries development; strengthening regional procurement and health workforce mechanisms; and improving access to climate finance.

Cook Islands Head of delegation Foreign Secretary Tepaeru Herrmann said โ€œIn reflecting on our 60 years of self-government journey, weโ€™re reminded of the resilience, innovation and determination of SIS members in delivering people centered development that is environmentally sound and enriched by cultural identity and social cohesion,โ€ said Secretary Herrmann. โ€œThat being said โ€“ our geographic isolation, economic and climatic vulnerabilities require innovative and tailored development approaches with dedicated financing which we look to the regional architecture to support. The Review of the Regional Architecture must mainstream recognition of the SIS within the regional system, including through regional ministerial meetings to ensure regional organisations (CROP) support - technical and financial โ€“ deliver tangible national level outcomes for SIS.โ€

The outcome of the SIS officials meeting will be considered by this weekโ€™s Forum Officials Committee meeting which will be attended by all 18 members of the Forum and CROP agencies. The SIS outcomes will be considered by SIS Leaders when they meet in Honiara next month. Members of the SIS include the Cook Islands, the Federated States of Micronesia, Kiribati, Nauru, the Marshall Islands, Niue and Tuvalu.

Executive Council has approved a Pollution Prevention and Waste Management Strategy for the Falkland Islands. ๐Ÿ‡ซ๐Ÿ‡ฐ

11 August 2025

The strategy aims to provide a clear plan to address the long-term reduction and prevention of pollution and control of waste in the Falklands, in a way that suits the unique context of the Islands. The strategy focuses on developing clear environmental standards, establishing a comprehensive regulatory framework, strengthening monitoring and data systems, promoting public awareness, and supporting infrastructure improvements.

The steps taken in the strategy are designed to minimise the environmental and public health impacts of current and future activities, while also addressing emerging risks such as hazardous materials and plastic waste. By improving coordination across sectors and integrating best practices into everyday operations, the strategy provides a practical and forward-looking approach to ensuring cleaner, safer, and more sustainable outcomes for the Islands.

The strategy identified key actions that are required to effectively manage pollution and waste in the Falkland Islands. One of these will be the development of detailed policy to enable the development of Pollution Prevention and Waste Management legislation.

The development of the strategy has been informed by extensive public consultation which highlighted strong support for the strategy, especially for managing land and freshwater pollution.

Portfolio Holder for Environment and Public Infrastructure, MLA Peter Biggs said: โ€œThe Falkland Islands needs to improve how we manage pollution and waste and this is an important step in better protecting our air, land and water. The strategy aims to promote sustainable development and to safeguard human and environmental health from the adverse effects of pollution and waste. The approval of the strategy is an important step in achieving these objectives and I would like to thank everyone who contributed to the consultation processโ€.

A raccoon โ€” trapped, terrified, and burned alive โ€” suffered beyond comprehension. The sentence? Just six months in jail. ๐Ÿ‡ฌ๐Ÿ‡ง

This was no accident. Andrew Chieu intentionally torched a defenseless animal because โ€œthere were too many animals in his garden.โ€ The raccoon endured excruciating burns to more than 60% of her body, fought through multiple surgeries, and still died. These werenโ€™t injuriesโ€”they were torture.

In Defence of Animals supporters sent over 12,000 signatures demanding full punishmentโ€”yet the sentence remains a fraction of what the law allows.

This cruelty should not have been met with a slap on the wrist. We must continue demanding harsher penalties for animal torture, and show the public someone is watching.
