Ministry of Education, Youth and Sport Signs Memorandum of Understanding (MoU) with Samdech Techo Hun Sen and Samdech Kittipritbandit Scholarship Students Association (AMT) to Jointly Promote and Build the Capacity of Cambodian Youth

PHNOM PENH β€” On the morning of August 2nd, 2026, Lokchumteav Dr. Pich Chanmony, President of the Samdech Techo Hun Sen and Samdech Kittipritbandit Scholarship Students Association (A.M.T), and His Excellency Dr. Hang Chuon Naron, Deputy Prime Minister and Minister of Education, Youth and Sport, co-chaired the signing ceremony of a Memorandum of Understanding (MoU) between the Ministry of Education, Youth and Sport and the A.M.T Association on cooperation in human resource development. The ceremony was also attended by excellencies, lok chumteavs, secretaries and under-secretaries of state, directors-general, management of higher education institutions, the Cambodian Higher Education Association, leaders of the scholarship committee, A.M.T association team members, and educational staff, held at the A.M.T Association headquarters.

Speaking on the occasion, Dr. Pich Chanmony stated that training quality human capital equipped with knowledge, capability, clear specialized skills, good health, and lifelong virtue is a joint mission requiring active participation from all parties. Lokchumteav Dr. Pich Chanmony further emphasized: "Investing in proper orientation and equipping youth with 21st-century skills today is the guarantee of Cambodia's future economic potential and sustainable, inclusive development."

In response to this partnership, His Excellency Dr. Hang Chuon Naron noted that the two institutions will become strong strategic partners in helping youth gain equitable access to educational opportunities, reflecting a high level of commitment to promoting the national education sector.

The leaders of both institutions firmly believe that the outcomes of this cooperation will serve as a powerful catalyst in empowering and supporting Cambodian youth to become valuable human capital and a robust backbone for the cause of national development.

National Assembly Approves Draft Laws on Military Conscription and Electricity Payment Guarantee

Phnom Penh, 12 May 2026 β€” The National Assembly of the Kingdom of Cambodia convened an extraordinary session of the 7th Legislature on Tuesday morning to deliberate and approve two important draft laws aimed at strengthening Cambodia’s national defense capacity and ensuring sustainable energy security.

The session was presided over by Samdech Khuon Sudary, President of the National Assembly, and attended by all 114 lawmakers. In her opening remarks, she reaffirmed Cambodia’s principled stance on peace and rule-based diplomacy, stating:

β€œThe Royal Government remains firmly committed to resolving disputes peacefully through existing mechanisms based on international law and mutual agreements.”

The Assembly unanimously approved both draft laws, reflecting strong national consensus on issues considered vital to the supreme interests of the nation and the Cambodian people.

The first agenda item focused on the Draft Law on Military Conscription, consisting of 8 chapters and 20 articles, which was unanimously adopted with 114 out of 114 votes in favor.

The draft law was prepared in accordance with Article 49 (new) of the Constitution and the Royal Government’s policy to modernize and strengthen Cambodia’s national defense framework while promoting youth development and patriotism.

Under the law, Cambodian male citizens aged between 18 and 25 are required to fulfill Military Conscription obligations for a period of 24 months, while women may participate voluntarily. Cambodian citizens holding dual nationality and residing in Cambodia are also subject to the military service obligation.

H.E. Kep Chuktema, Chairman of the Commission on Interior, National Defense, Civil Service and Border Affairs, emphasized that the previous Law on Military Conscription adopted in 2006 no longer fully addresses present and future national defense requirements amid evolving regional and global security challenges.

β€œThe modernization of the military conscription framework is necessary to strengthen Cambodia’s national defense capacity, preserve peace, and ensure territorial integrity and sovereignty in the current context,” H.E. Kep Chuktema stated.

I fully support the Royal Government's position on resolving the overlapping maritime area between Cambodia and Thailand following Thailand's unilateral cancellation of the MOU 2001. A new bilateral mechanism should not be created to replace the MOU 2001. Instead, the process should move directly toward the mechanisms under the United Nations Convention on the Law of the Sea, where a fair resolution can be achieved with the participation of a third party, as emphasized yesterday by Prime Minister Hun Manet.

For me, having worked on this issue since the time of former Thai Prime Minister Chatichai Choonhavan from 1989 to 1990, and later participating in the signing of the MOU 2001, I deeply regret Thailand's unilateral decision to cancel the agreement on the grounds of "lack of progress".

I would like to clarify: what caused the lack of progress? Thailand itself knows better than anyone. How many prime ministers has Thailand had since the 2006 Thai coup d'Γ©tat that ousted former Prime Minister Thaksin Shinawatra? Cambodia, on the other hand, has maintained continuity under Prime Minister Hun Sen and now under Hun Manet, without changing the negotiation mechanism or substance. Meanwhile, Thailand has changed prime ministers around ten timesβ€”could this be one of the reasons for the lack of progress?

I would further emphasize that despite Thailand's frequent changes in leadership, those leaders still demonstrated a willingness to continue negotiations. For instance, under the government of Prime Minister Abhisit Vejjajiva, Deputy Prime Minister Suthep Thaugsuban and Defense Minister Prawit Wongsuwan were sent to meet with me at my residence in Takhmao in 2010. It was during that visit that both dignitaries experienced Cambodian "Samlor Korko" for the first time, prepared personally by my wife for their lunch.

Cambodia is moving forward based on international law. Please do not accuse Cambodia of "internationalizing" a bilateral issue, nor claim that Cambodia is setting a trap by inviting third-party or international involvement. Likewise, please do not urge Cambodia to establish a new bilateral mechanism to replace the one that Thailand has unilaterally cancelled.

It is my hope that Cambodia and Thailand will join hands in moving toward an appropriate international mechanism with jurisdiction over maritime issues.
