160 වසරක මහජන ආරක්ෂාවේ අභීත පියසටහන.
ශ්රී ලංකා පොලිස් සේවය යනු වසර 160කට අධික දීර්ඝ මෙන්ම ප්රෞඩ ඉතිහාසයකට හිමිකම් කියන, රටේ නීතිය, සාමය සහ මහජන ආරක්ෂාව සුරැකීමේ පදනම් කඳවුරයි.
ශ්රී ලංකාවේ විධිමත් පොලිස් සේවයක ආරම්භය සනිටුහන් වන්නේ බ්රිතාන්ය පාලන සමයේදීය. 1865 අංක 16 දරන පොලිස් ආඥාපනත මඟින් ව්යවස්ථාපිත ලෙස ස්ථාපිත කරන ලද පොලිස් බලකාය, 1866 සැප්තැම්බර් 3 වන දින ප්රථම පොලිස්පතිවරයා ලෙස ශ්රීමත් රිචඩ් රෝජර්ස් මහතා පත්වීමත් සමඟ සිය නිල ගමන ආරම්භ කළේය. ආරම්භයේදී කොළඹ නගරයේ නීතිය හා සාමය පවත්වාගැනීමට සීමා වූ මෙම සේවය, පසුකාලීනව දිවයින පුරා ව්යාප්ත විය.
වසර ගණනාවක් බ්රිතාන්ය ජාතික නිලධාරීන්ගේ නායකත්වය යටතේ පැවැති පොලිස් සේවයේ ස්වර්ණමය සංධිස්ථානයක් සනිටුහන් කරමින්, 1947 සැප්තැම්බර් 16 වන දින ශ්රීමත් රිචඩ් අලුවිහාරේ මහතා ප්රථම ශ්රී ලාංකික පොලිස්පතිවරයා ලෙස ධුරයට පත් විය. උඩරට සාම්ප්රදායික නිල ඇඳුමෙන් සැරසී ධුරයේ වැඩ භාරගත් එතුමා, පොලිස් සේවය මහජනතාවට සමීප, දේශීය ලක්ෂණවලින් පෝෂණය වූ විශිෂ්ට ආයතනයක් බවට පරිවර්තනය කිරීමට මූලිකත්වය දුන්නේය.
දශක ගණනාවක් පුරා රට හමු වූ සෑම අභියෝගයකදීම ශ්රී ලංකා පොලිස් සේවය පෙරමුණේ සිටියේය. ත්රස්තවාදී උදුරණයට එරෙහි සටනේදී මෙන්ම අභ්යන්තර කැරලි කෝලාහල පාලනය කිරීමේදී, දහස් සංඛ්යාත පොලිස් නිලධාරීන් සිය ජීවිත පරිත්යාග කරමින් මාතෘභූමියේ ඒකීයභාවය සහ මහජන ආරක්ෂාව තහවුරු කළේය. 1864 දී සරදියෙල් ඇල්ලීමේ මෙහෙයුමේදී ජීවිතක්ෂයට පත් වූ සභාන් නිලධාරියාගේ සිට අද දක්වා රාජකාරිය වෙනුවෙන් දිවි පිදූ සියලු විරුවන් එම අභිමානවත් ඉතිහාසයේ රන් අකුරින් සටහන් වී ඇත.
අද වන විට ශ්රී ලංකා පොලිස් සේවය සම්ප්රදායික නීතිය සුරැකීමේ කාර්යභාරයෙන් ඔබ්බට ගොස්, ළමා හා කාන්තා කාර්යාංශ, අපරාධ විමර්ශන, පරිණත විද්යාත්මක පරීක්ෂණ, පරිගණක අපරාධ සහ රථවාහන පාලනය වැනි නවීන අංශ රැසකින් සමන්විත මහජන හිතකාමී සේවාවක් බවට පත්ව ඇත.
