Dear Heads of State and Heads of Government Across the World,
Urgent Appeal: Imminent Threat of Thai Military Offensive Against Cambodia
We, the peace-loving people of the Kingdom of Cambodia, issue this urgent appeal to the international community and the leaders of all sovereign nations in the world.
Cambodia has received alarming and credible intelligence indicating that the Thai military is preparing to launch a renewed offensive along our shared border—just days ahead of the scheduled Extraordinary General Border Committee (GBC) Meeting set for August 7, 2025, in Kuala Lumpur, Malaysia.
According to information received at 10:49 a.m. on August 3, 2025, the Thai military, in close coordination with Thai authorities, ordered the evacuation of all remaining civilians in the border areas of Surin Province, to be completed by the end of the day. This is reportedly in preparation for imminent large-scale attacks targeting key Cambodian positions at Tamone Thom Temple, Ta Krabey Temple, Preah Vihear Temple, and extending toward the Anseh area.
If carried out, these attacks would represent a clear and dangerous violation of Cambodia’s territorial sovereignty and would constitute a grave breach of the ceasefire agreement reached on July 28, 2025, in Kuala Lumpur—with Malaysia (ASEAN Chair), the United States, and China serving as official witnesses to the accord.
Cambodia views this planned military action as a direct threat not only to our national sovereignty and regional stability, but also to the international rules-based order that all nations are duty-bound to uphold.
We urgently call upon all Heads of State and Heads of Government to:
1. Condemn any premeditated violation of the ceasefire agreement,
2. Exert diplomatic pressure on the Thai Government and military to immediately halt any planned aggression,
3. Support Cambodia’s call for adherence to peace, dialogue, and international law, and
4. Take all necessary steps to help prevent the outbreak of further violence and ensure that the upcoming GBC meeting proceeds in an atmosphere of trust and good faith.
The Cambodian people seek peace—not war. We have fully honored the ceasefire, acted in good faith, and remain committed to resolving disputes through diplomatic and peaceful means.
The world is watching. History will remember whether the international community stood silent—or stood firm—for peace, justice, and the principles of sovereignty.
