Ministry of National Defense of the Kingdom of Cambodia Phnom Penh, 3 August 2025

The Spokesperson of the Ministry of National Defense of the Kingdom of Cambodia would like to inform the general public and the international community that, according to received information at 10:49 a.m. on 3 August 2025, the Thai military, in cooperation with Thai authorities, has instructed its remaining civilians in the border area of Surin Province to evacuate by tonight.

The same sources also confirmed that the Thai military plans to launch attacks along the border starting from the Tamone Thom Temple, Ta Krabey Temple, Preah Vihear Temple, up to the Anseh area. These attacks are expected to commence soon, prior to the scheduled meeting of the Extraordinary Meeting of the General Border Committee (GBC) on 7 August 2025 in Kuala Lumpur, Malaysia.

This planned offensive constitutes a violation of the territorial sovereignty of Cambodia before the GBC meeting, and it is a serious breach of the ceasefire agreement mutually agreed upon by both countries on 28 July 2025 in Kuala Lumpur, with Malaysia, the United States, and China as witnesses.

Cambodia appeals to the international community to help prevent this at all costs and urges the Thai side to immediately stop its planned aggression, if this information is true, and to respect the ceasefire agreement fully for the sake of peace and stability along the border areas of both countries and the entire region.

On the night of Saturday, 26 July 2025, I had a phone discussion with Honorable Donald Trump, President of the United States, regarding the armed clashes along the Cambodia-Thailand border.

During the conversation, the President of the United States expressed his desire not to see war or fighting that would lead to many deaths and injuries on both sides, including soldiers and civilians. For this reason, he has always strived to mediate and successfully ended conflicts in many countries around the world.

Regarding the fighting between the Cambodian and Thai armed forces, Honorable President Donald Trump also wished to see an immediate ceasefire and peace between the two countries.

In response, I made it clear to Honorable President Donald Trump that Cambodia agreed with the proposal for an immediate and unconditional ceasefire between the two armed forces. In fact, I had previously expressed this position to His Excellency Anwar Ibrahim, Prime Minister of Malaysia and current rotating Chair of ASEAN, on 24 July 2025.

After he had spoken with His Excellency Phumtham Wechayachai, the acting Prime Minister of Thailand, Honorable President Donald Trump conveyed to me a positive piece of news that the Thai side also agreed to Honorable President's proposal for an immediate ceasefire. This is positive news for the soldiers and people of both countries.

I hope that the Thai side will not reverse position as they did with Prime Minister Anwar Ibrahim's coordination effort on 24 July.

I have assigned His Excellency Prak Sokhonn, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation, to discuss with Honorable Marco Rubio, the US Secretary of State, and for him to help coordinate with Thai minister of foreign affairs to quickly implement the agreed principles with the goal of putting an end to the deaths and injuries of soldiers and civilians on both sides.

I would like to thank Honorable President Donald Trump for his initiative and mediation to find an immediate ceasefire and peace between Cambodia and Thailand. This excellent outcome will truly help protect the lives of many soldiers and civilians that could have been lost or injured in the fighting, and will help hundreds of thousands of refugees return to their villages to continue their daily lives in a safe and peaceful manner.

Given some unclear reporting in various international news outlets regarding Cambodia’s position on the ceasefire proposed by His Excellency Anwar Ibrahim, Prime Minister of Malaysia and the rotating ASEAN Chair, I am obliged to clarify as follows:

Yesterday evening, on 24 July 2025, His Excellency Anwar Ibrahim, Prime Minister of Malaysia and the rotating ASEAN Chair, requested a phone conversation with me to discuss the fighting between the Cambodian and Thai militaries along the border.

He expressed his concern over the conflict and his desire for an immediate ceasefire to pave way for a resolution between the two sides.

I made it clear to His Excellency Anwar Ibrahim that Cambodia agreed with his proposal for a ceasefire because Cambodia did not initiate this fighting.

An initial response I received from His Excellency Anwar Ibrahim after he spoke with His Excellency Phumtham Wechayachai, acting Prime Minister of Thailand, was that the Thai side had agreed to his proposal for a ceasefire, setting 12:00 AM on 24 July 2025 as the time for both sides to cease the fighting.

However, it is regrettable that just over an hour later, the Thai side informed that they had reversed their position from agreeing to the ceasefire at 12:00 AM on 24 July 2025, to not agreeing and waiting for a later date. His Excellency Anwar Ibrahim is well aware of this situation.

Therefore, the key to resolving the current armed conflict between Thailand and Cambodia is the genuine willingness of the Thai side to accept a ceasefire, which is the first step towards funding further solutions between the two countries.

Thailand Drops Cluster Munitions, Damages Cambodian Temples and Towns

Phnom Penh: Cambodian towns and temples along the border have been damaged by Thailand’s use of cluster munitions, which violates the Convention on Cluster Munitions (CCM). This was reported by Ms. Mali Socheata, spokesperson for the Ministry of National Defense, at a press conference on the latest developments in Thailand’s invasion of Cambodia at 12:30 PM on July 25.

According to Ms. Mali Socheata, the Thai side has used heavy weapons to attack Cambodia, especially the use of cluster munitions, which violates the Convention on Cluster Munitions and violates human rights. Cambodian, Thai troops exchange fire at border after Thai attack

On the morning of July 24, 2025, Cambodian and Thai troops exchanged fire along the Cambodian-Thai border in Oddar Meanchey province. Ms. Maly Socheata, a spokeswoman for the Ministry of National Defense, said that the Thai troops opened fire on the Cambodian troops first. Therefore, the Cambodian army exercised its right to defend itself in its sovereignty and territorial integrity against the aggression of the Thai army, which violated the territorial integrity of Cambodia.

On the morning of 29 June 2025, Cambodian authorities received information about Thai requests in Sa Kaeo province for the re-opening of certain Cambodia-Thailand border crossings to allow the passage of goods-carrying trucks in order to reduce the impact on people’s livelihood.
I would like to inform the people of both countries as follows:
1. Cambodia fully understands the difficulties faced by both Cambodian and Thai people, resulted from any closure of border crossings. This is the reason why since the incident at MOM BEI area took place in late May 2025, Cambodia had never initiated border closure measures as we did not intend to create negative effects on cross-border travel or trade between both Cambodian and Thai people.
2. Cambodia did not initiate unilateral border closure and control measures. The Thai army UNILATERALLY began to close border crossings, made changes to border openning-closing hours, and imposed conditions to restrict movement of goods and people since 7 June 2025. Furthermore, the Thai military has continued to unilaterally change operational hours at certain border crossings until 24 June 2025, when the Royal Thai Government announced unilateral closures of all crossings for security reasons.
3. Ambiguity, sudden changes, and uncertainty in the political stance of the Royal Thai Government, together with inconsistencies between policy guidelines issued by Thai political leadership and actual implementations on the ground by the Thai military, have been obstacles to finding a certain, genuine, and lasting solution.
4. As I have repeatedly stated, the border closure issue can easily be resolved if the Thai side, who initiated the unilateral border closure on 7 June 2025, would unilaterally reopen border crossings to its original status and clearly assure that no unilateral closure would be done again. The reopening of border crossings from Cambodian side will follow, no more than five hours afterwards. In short, the key to resolving this border closure issue is in Thai hands.
For these reasons, any Thai authority and people seeking to request the reopening of the Cambodia-Thailand border crossings do not need to ask Cambodia, but do direct the request to individuals who hold real power in Thailand, whether the Thai military or anyone else, to reopen the border crossings to normalcy before 7 June 2025 and provide assurance that no unilateral border crossing is to be implemented again. Then, the situation will return to normalcy as before.
