* This is a core condition of F-16 sales. The United States wants to ensure that its weapons are not used to escalate conflicts or conduct aggressive actions against other nations. Obtaining U.S. approval before undertaking large-scale military actions with F-16s is of paramount importance.
* Using them (F-16s) in unapproved aggression can lead to the United States cutting off spare parts, maintenance support, and future arms sales.
* This is a severe punitive measure that the United States can implement. If a country uses F-16s contrary to the conditions or for unauthorized aggressive purposes, it risks having its supply of spare parts cut off (rendering the aircraft inoperable), maintenance support withdrawn (leading to aircraft damage), and potentially being prohibited from purchasing other weapons from the U.S. in the future.

I hope the world will hear this small voice — a voice filled with pain from Cambodia, a country that is currently being violated by Thailand and falsely portrayed as the one who started the war.
1. Thailand has told the world that Cambodia was the one who initiated the armed conflict, while in reality, it was Thailand that started it. Not only that, Thailand has also smeared Cambodia’s image both within its own country and on the international stage. This is a deeply unjust act that has caused immense pain to the Cambodian people, who have been not only violated but also vilified — just because Thailand is a bigger, wealthier, and more powerful country on the global stage. But we believe that truth does not belong to wealth and power — it belongs to honesty. When judging a person’s character, one does not look at words, but at actions. The same goes for countries.

Thailand tells the world that it is a peaceful nation. But let’s look at Thailand’s actions:
1. Thailand entered and shot and killed a Cambodian soldier.
2. Cambodia invited Thailand to settle the matter at the International Court of Justice (ICJ), but Thailand refused.
3. Thailand unilaterally closed the border.
4. Thailand threatened to cut off electricity and internet currently supplied to Cambodia.
5. Just a few days ago, a Thai citizen assaulted a Cambodian security officer and fled.
6. Before the attacks began, Thailand expelled the Cambodian ambassador and called its own ambassador back.

I want to ask — what kind of actions are these? Are these the actions of a peaceful nation or a good one? Cambodia is an old country that has been through much hardship and oppression. All we want is peace. We are a small country with a small population — how could we possibly dare to invade Thailand, a much larger and more populous country?

Statement by the Spokesperson of the Ministry of National Defense of the Kingdom of Cambodia
Phnom Penh, July 24, 2025

Her Excellency General Mali Socheata, Secretary of State and Spokesperson of the Ministry of National Defense of the Kingdom of Cambodia, issued a firm and unequivocal condemnation of the violent, aggressive, and brutal military actions by the Kingdom of Thailand against Cambodia’s sovereignty and territorial integrity on the morning of July 24, 2025.

The Ministry of National Defense of the Kingdom of Cambodia strongly condemns the Thai military’s blatant violation of Cambodia’s sovereignty and territorial integrity. On the morning of July 24, 2025, at approximately 6:30 AM, Thai forces began violating mutually agreed-upon arrangements by advancing on the Ta Moan Thom Temple, infiltrating the surrounding areas.

At 7:04 AM, Thai forces deployed a drone for two minutes. At 8:30 AM, they began firing upon Cambodian positions, and by 8:46 AM, Thai invading forces launched the first attack on Cambodian troops stationed at Ta Moan Thom Temple. This was followed by further attacks on Ta Krabey Temple, Phnom Khmao area, and expanded to the Triangular Zone.

Furthermore, Thai forces dropped two bombs using fighter aircraft on the road leading to Wat Kaew Sikka Kiri Svarak, where Cambodian troops were stationed to defend national territorial integrity in Oddar Meanchey and Preah Vihear provinces.

At 8:47 AM, Cambodia’s armed forces had no choice but to exercise their legal right to self-defense within their sovereign territory, responding to Thailand’s act of invasion.

Thailand’s use of all types of heavy weaponry and deployment of excessive military forces to seize Cambodian land is a clear and serious violation of the United Nations Charter, ASEAN Charter, and fundamental principles of international law. Such irresponsible and illegal actions pose a grave threat not only to peace and stability in the region but also to the foundation of the international rules-based order.

Cambodia calls on the international community to unequivocally and firmly condemn Thailand’s illegal actions and hold the Thai side fully accountable for its aggressive violations. Cambodia also urges Thailand to immediately cease all hostilities, withdraw its forces back to its side of the border, and refrain from any further provocations that could escalate tensions.

