BREAKING: Phumtham orders Cabinet to draft a criminal and civil lawsuit against Cambodia at the international level after they started firing, hoping to bring the perpetrators to justice and claim damages.

On August 5, 2025, at Government House, Mr. Jirayu Huangsap, Spokesperson for the Prime Minister's Office, revealed that following the cabinet meeting, the cabinet had received the following orders from Mr. Phumtham Wechayachai, the Acting Prime Minister:

Regarding legal action: In response to Cambodia's use of military force and weaponry to encroach on Thailand's sovereignty, which resulted in significant loss of life and property for citizens, military personnel, and government agencies, the relevant departments are instructed to take legal action. This includes both criminal and civil cases, domestically and internationally, as well as other relevant laws.

The National Security Council (NSC) is assigned as the primary agency to hold meetings with affected agencies, such as the Royal Thai Army, the Ministry of Interior, the Ministry of Public Health, and others. The Secretary-General of the Council of State should be invited to join these meetings to provide legal advice on prosecuting those who ordered and were involved in these actions as quickly as possible. The goal is to bring the perpetrators to justice, claim damages resulting from their actions, and inform affected citizens of their right to file criminal charges and seek compensation from those who gave the orders.

Thai-Cambodian border situation: Although a ceasefire is in place and a GBC meeting is currently being held in Kuala Lumpur from August 4-7, several agencies still have domestic missions to complete. This includes the urgent task of clearing unexploded ordnance fired by the Cambodian army that remains in civilian communities and areas. Security agencies are asked to proceed with caution and prioritize the safety of both officials and the public.

Additionally, there has been an unusual increase in drones flying into the country and violating the prohibitions announced by officials. The Civil Aviation Authority and the Ministry of Transport, in coordination with security agencies, are to establish a system for citizens to report such incidents and to investigate the facts. If illegal actions are found, they are to enforce the law against the perpetrators immediately. The Ministry of Interior's administration department is also instructed to quickly assess the situation with the government's Command Center and the armed forces to provide accurate information, allowing people to return to their homes safely.

Preventing and addressing the spread of fake news: The volume of fake news has increased recently and has had a more severe impact, especially when spread through social media during sensitive situations. The public's need for information is high, particularly during the clashes on the Thai-Cambodian border, where Thailand is facing an online attack from the opposing side's fake news, which attempts to distort the truth and create division within Thai society.
All agencies are asked to help campaign for citizens to consume news cautiously and to verify information before sharing it.

Government agencies, especially security-related ones, must have designated personnel monitoring news around the clock so that when fake news is found, it can be corrected, clarified, and countered in a timely manner.

Furthermore, the Ministry of Digital Economy and Society (DES) is requested to coordinate with relevant agencies to appoint a committee to monitor and analyze online social media news. They are to track fake news spread both domestically and internationally to correct misunderstandings quickly and coordinate with the Royal Thai Police to take legal action where necessary.

Mr. Jirayu further stated that the meeting informed the regular cabinet meeting today that the extraordinary cabinet meeting held last Friday, August 1, addressed two urgent matters: 1. The draft joint statement on the reciprocal trade framework between the U.S. and Thailand. 2. Aid and compensation for citizens and government officials who died in the clashes between Thailand and Cambodia. Relevant ministers were invited to this meeting in accordance with Section 8 of the Royal Decree on the Submission of Matters and Cabinet Meetings. According to procedure, the resolutions of both matters must be reported to the cabinet for further legal action.
