Cambodian Prime Minister Condemns Thai Military’s Use of Force Against Civilians, Calls for Independent Investigation

Phnom Penh, 12 November 2025 β€” Samdech Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, has issued a strong condemnation following a violent incident in which Thai soldiers reportedly opened fire on Cambodian civilians in Prey Chan village, Ou Bey Choan commune, Ou Chrov district, Banteay Meanchey province, on the evening of 12 November 2025, leaving one civilian dead and three others injured.

In his statement on his official page, the Prime Minister described the act as a grave violation of humanitarian principles and a breach of prior mutual understanding between the two nations to address border matters through peaceful means. He recalled that both sides had agreed to allow the Joint Boundary Commission (JBC) to conduct joint surveys and install temporary boundary markers, while preserving the status quo until the demarcation process is completed and formally approved.

Samdech Thipadei urged Thailand to immediately halt all use of force against Cambodian civilians and to refrain from employing military action in handling bilateral border issues.

He further called for an independent investigation into the incident, urging the participation of qualified international experts to uncover the truth and deliver justice for the victims.

The Prime Minister also instructed local authorities and competent security forces to take urgent measures to protect Cambodian civilians, emphasizing that their safety and lives must be given the highest priority.

Reaffirming Cambodia’s unwavering commitment to peace, Samdech Thipadei reiterated that the Kingdom remains steadfast in resolving all issues through peaceful dialogue, consistent with the spirit of the Kuala Lumpur Joint Declaration signed on 26 October 2025, with the goal of achieving a lasting resolution and strengthening peace and stability between Cambodia and Thailand.
