The National Treasury has approved a phased plan to clear the Sh7.76 billion owed to university staff under the 2017–21 Collective Bargaining Agreements (CBAs), signaling a possible end to months of industrial unrest in public universities.

In a letter to Higher Education PS Beatrice Inyangala, Treasury CS John Mbadi confirmed that the ministry’s proposal to pay the arrears in three instalments across three financial years had been accepted.

Mbadi noted that the decision was guided by the Salaries and Remuneration Commission (SRC) and came after persistent pressure from university unions demanding full CBA implementation.

Lecturers had raised concerns over delayed payments and financial strain among staff.

Under the new plan, the government will disburse Sh2.16 billion in 2025–26, Sh2.80 billion in 2026–27, and another Sh2.80 billion in 2027–28.

Medical Services Principal Secretary Dr. Ouma Oluga has urged the Catholic Church to leverage its strong national influence to encourage Kenyans to contribute to the Social Health Insurance Fund (SHIF) under the Social Health Authority (SHA). He emphasized that the success of the new healthcare system relies heavily on public participation.

Speaking on Friday during the graduation ceremony at Sister Leonella Consolata Medical College in Nyeri, Dr. Oluga highlighted the Church’s longstanding role as a crucial partner in providing key services such as healthcare and education. He noted that its moral authority and extensive reach make it well-positioned to advance the discussion on universal health coverage.

“The Catholic Church has always been a driving force for change in this country — not only in governance but in transforming people’s lives,” the PS remarked.

Detectives are probing the killing of a 52-year-old woman whose body was found outside her home in Kimangu village, Rongai, Nakuru County. Police identified the victim as Joyce Waithera, whose body was discovered on October 27. A domestic worker who lived with Waithera and her son is reportedly missing.

According to police, Waithera’s son — a local teacher — said he left for work in the morning and was unable to reach his mother by phone later in the day. When he returned home around 6 p.m., he noticed the house was unusually quiet and lacked the usual kitchen activity.

As he approached to store his bag, he saw a body covered with a pink sheet and soon realized it was his mother. She had visible bleeding from her mouth, nose, and ears.

Her younger sister, who had just come home from school, was inside and unaware of what had happened, continuing her chores until informed of the tragedy.

Police officers who arrived at the scene reported injuries to the back of Waithera’s head. The body was moved to the mortuary for a post-mortem examination, as investigators work to determine the motive behind the killing.
