ថ្នាក់ដឹកនាំថៃធ្លាប់ប្រកាសនៅតាមបណ្តាញសារព័ត៌មាន និងនៅតាមវេទិការអន្តរជាតិជាប្រចាំថា ប្រទេសថៃជាប្រទេសស្រលាញ់សន្តិភាព និងគោរពច្បាប់អន្តរជាតិ។
ហេតុដូច្នេះ គឺជាការភ្ញាក់ផ្អើលមួយនៅពេលដែលឃើញព័ត៌មានចុះផ្សាយនៅថ្ងៃទី ៨ ធ្នូ ២០២៥ ថាកងទ័ពភូមិភាគទី១ របស់ថៃបានប្រកាសថានឹងប្រើប្រាស់កម្លាំងដើម្បីដណ្ដើមដែនអធិបតេយ្យរបស់ថៃមកវិញ រួមទាំងការបាញ់កាំភ្លើងផ្លោង និងចល័តកម្លាំងយោធា ចូលក្នុងភូមិព្រៃចាន់ ភូមិជោគជ័យ និងគោលដៅមួយចំនួនទៀតនៅខេត្តបន្ទាយមានជ័យ។
បើថៃពិតជាស្រលាញ់សន្តិភាព និងគោរពច្បាប់អន្តរជាតិដូចមេដឹកនាំថៃប្រកាសមែននោះ គួររាជរដ្ឋាភិបាលនិងកងទ័ពថៃ ប្រកាន់យកការដោះស្រាយបញ្ហាព្រំដែនតាមសន្តិវិធី ដោយប្រើប្រាស់យន្តការដែលបានឯកភាពគ្នានិងបានកំពុងអនុវត្តជាមួយគ្នា។
បើថៃពិតជាគោរពច្បាប់អន្តរជាតិមែន គឺមិនត្រូវប្រើប្រាស់កម្លាំងយោធាធ្វើការវាយប្រហារលើភូមិប្រជាជនស៊ីវីលទេ ក្រោមហេតុផលដណ្ដើមយកដែនអធិបតេយ្យរបស់ខ្លួនមកវិញនោះទេ។ កម្ពុជាបានប្រកាន់ខ្ជាប់ជាប្រចាំនូវគោលការណ៍គោរពអធិបតេយ្យ និងបូរណភាពទឹកដីរបស់ប្រទេសជិតខាង ប៉ុន្តែក៏មិនអនុញ្ញាតអោយប្រទេសណារំលោភលើដែនអធិបតេយ្យ និងបូរណភាពទឹកដីរបស់ខ្លួនដែរ។ ខ្ញុំក៏បានលឺថ្នាក់ដឹកនាំថៃប្រកាសដូចគ្នា។
មូលហេតុនេះហើយ បានជាប្រទេសទាំងពីរបានបង្កើតគណៈកម្មការចម្រុះខណ្ឌសីមាព្រំដែនគោកកម្ពុជា-ថៃ (JBC) ដែលបានដំណើរការជាង ២០ឆ្នាំ ដោយផ្អែកលើមូលដ្ឋាននៃឯកសារគតិយុត្តដែលបន្សល់ទុកពីអាណាព្យាបាលបារាំង ជាពិសេសកំណត់ហេតុ (Procès Verbaux) បោះបង្គោលរបស់គណៈកម្មការកំណត់ព្រំដែនរវាងឥណ្ឌូចិន-សៀម ឆ្នាំ១៩០៨-១៩០៩ និងគណៈកម្មការបោះបង្គោលព្រំដែនរវាងឥណ្ឌូចិន-សៀម ឆ្នាំ១៩១៩-១៩២០។
ថ្មីៗនេះ ស្របតាមស្មារតីដែលបានឯកភាពគ្នារវាងគណៈកម្មការចម្រុះខណ្ឌសីមាព្រំដែនគោកកម្ពុជា-ថៃ (JBC) ភាគីកម្ពុជា និងភាគីថៃបានឯកភាពគ្នាបញ្ជូនក្រុមវាស់វែងចម្រុះចុះអនុវត្តការងារវាស់វែងនិងបោះបង្គោលព្រំដែនបណ្តោះអាសន្ននៅកំណាត់ខ្សែព្រំដែនចន្លោះបង្គោលព្រំដែនលេខ៤២-៤៧ នៅខេត្តបន្ទាយមានជ័យ និង លេខ៥២-៥៩ នៅខេត្តបាត់ដំបង។
ការងារនេះបានប្រព្រឹត្តទៅដោយរលូនដោយមានការសហការគ្នាល្អរវាងក្រុមការងារបច្ចេកទេសព្រំដែននៃប្រទេសទាំងពីរ។ ជាលទ្ធផល ការងារវាស់វែងនិងបោះបង្គោលព្រំដែនបណ្តោះអាសន្ននៅកំណាត់ខ្សែព្រំដែនចន្លោះបង្គោលព្រំដែនលេខ៥២-៥៩ នៅខេត្តបាត់ដំបងបានដំណើរការស្ទើរតែបញ្ចប់ ១០០% និងនៅកំណាត់ខ្សែព្រំដែនចន្លោះបង្គោលព្រំដែនលេខ៤២-៤៧ ក៏បានកំពុងដំណើរការទៅដោយរលូនតាមលក្ខណៈបច្ចេកទេស និងស្របតាមសន្ធិសញ្ញា អនុសញ្ញា កិច្ចព្រមព្រៀងនានាជាធរមាន និងឯកសារគតិយុត្តដែលបន្សល់ទុកពីអតីតកាលដែលភាគីទាំងពីរបានឯកភាពគ្នា។
ហេតុដូច្នេះ នៅពេលដែលកងទ័ពយោធភូមិភាគទី១ថៃ បានប្រកាសថានឹងប្រើប្រាស់កម្លាំងយោធាដើម្បីដោះស្រាយបញ្ហាព្រំដែនកម្ពុជា-ថៃនៅតំបន់ក្នុងព្រំប្រទល់ខេត្តបន្ទាយមានជ័យ (កម្ពុជា) និងខេត្តស្រះកែវ (ថៃ) ដែលរួមទាំងនៅកំណាត់ខ្សែព្រំដែនចន្លោះបង្គោលព្រំដែនលេខ៤២-៤៧ ផងនោះ គឺផ្ទុយទៅនឹងស្មារតីនៃការដោះស្រាយបញ្ហាព្រំដែនដោយសន្តិវិធី តាមរយៈការវាស់វែងនិងបោះបង្គោលព្រំដែនស្របតាមសន្ធិសញ្ញា អនុសញ្ញា និងច្បាប់អន្តរជាតិ។
ខ្ញុំសង្ឃឹមថា ភាគីថៃដែលតែងតែប្រកាសថាជាប្រទេសស្រលាញ់សន្តិភាព និងគោរពច្បាប់អន្តរជាតិ នឹងបន្តប្រើប្រាស់មធ្យោបាយសន្តិវិធី ស្របតាមគោលការណ៍ច្បាប់ ក្នុងការធ្វើការវាស់វែងនិងបោះបង្គោលព្រំដែន ដើម្បីកំណត់ដែនអធិបតេយ្យភាពរបស់ប្រទេសនីមួយៗ។ នេះជាវិធីសាស្ត្រងាយបំផុត តម្លាភាពបំផុត និងយុត្តិធម៌បំផុត ព្រោះកម្ពុជាគ្មានគោលបំណងរំលោភលើដែនអធិបតេយ្យភាពស្របច្បាប់របស់ប្រទេសជិតខាងទេ។ ការវាស់វែងបានលទ្ធផលយ៉ាងណា កម្ពុជានឹងគោរពតាម។ ខ្ញុំសង្ឃឹមថាប្រទេសថៃ នឹងមានភាពស្មោះត្រង់ ក្នុងការទទួលយកលទ្ធផលដូចគ្នា។
Thai leaders have repeatedly declared through the media and international fora that Thailand is a peace-loving country and respects international laws.