"ධම්මෝ හවේ රක්ඛති ධම්මචාරී" (ධර්මයෙහි හැසිරෙන්නා ධර්මය විසින්ම රකිනු ලබයි) යන තේමා පාඨය පෙරදැරි කරගත් ශ්රී ලංකා පොලිස් සේවය, අතීත උරුමයේ අභිමානයද සමඟින් නූතන තාක්ෂණයෙන් සන්නද්ධව රටේ හෙට දිනය වෙනුවෙන් කැපවී සිටියි.
රටක නීතිය සහ සාමය පවතිනුයේ යම් සමාජයක පදනම ශක්තිමත් නම් පමණි. ඒ පදනම සුරැකීම වෙනුවෙන් වසර 160ක අඛණ්ඩ හා ගෞරවනීය අතීත උරුමයකට කරපින්නන ශ්රී ලංකා පොලිස් සේවය, අද තවත් සන්ධිස්ථානයක් සනිටුහන් කරයි.
දිවා රාත්රී, අව් වැසි නොබලා, තමන්ගේ පෞද්ගලික සුවපහසුව සහ පවුලේ සතුට කැපකරමින් අපරාධ නිවාරණයටත්, නීතියේ ආධිපත්යය සුරැකීමටත් කැපවෙන ඒ නිල ඇඳුම පිටුපස ඇත්තේ දැවැන්ත වගකීමකි. අප නිදහසේ නිදාගන්නා මොහොතක, මහමඟ සෝදිසියෙන් සිටින ඒ නෙත් අසල තැවරී ඇත්තේ මුළු මහත් ජාතියකම ආරක්ෂාවයි.
මෙම අභිමානවත් 160 වන සංවත්සරයේදී, ජාතිය වෙනුවෙන් දිවි පිදූ අභීත පොලිස් විරුවන්ට ප්රණාමය පුද කරන අතරම, සදාචාර සම්පන්න සහ සුරක්ෂිත හෙට දවසක් වෙනුවෙන් නිරහංකාර ලෙස පෙරට යමු.

160 ஆண்டுகால மக்கள் பாதுகாப்பின் அஞ்சாத தடம்
இலங்கை பொலிஸ் சேவை என்பது 160 ஆண்டுகளுக்கும் மேலான நீண்டதும் பெருமைமிக்கதுமான வரலாற்றைக் கொண்ட, நாட்டின் சட்டம், அமைதி மற்றும் பொது மக்களின் பாதுகாப்பைப் பாதுகாப்பதற்கான அடித்தள நிறுவனமாகும்.
இலங்கையில் முறையான பொலிஸ் சேவையின் ஆரம்பம் பிரித்தானிய ஆட்சிக் காலத்திலேயே இடம்பெற்றது. 1865ஆம் ஆண்டின் 16ஆம் இலக்க பொலிஸ் கட்டளைச் சட்டத்தின் மூலம் சட்டபூர்வமாக நிறுவப்பட்ட பொலிஸ் படை, 1866 செப்டம்பர் 03ஆம் திகதி முதலாவது பொலிஸ்மா அதிபராக சேர் ரிச்சர்ட் ரோஜர்ஸ் அவர்கள் நியமிக்கப்பட்டதன் மூலம் தனது உத்தியோகபூர்வப் பயணத்தை ஆரம்பித்தது. ஆரம்பத்தில் கொழும்பு நகரில் சட்டம் மற்றும் அமைதியைப் பேணுவதற்கு மாத்திரம் மட்டுப்படுத்தப்பட்டிருந்த இச்சேவை, பின்னர் நாடு முழுவதும் விரிவடைந்தது.
