The refusal of public administration employees to return to work without their rights reflects how corruption and mismanagement have hollowed out the public sector. When salaries lose value and rights are ignored, corruption becomes both a cause and a consequence of institutional collapse. Addressing this crisis requires accountability, transparent public spending, and an end to policies that protect corrupt practices at the expense of public servants.

رفض موظفي الإدارة العامة العودة إلى العمل من دون حقوقهم يكشف كيف أدّت منظومة الفساد وسوء الإدارة إلى تفريغ القطاع العام من أبسط مقومات العدالة. حين تُهدر الأموال العامة وتُهمَل حقوق الموظفين، يصبح الفساد سببًا مباشرًا لانهيار المؤسسات وغياب الثقة بالدولة. معالجة هذه الأزمة تبدأ بالمحاسبة، والشفافية في الإنفاق العام، وكسر الحماية السياسية عن الفساد الذي يدفع ثمنه الموظف والمواطن معًا.

اليوم الدولي لمكافحة الفساد يُذكّرنا بأن الفساد ليس قضية هامشية بل تهديدٌ حقيقيٌ لأسس العدالة والثقة بين المواطن والدولة، ويجب أن يكون التزام المجتمع بأسره في مواجهته عمليًا وليس شعارات فقط. القانون وحده لا يكفي إن لم تُطبّق العقوبات بصرامة على المتورطين، وتُحترم مبادئ الشفافية والمساءلة في كل مؤسسة ومرفق عام. المحامون وغيرهم من المهنيين لديهم دورٌ محوري كحُماة للنظام القانوني، عليهم أن يستخدموا أدواتهم لفضح التواطؤ ومحاسبة المتجاوزين لحماية الصالح العام. من الضروري أن يدعم المجتمع المدني والأطر المهنية بعضهما البعض حتى لا يبقى القانون حبرًا على ورق، وأن يكون هناك تنسيقٌ حقيقي بين الأجهزة الرقابية والقضاء. مكافحة الفساد ليست خيارًا بل واجبٌ أخلاقي وقانوني لبناء دولة مؤسسات قائمة على سيادة القانون والعدالة الحقيقية.

International Anti-Corruption Day reminds us that corruption is not a marginal issue but a real threat to justice and the trust between citizens and the state, and that society’s commitment to fighting it must be practical, not merely rhetorical. Laws alone are insufficient if sanctions are not enforced rigorously and transparency and accountability are not upheld across all institutions and public services. Lawyers and other professionals play a critical role as guardians of the legal system; they must use their tools to expose collusion and hold wrongdoers accountable in order to protect the public interest. Civil society and professional bodies must support one another so that the law does not remain words on a page, and there must be genuine coordination between oversight bodies and the judiciary. Combating corruption is not optional but an ethical and legal duty necessary to build a state of institutions grounded in the rule of law and true justice.

What’s unfolding in Argentina is not just a headline, it’s a stark reminder that accountability and transparency must extend beyond political and corporate arenas into sporting governance. FIFA and other international bodies must uphold strict standards to ensure that clubs and federations operate ethically, for the sake of players, fans, and the millions who see football as a unifying force. Only by rooting out corruption can the spirit of competition endure; sporting excellence should never be overshadowed by administrative misconduct.

الرياضة ليست مجرد مباراة تُلعب بين فريقين، بل هي مرآة أخلاقية للمجتمعات والقيم التي تمثلها. حين ترتبط أسماء الاتحادات الرياضية بقضايا فساد مالي أو تدخلات غير قانونية، تتعرض ثقة الجماهير وزخم المنافسة الرياضية لاهتزاز كبير. ما يحدث في الأرجنتين اليوم ليس مجرد خبر رياضي؛ إنه جرس إنذار بأن الإدارة الرشيدة والمساءلة لا تنطبق فقط على الحكومات والشركات، بل على كل مؤسسة تُمثل كل بلد في المحافل الدولية. لا يمكن لعالم كرة القدم أن يكون حقيقيًا إذا انعدمت العدالة في خلفياته الإدارية، ويجب أن يكون هناك نظام شفاف لمحاسبة أي جهة تُسيء للرياضة وتضع مصلحة الأندية واللاعبين والجماهير على الهامش. الاتحاد الدولي (فيفا) عليه أن يتعامل بحزم مع مثل هذه القضايا لضمان نزاهة المنافسات وحماية سمعة الرياضة التي تجمع الشعوب على الحب والتنافس الشريف.

تفعيل الحق في الوصول إلى المعلومات هو من الأسس الحيوية لمحاربة الفساد في أي دولة، لأنه يضيء الطريق أمام الشفافية والمساءلة ويمنع الغموض الذي يتغذّى عليه الفساد. عندما يكون المواطن قادراً على طلب المعلومات من السلطات المحلية والحصول على رد رسمي، يصبح من الصعب على المسؤولين استغلال الثغرات لمصالح شخصية أو إخفاء سوء إدارة الموارد. ما حدث في هذا المشروع يُظهر أن التوعية والتدريب يمكن أن يغيّرا فعلياً علاقة المواطن بالإدارة العامة، خصوصاً عندما يشمل القانون الجميع ويُطبّق بوضوح. تعزيز هذا الحق يشكّل أساساً لإصلاح حقيقي في لبنان، لا يكتفي بمحاربة الفساد الظاهري بل يعالج جذوره من خلال تمكين الناس من المطالبة بمعلومات تخص خدماتهم وقرارات إداراتهم. تنفيذ القانون على أرض الواقع بكل جدّية سيساهم في إعادة الثقة بين المجتمع والدولة، ويضع ضوابط واضحة لكل من يتعامل مع المال العام أو يمتلك سلطة اتخاذ قرار.

مكافحة الفساد ليست فقط كشف المستندات أو التحقيق في صفقة هنا أو هناك، بل تأسيس نظام رقابي شفاف يضمن مشاركة المواطنين في الرقابة، ويمنع تضارب المصالح، ويضع عقوبات واضحة للمتجاوزين. الحل يبدأ بتطبيق معايير الحُوكمة الرشيدة، تشمل الإبلاغ المفتوح عن العقود، وتقييم أداء المقاولين، ومساءلة المسؤولين أمام المجتمع والقضاء. في الشويفات اليوم نرى ليس فقط إخفاقاً في التنفيذ، بل خللاً في الإرادة السياسية والمبادئ الأخلاقية التي يجب أن تقود كل إدارة عامة.