While Cambodia remains committed to resolving disputes through peaceful means, legal mechanisms, and diplomatic efforts, the Ministry of National Defense affirms the full readiness of the Royal Cambodian Armed Forces to defend the sovereignty and the people of the Kingdom of Cambodia at any cost.

In accordance with Article 51 of the United Nations Charter, Cambodia reserves its legitimate right to self-defense and will respond firmly to any further aggressive actions by Thailand.

The Kingdom of Cambodia reaffirms its commitment to peace. However, we also reaffirm our sovereign right, as guaranteed under international law, to defend our territorial integrity and our people—regardless of the cost. Cambodia will not yield to pressure, coercion, or threats in any form.

The Royal Government, armed forces, and people of Cambodia stand united as one in defending our land, dignity, and sovereignty without retreat—at any cost.

The Ministry of National Defense urgently appeals to all journalists and social media users not to share any unverified information, images, or videos—especially content revealing troop positions, military installations, troop movements, or weaponry of any kind.

By the Spokesperson of the Ministry of National Defense of the Kingdom of Cambodia
Phnom Penh, July 24, 2025 – Her Excellency LTG Maly Socheata, Under Secretary of State and Spokesperson of the Ministry of National Defense of the Kingdom of Cambodia, issued a strong and unequivocal condemnation of the brutal, barbaric, and violent military aggression committed by the Kingdom of Thailand against Cambodia’s sovereignty and territorial integrity on the morning of July 24, 2025.
The Ministry of National Defense of the Kingdom of Cambodia categorically denounces the aggressive and violent military incursion by Thailand into Cambodia’s territory. At approximately 6:30 AM on July 24, 2025, Thai forces began violating the mutually agreed arrangements by ascending to the Ta Moan Thom Temple and deploying barbed wire at the base of the temple.
At 7:04 AM, Thai forces launched a drone for two minutes. Then, at 8:30 AM, they opened fire, and by 8:46 AM, Thai invading forces had initiated an armed assault on Cambodian troops stationed at Ta Moan Thom Temple. The attack then expanded to Ta Krabey Temple, Phnom Khmao (Black Mountain), and later to the Moum Bei area. At 10:40 AM, F-16 fighter jet dropped 02 bombs near the road leading to Wat Kaew Seekha Kiri Svarak Pagoda. All of these areas are within Cambodian territory, specifically in Oddar Meanchey and Preah Vihear provinces, and are actively protected by Cambodian forces.
At 8:47 AM, with no other choice, Cambodia’s armed forces exercised their lawful right to self-defense to protect the sovereignty and territorial integrity of the kingdom against Thailand’s blatant aggression.
Thailand’s deployment of heavy weaponry of all types and its overwhelming troop mobilization to forcibly seize Cambodian land constitute a clear and serious violation of the United Nations Charter, the ASEAN Charter, and fundamental principles of international law. These unlawful and irresponsible actions pose an extreme danger not only to regional peace and stability but also to the foundations of the international rules-based order.
Cambodia calls upon the international community to urgently and firmly condemn Thailand’s illegal aggression and hold Thailand fully accountable for its egregious violations. Cambodia urges Thailand to immediately cease all acts of hostility, withdraw its forces back to its own territory, and refrain from any further aggressive actions that could escalate tensions.
While Cambodia remains committed to resolving disputes through peaceful, legal, and diplomatic means, the Ministry of National Defense affirms that the Royal Cambodian Armed Forces are fully prepared to defend the kingdom’s sovereignty and its people—whatever the cost. In accordance with Article 51 of the United Nations Charter, Cambodia reserves the right to lawful self-defense and will respond decisively to Thailand’s violent aggression.
The Kingdom of Cambodia reaffirms its commitment to peace. However, we also reiterate our sovereign right under international law to protect our territorial integrity and our people—regardless of the cost. Cambodia will not bow to coercion, pressure, or intimidation in any form.
The Royal Government, the armed forces, and the Cambodian people stand united in unwavering defense of our land, our dignity, and our sovereignty—at all cost.
The Ministry of National Defense also appeals to all members of the press and social media users to refrain from sharing any unverified information, images, or videos—especially content related to military operations, locations, or movements of troops and equipment of any kind.
