Experts Confirm MK-84 Bomb Found in Oddar Meanchey Was Manufactured in 1996, Refuting 1970s War-Era Claims

Oddar Meanchey, August 4, 2025 — According to the post on the formal page of the Director General of CMAC, H.E. Heng Ratana, published a moment ago, a joint team of bomb disposal experts from the Cambodian Mine Action Centre (CMAC), Golden West Humanitarian Foundation, and the Norwegian People's Aid (NPA) conducted an on-site technical assessment today of an unexploded MK-84 bomb discovered in Tmordaun Village, Kokmoun Commune, Banteay Ampil District, Oddar Meanchey Province.

The site inspection revealed that the bomb in question is a U.S.-manufactured MK-84 was produced in 1996 with Lot No. IMI96GO15-11. This identification was corroborated by Mr. Len Austin, Resident Representative of the Golden West Humanitarian Foundation in Cambodia and a former U.S. Marine Corps Explosive Ordnance Disposal (EOD) expert.

Based on the clearly marked manufacturing data, the expert team confirmed that the MK-84 in question could not have originated from the U.S. aerial bombardments that occurred during the Indochina conflict period between 1970 and 1973. The bomb’s 1996 production date definitively refutes any claim that it is a remnant of that historical era.

Authorities have reiterated that this finding should help clarify misconceptions and support accurate historical and technical understanding regarding unexploded ordnance found in Cambodia’s border regions.

H.E. Heng Ratana, Director General of CMAC: Today Monday 4th August 2025, at MK-84 bomb site in Tmordaun Village, Kokmoun Commune, Banteay Ampil District, Oddor Mean Chey Province, the bomb expert teams from CMAC, the Golden West and NPA (Norwegian People’s Aid) have visited and assessed MK-84 bomb.

The experts have identified this MK-84 manufacturing in 1996 with Lot No. IMI96GO15-11. Mr. Len Austin, the Resident Representative of the Golden West in Cambodia and former the United States marine corps, the EOD expert has also confirmed this MK-84 identification, manufacturing in 1996.

In this case, it is very clear that this MK-84 manufactured in 1996 thus there is no way to claim that this MK-84 was the bomb dropped during 1970-73 war era!.

Royal Government of Cambodia Mobilises Multilateral Channels to Ensure Safe Repatriation of Detained Soldiers

Phnom Penh, August 4, 2025 — The Royal Government of Cambodia (RGC), under the leadership of Prime Minister Samdech Moha Borvor Thipadei Hun Manet, has reaffirmed its unwavering commitment to securing the immediate and safe return of 18 Cambodian soldiers currently held in Thai custody.

In a statement issued via social media this afternoon, the Prime Minister underscored the government's active engagement in monitoring the welfare of the detained personnel, who have been held by Thai authorities since July 29, 2025. “Despite the evolving circumstances, the RGC continues to follow closely the condition and safety of the 18 Cambodian military personnel, and is pursuing all available diplomatic, legal, and humanitarian channels to ensure their earliest and secure repatriation,” the Premier stated.

To this end, the Ministry of National Defence, in coordination with the Commander-in-Chief of the Royal Cambodian Armed Forces (RCAF) and commanders of the relevant military regions, has been in direct communication with their Thai counterparts. As part of a broader diplomatic initiative, the RGC has also formally requested the Government of Malaysia, in its capacity as the current Chair of ASEAN, to engage constructively with Thai authorities in seeking a resolution.

In parallel, the Ministry of Foreign Affairs and International Cooperation has been tasked with coordinating efforts through the Permanent Mission of Cambodia to the United Nations and other international organisations based in Geneva. These efforts include engaging the International Committee of the Red Cross (ICRC) to advocate for the soldiers’ immediate release in accordance with international humanitarian law.

Furthermore, the Cambodian Human Rights Committee has been directed to liaise with the Office of the United Nations High Commissioner for Human Rights (OHCHR), the ASEAN Intergovernmental Commission on Human Rights (AICHR), and the National Human Rights Commission of Thailand. These engagements aim to accelerate a peaceful resolution and ensure that the rights and safety of the detained Cambodian soldiers are fully respected.

The Royal Government’s multipronged approach reflects its steadfast dedication to protecting the dignity and wellbeing of its armed forces while upholding principles of international law, regional cooperation, and human rights.

Thai Armed Forces Enter Cambodian Territory with Heavy Machinery in Violation of Ceasefire, Says Defense Ministry Spokesperson

Phnom Penh, August 4, 2025 — At approximately 11:00 a.m. today, Thai military forces equipped with full arms and heavy machinery crossed into Cambodian sovereign territory, according to a statement by Her Excellency Lieutenant General Maly Socheata, spokesperson for the Ministry of National Defense. The remarks were made during a press briefing at the Office of the Council of Ministers at 2:00 p.m., regarding the ongoing implementation of the Cambodia–Thailand ceasefire.

The incursion reportedly took place in the An Ses area, which lies well within Cambodia’s internationally recognized sovereign borders. Despite strong warnings from Cambodian troops stationed in the area, Thai forces proceeded with their deployment and established an unauthorized presence.

“This is a blatant violation of the ceasefire,” said Lt. Gen. Socheata, emphasizing the seriousness of the action. “This act constitutes a flagrant violation of the ceasefire and poses a grave threat to peace and security along the border between the two countries, as well as to the wider region.”

Lt. Gen. Socheata further underscored that just days prior, on July 30, 2025, Cambodia had facilitated an official field visit to this same area for accredited foreign military attachés based in Phnom Penh—an act that clearly affirmed Cambodia’s undisputed sovereignty over the site in question.

Calling the incursion “aggressive actions” of the ceasefire terms, she warned that such provocations significantly escalate tensions and jeopardize stability not only along the Cambodia–Thailand border but throughout the broader region.