Therefore, it is truly shocking to see the news published on 8 December 2025, that Thailand’s 1st Army Area has announced it will use force to reclaim what it calls Thailand’s sovereign territory, including firing artillery and mobilizing troops into Prey Chan and Choukchey villages, and several other locations along border areas of Banteay Meanchey.
If Thailand truly loves peace and values its land as its leaders claim, then the Thai government and military should adhere to peaceful settlement of border issues, using agreed mechanisms and currently being implemented by both sides.
If Thailand truly respects international laws, it must not use military force to attack civilian villages under the pretext of reclaiming its sovereignty. Cambodia has always firmly upheld the principle of respecting the sovereignty and territorial integrity of its neighboring countries, but will not allow any country to violate its own sovereignty and territorial integrity either. I have also heard Thai leaders declare the same stance.
For this reason, both countries established the Cambodia–Thailand Joint Boundary Commission (JBC), which has been working for more than 20 years based on legitimate documents inherited from the French colonial administration — in particular, the Procès Verbaux (official records) of the Commission of Delimitation of the Boundary between Indo-China and Siam of 1908–1909, and the Commission of Abornement of the Boundary between Indo-China and Siam of 1919–1920.
Recently, in line with the spirit of agreement between the JBC of the two countries; both the Cambodian and Thai sides agreed to deploy joint survey teams to carry out survey and emplacement of temporary markers along the border segments between boundary pillars No. 42–47 in Banteay Meanchey province and No. 52–59 in Battambang province.
This work has proceeded smoothly with good cooperation between the technical teams of both countries. As a result, the survey and emplacement of temporary markers between boundary pillars No. 52–59 in Battambang province is almost 100% complete, while the work between boundary pillars No. 42–47 has been progressing well, in accordance with technical procedures, treaties, conventions, agreements, and legitimate historical documents previously agreed upon by both sides.
Therefore, when the 1st Army Area of Thailand declared it would use military force to resolve border issues between Cambodia and Thailand in the area near Banteay Meanchey province (Cambodia) and Sa Kaeo province (Thailand) — including the segments between boundary pillars No. 42–47, it is totally contrary to the spirit of a peaceful border settlement through demarcation in accordance with existing treaties, convention and international laws.
I sincerely hope that the Thai side, which has always proclaimed itself a peace-loving country that respects international law, will continue to use peaceful and lawful means in conducting survey and demarcation of land boundary to determine the sovereignty of each country. This is the simplest, most transparent and most just way, because Cambodia has no intention of violating the lawful sovereignty of any neighboring country. Whatever the results of the survey may be, Cambodia will respect them. I hope that Thailand will have the sincerity to do the same.
