ក្រុម AOT បន្តចុះសង្កេតការណ៍ ផ្ទៀងផ្ទាត់ រាយការណ៍និងត្រួតពិនិត្យការដាក់ពង្រាយទូកុងតឺន័ររបស់យោធាថៃនៅទីតាំងចំនួន៥នៅចំណុចតំបន់ភូមិព្រៃចាន់

យោងតាមសេចក្តីប្រកាសព័ត៌មានរបស់ក្រសួងការពារជាតិបានឲ្យដឹងថា នៅថ្ងៃសៅរ៍ ទី២២ ខែសីហា ឆ្នាំ២០២៦ វេលាម៉ោង ១០:៥៥នាទីព្រឹក ក្រុមអ្នកសម្របសម្រួល (CLG) នៃព្រះរាជាណាចក្រកម្ពុជា បានសម្របសម្រួលជូនក្រុមអ្នកសង្កេតការណ៍អាស៊ានប្រចាំព្រះរាជាណាចក្រកម្ពុជា (ASEAN Observer Team–Cambodia: AOT-KH) ដឹកនាំដោយ ប្រធានបេសកកម្មក្រុមអ្នកសង្កេតការណ៍អាស៊ាន (AOT KH HOM) ពីសាធារណរដ្ឋហ្វីលីពីន ចុះសង្កេតការណ៍ផ្ទៀងផ្ទាត់ រាយការណ៍អំពីស្ថានភាពតាមបណ្តោយព្រំដែនកម្ពុជា-ថៃ និងត្រួតពិនិត្យការដាក់ពង្រាយទូកុងតឺន័រកាន់កាប់ដោយខុសច្បាប់របស់យោធាថៃនូវទីតាំងចំនួន៥ ដែលមានទូរកុងតឺន័រសរុបចំនួន ១០ ស្ថិតនៅចំណុចតំបន់ភូមិព្រៃចាន់ ឃុំអូរបីជាន់ ស្រុកអូរជ្រៅ ខេត្តបន្ទាយមានជ័យ ដែលបណ្តាលឱ្យប្រជាពលរដ្ឋស៊ីវិលកម្ពុជាចំនួន ១៤៣៥នាក់ ស្មើនឹង ៤០៤គ្រួសារ (ក្នុងនោះមានកុមារចំនួន ៤១៤នាក់) មិនទាន់អាចវិលត្រឡប់ទៅកាន់លំនៅដ្ឋានវិញបាននៅឡើយ។
ការចុះសង្កេតការណ៍របស់ក្រុមអ្នកសង្កេតការណ៍អាស៊ាន នៅទីតាំងដែលជាដែនអធិបតេយ្យរបស់កម្ពុជា ហើយត្រូវបានយោធាថៃកាន់កាប់ដោយខុសច្បាប់ខាងលើនេះបានគូសបញ្ជាក់ និងសង្កត់ធ្ងន់ពីភាពចាំបាច់ជាដាច់ខាតក្នុងការចាប់ផ្តើមកិច្ចការវាស់វែងខណ្ឌសីមាដោយគណៈកម្មការចម្រុះខណ្ឌសីមាព្រំដែនគោក (JBC) កម្ពុជា-ថៃ ឱ្យបានឆាប់បំផុត ស្របតាមកិច្ចព្រមព្រៀងដែលមានស្រាប់ដូចមានចែងនៅក្នុងចំនុចទីបួននៃសេចក្តីប្រកាសរួមនៃកិច្ចប្រជុំពិសេសលើកទី៣ នៃគណៈកម្មាធិការព្រំដែនទូទៅកម្ពុជា-ថៃ (GBC) ថ្ងៃទី២៧ ខែធ្នូ ឆ្នាំ២០២៥ ដើម្បីអនុញ្ញាតឱ្យប្រជាពលរដ្ឋយើងអាចវិលត្រលប់ទៅលំនៅដ្ឋានវិញដោយមិនមានការរារាំង ព្រមទាំងដោយសុវត្ថិភាព និងកិត្តិយស។

The Spokeswoman of the Ministry of National Defence of the Kingdom of Cambodia, wishes to inform the public as well as members of national and international media as follows:
On Saturday, August 22, 2026, at 10:55 a.m., the Cambodian Liaison Group (CLG) coordinated a field visit for the ASEAN Observer Team in Cambodia (AOT-KH), led by the Head of Mission (AOT KH HOM) from the Philippines to observe, verify, and report on the situation along the Cambodia-Thailand border, as well as inspected the illegal deployment of shipping containers by the Thai military across 5 locations, totaling 10 containers, in Prey Chan Village, O'Bei Choan Commune, O'Chrov District, Banteay Meanchey Province, which has prevented 1,435 Cambodian civilians—equivalent to 404 families (including 414 children)—from returning to their homes.
The ASEAN Observer Team's (AOT) observation, verification, and visit to displaced civilians who remain unable to return home underscore the absolute necessity for the Cambodia-Thailand Joint Boundary Commission (JBC) to launch border demarcation work as soon as possible. This alignment adheres to existing agreements, specifically point four of the Joint Statement from the 3rd Special Meeting of the Cambodia-Thailand General Border Committee (GBC) on December 27, 2025, which aims to ensure that our citizens can safely, peacefully, and with dignity return to their homes without any obstruction.
Cambodia maintains a firm stance on protecting the Cambodia–Thailand international border as established by the Indochina–Siam Boundary Commission, by respecting the principles of international law, including the principle of the intangibility of inherited borders (Uti Possidetis Juris), and by respecting the Franco–Siamese conventions and treaties, maps, and the procès-verbaux of the Commission of the Abornement of the Boundary between Indo-China and Siam, as well as relevant agreements and documents that both parties have previously agreed upon. Cambodia absolutely does not recognize any border alterations resulting from the use of force.
The public, as well as national and international journalists, are hereby informed of the facts regarding this matter.