பல தசாப்தங்களாக பிரித்தானிய அதிகாரிகளின் தலைமையின் கீழ் இயங்கி வந்த பொலிஸ் சேவையில் ஒரு பொற்காலத் திருப்புமுனையை ஏற்படுத்தும் வகையில், 1947 செப்டம்பர் 16ஆம் திகதி சேர் ரிச்சர்ட் அலுவிஹாரே அவர்கள் முதலாவது இலங்கையரான பொலிஸ்மா அதிபராக பதவியேற்றார். கண்டிய பாரம்பரிய உத்தியோகபூர்வ சீருடையில் பதவியேற்ற அவர், பொலிஸ் சேவையை மக்களுக்கு நெருக்கமானதும், உள்ளூர் தனித்துவங்களால் வளப்படுத்தப்பட்டதுமான சிறந்த நிறுவனமாக மாற்றுவதற்கு முன்னிலை வகித்தார்.
பல தசாப்தங்களாக நாடு எதிர்கொண்ட ஒவ்வொரு சவாலின்போதும் இலங்கை பொலிஸ் சேவை முன்னணியில் இருந்து செயற்பட்டுள்ளது. பயங்கரவாத அச்சுறுத்தல்களுக்கு எதிரான போராட்டத்திலும், உள்நாட்டு கிளர்ச்சிகள் மற்றும் கலவரங்களை கட்டுப்படுத்துவதிலும் ஆயிரக்கணக்கான பொலிஸ் உத்தியோகத்தர்கள் தமது உயிர்களைத் தியாகம் செய்து, தாய்நாட்டின் ஒருமைப்பாட்டையும் பொது மக்களின் பாதுகாப்பையும் உறுதிப்படுத்தினர்.
1864ஆம் ஆண்டு சரதியெல் கைது நடவடிக்கையின்போது உயிரிழந்த சபான் உத்தியோகத்தர் முதல், இன்றுவரை கடமைக்காக தமது உயிர்களைத் தியாகம் செய்த அனைத்து வீரர்களும், இலங்கை பொலிஸ் சேவையின் பெருமைமிக்க வரலாற்றில் பொன்னெழுத்துக்களால் பொறிக்கப்பட்டுள்ளனர்.
இன்று இலங்கை பொலிஸ் சேவை பாரம்பரியமான சட்டத்தைப் பாதுகாக்கும் பொறுப்பிற்கு அப்பால் சென்று, சிறுவர் மற்றும் மகளிர் பணியகங்கள், குற்றவியல் விசாரணை, நவீன விஞ்ஞான விசாரணைகள், கணினிக் குற்றங்கள் மற்றும் போக்குவரத்துக் கட்டுப்பாடு உள்ளிட்ட பல நவீன பிரிவுகளைக் கொண்ட மக்கள் நட்புறவான சேவையாக வளர்ச்சியடைந்துள்ளது.
“தர்மத்தைக் காப்பவன் தர்மத்தால் பாதுகாக்கப்படுவான்” என்ற தாரக மந்திரத்தை முன்னிறுத்தி செயற்படும் இலங்கை பொலிஸ் சேவை, தனது கடந்தகால பாரம்பரியத்தின் பெருமையுடன் நவீன தொழில்நுட்பத்தையும் பயன்படுத்தி, நாட்டின் எதிர்காலத்திற்காக அர்ப்பணிப்புடன் செயற்பட்டு வருகின்றது.
ஒரு நாட்டில் சட்டமும் அமைதியும் நிலைத்திருப்பது, அந்த சமூகத்தின் அடித்தளம் வலுவாக இருக்கும்போது மட்டுமே சாத்தியமாகும். அந்த அடித்தளத்தைப் பாதுகாப்பதற்காக 160 ஆண்டுகால தொடர்ச்சியானதும் கௌரவமிக்கதுமான பாரம்பரியத்தைச் சுமந்து நிற்கும் இலங்கை பொலிஸ் சேவை, இன்று மேலும் ஒரு வரலாற்றுச் சின்னமான மைல்கல்லை அடைகிறது.
