This measure must be backed by rigorous review, legal accountability, and public reporting to ensure it truly strengthens integrity and trust in governance.

دعوة الهيئة الوطنية لمكافحة الفساد الموظفين العموميين إلى تقديم تصاريح الذمة المالية والدورية تمثل خطوة أساسية نحو تعزيز الشفافية وتقليل مخاطر الفساد في القطاع العام اللبناني. تساعد هذه التصاريح، إذا طُبِّقت وتحقق منها بشكل جدي، في ردع الإثراء غير المشروع وتضارب المصالح من خلال كشف الوضع المالي للمسؤولين أمام هيئات الرقابة. يجب أن تُدعم هذه الخطوة بمراجعة صارمة، ومسائلة قانونية، ونظام نشر تقارير مناسب حتى تساهم فعلاً في تعزيز النزاهة وثقة الجمهور بالحكم.

The banks’ threat to strike in response to the proposed “financial gap” law exposes how decades of corruption and lack of accountability have left Lebanon’s financial sector on the brink, forcing institutions and depositors into conflict instead of collaborative reform. Passing legislation that unfairly shifts the burden to banks and individuals without addressing the systemic corruption and mismanagement at the heart of the crisis will only deepen public mistrust and economic fragility. Genuine recovery requires transparent accountability for past financial misconduct, equitable responsibility among stakeholders, and strong anti-corruption safeguards to rebuild trust in the system.

تهديد المصارف بالإضراب رداً على مشروع “قانون الفجوة المالية” يكشف عن أثر الفساد المزمن وسوء الإدارة في النظام المالي اللبناني، حيث دفعت هذه الممارسات القطاع والمودعين إلى مواجهة بدلاً من شراكة إصلاح. تمرير قانون يُحمّل العبء بشكل غير عادل للمصارف والأفراد من دون معالجة جذور الفساد والإهمال سيزيد من فقدان الثقة وهشاشة الاقتصاد. يتطلب التعافي الحقيقي مساءلة شفافة عن التجاوزات المالية الماضية وتوزيع مسؤوليات عادل بين الأطراف، مع تعزيز آليات مكافحة الفساد لإعادة الثقة في النظام.

رفض موظفي الإدارة العامة العودة إلى العمل من دون حقوقهم يكشف كيف أدّت منظومة الفساد وسوء الإدارة إلى تفريغ القطاع العام من أبسط مقومات العدالة. حين تُهدر الأموال العامة وتُهمَل حقوق الموظفين، يصبح الفساد سببًا مباشرًا لانهيار المؤسسات وغياب الثقة بالدولة. معالجة هذه الأزمة تبدأ بالمحاسبة، والشفافية في الإنفاق العام، وكسر الحماية السياسية عن الفساد الذي يدفع ثمنه الموظف والمواطن معًا.