பகல் இரவு, வெயில் மழை பாராது, தமது தனிப்பட்ட சௌகரியங்களையும் குடும்ப மகிழ்ச்சியையும் தியாகம் செய்து, குற்றங்களைத் தடுப்பதற்கும் சட்டத்தின் ஆட்சியை நிலைநாட்டுவதற்கும் அர்ப்பணிப்புடன் செயற்படும் அந்தச் சீருடையின் பின்னால் அளப்பரிய பொறுப்பு ஒன்று உள்ளது.
நாம் சுதந்திரமாக உறங்கும் ஒவ்வொரு தருணத்திலும், வீதிகளில் விழிப்புடன் கடமையாற்றும் அந்தக் கண்களின் அருகில், ஒட்டுமொத்த தேசத்தின் பாதுகாப்புப் பொறுப்பு நிலைத்திருக்கிறது.
இப் பெருமைமிக்க 160ஆவது ஆண்டு நிறைவை முன்னிட்டு, நாட்டிற்காக தமது உயிர்களைத் தியாகம் செய்த அஞ்சாத பொலிஸ் வீரர்களுக்கு எமது மரியாதையையும் அஞ்சலியையும் செலுத்துவதுடன், ஒழுக்கநெறி மிக்கதும் பாதுகாப்பானதுமான எதிர்காலத்திற்காக பணிவுடன் தொடர்ந்து முன்னோக்கிச் செல்வோம்.

160 Years of Fearless Public Service
The Sri Lanka Police Service stands as a cornerstone of law, order and public safety in the country, with a proud and distinguished history spanning more than 160 years.
The origins of a formal police service in Sri Lanka can be traced back to the period of British rule. The police force was formally established under Police Ordinance No. 16 of 1865 and commenced its official journey on 3 September 1866 with the appointment of Sir Richard Rogers as the first Inspector General of Police. Initially tasked with maintaining law and order within the city of Colombo, the service gradually expanded its operations across the island.
A significant milestone in the history of the Police Service came when Sir Richard Aluvihare assumed office as the first Sri Lankan Inspector General of Police on 16 September 1947, marking the beginning of a new era after decades of leadership by British officers. Wearing the traditional Kandyan uniform, he spearheaded efforts to transform the Police Service into a professional institution that was closely connected to the people while embracing Sri Lankan traditions and values.
For decades, the Sri Lanka Police Service has stood at the forefront of every major challenge faced by the nation. From combating terrorist insurgencies to maintaining public order during periods of internal unrest, thousands of police officers have made the ultimate sacrifice to safeguard the unity, sovereignty and security of the motherland. From the police officer who lost his life during the operation to apprehend Saradiel in 1864 to the fallen heroes of the present day, the sacrifices of those who gave their lives in the line of duty remain etched in golden letters in the proud history of the Police Service.
Today, the Sri Lanka Police Service has moved far beyond its traditional role of enforcing the law. It has evolved into a modern, people-oriented service comprising specialised divisions and units, including the Children and Women’s Bureaus, Criminal Investigation, Scientific Investigation, Computer Crime Investigation and Traffic Control divisions.
Guided by the timeless motto, “Dhammo Have Rakkhathi Dhammachari” “The Dhamma protects those who live according to the Dhamma” the Sri Lanka Police Service continues to embrace modern technology and innovation while carrying forward the dignity and heritage of its long-standing tradition.
Law and order in any country can be sustained only when the foundations of society remain strong. The Sri Lanka Police Service, which has safeguarded these foundations throughout its 160-year history, marks yet another significant milestone today.
Behind the uniform lies an immense responsibility — a commitment to preventing crime, protecting the rule of law and safeguarding the public, day and night, regardless of scorching heat or torrential rain. Police officers often sacrifice their personal comfort and time with their families to ensure the safety of others. While the nation sleeps peacefully, they remain vigilant on the roads, streets and highways, entrusted with the security of an entire country.
As we commemorate this proud 160th anniversary, let us honour the brave police heroes who made the ultimate sacrifice in the service of the nation. Let us also look towards the future with renewed courage, dedication and determination, working together towards a safer, more peaceful and morally grounded tomorrow.
