දේශබන්ධු තෙන්නකෝන් මහතා පොලිස්පති ධුරයෙන් ඉවත් කිරීම සඳහා වන යෝජනා සම්මතය පාර්ලිමේන්තුවේදී බහුතර ඡන්දයෙන් සම්මතයි.

2002 අංක 5 දරන නිලධරයන් ඉවත් කිරීමේ (කාර්ය පටිපාටිය) පනතේ 17 වන වගන්තිය ප්‍රකාරව පොලිස්පති ටී.එම්.ඩබ්ලිව්. දේශබන්ධු තෙන්නකෝන් මහතා පොලිස්පති ධුරයෙන් ඉවත් කිරීම පිණිස ඉදිරිපත් කර තිබූ යෝජනා සම්මතය (05-08-2025) පාර්ලිමේන්තුවේදී බහුතර ඡන්දයෙන් සම්මත විය.

දේශබන්ධු තෙන්නකෝන් මහතා පොලිස්පති ධුරයෙන් ඉවත් කිරීම පිණිස වූ යෝජනා සම්මතය අද පෙ.ව 11.30 සිට ප.ව 4.00 දක්වා විවාදයට ගැනීම සිදුවිය. අනතුරුව ප.ව 4.10 ට පැවති ඡන්ද විමසීමේදී පාර්ලිමේන්තුවේ (නොපැමිණි මන්ත්‍රීවරයන්ද ඇතුළුව) මුළුමන්ත්‍රී සංඛ්‍යාවෙන් බහුතරයක් එනම් මන්ත්‍රීවරයන් 177ක් පක්ෂව ඡන්දය භාවිතා කළ අතර ඒ අනුව අදාළ යෝජනාව බහුතර ඡන්දයෙන් සම්මත විය. මෙහිදී යෝජනාවට විපක්ෂව ඡන්දය ප්‍රකාශ කිරීම සිදු නොවූ අතර එක් මන්ත්‍රීවරයෙක් ඡන්දය භාවිතයෙන් වැළකී සිටියේය.

පොලිස්පති දේශබන්දු තෙන්නකෝන් මහතාව එම ධුරයෙන් ඉවත් කිරීම සඳහා වූ පරීක්ෂණ කමිටුවක් පත්කිරීම සඳහා වූ යෝජනාවක් ඇතුළත් ඉල්ලීමක් පාර්ලිමේන්තු මන්ත්‍රීවරුන් 115 දෙනෙකුගේ අත්සනින් යුතුව ගරු කථානායක (වෛද්‍ය) ජගත් වික්‍රමරත්න මහතා වෙත පසුගිය මාර්තු මස භාරදෙන ලද අතර අනතුරුව එම පරීක්ෂණ කමිටුව පත් කිරීම සඳහා වූ යෝජනාව 2025 අප්‍රේල් 08 දින පාර්ලිමේන්තුවේදී සම්මත කෙරුණි.

පසුව පොලිස්පති ටී.එම්.ඩබ්ලිව්. දේශබන්දු තෙන්නකෝන් මහතා විසින් කර ඇතැයි කියන විෂමාචාර සහ සිය ධුරයේ බලතල බරපතල අන්දමින් අනිසි ලෙස යොදාගැනීම සම්බන්ධයෙන් විමර්ශනය කර වාර්තා කිරීමට අදාළ පරීක්ෂණ කමිටුව පත් කිරීම සිදු විය. එම පරීක්ෂණ කමිටුව එවකට ශ්‍රේෂ්ඨාධිකරණ විනිසුරු පී.පී. සූරසේන මහතාගේ සභාපතිත්වයෙන් සහ විනිසුරු ඩබ්ලිව්.එම්.එන්.පී. ඉද්දවල සහ ජාතික පොලිස් කොමිෂන් සභාවේ සභාපති ඊ.ඩබ්ලිව්.එම්. ලලිත් ඒකනායක යන මහත්වරුන්ගේ සාමාජිකත්වයෙන් සමන්විත විය.

පසුව පරීක්ෂණ කමිටුව පාර්ලිමේන්තුවේදී රැස්වී උක්ත පනතේ විධිවිධාන ප්‍රකාරව විමර්ශන සිදු කිරීමෙන් අනතුරුව මෙසේ එම පරීක්ෂණ කමිටුවේ අවසන් වාර්තාව පසුගිය ජූලි 21 දින කථානායකවරයාට භාරදීම සිදු විය. අනතුරුව එම වාර්තාව ගරු කථානායකවරයා විසින් ජූලි 22 දින පාර්ලිමේන්තුවේ සභාගත කරනු ලැබීය.

පරීක්ෂණ කමිටුවේ වාර්තාවට අනුව පොලිස්පතිවරයාට එරෙහිව නගන ලද මුළු චෝදනා 23 අතරින් චෝදනා අංක 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 13, 14, 15, 16, 17, 18, 19, 22 සහ 23 සම්බන්ධයෙන් පොලිස්පතිවරයා වරදකරු බව තීරණය කර තිබුණි.


தேசபந்து தென்னக்கோன் அவர்களைப் பொலிஸ்மா அதிபர் பதவியிலிருந்து அகற்றுவது தொடர்பான தீர்மானம் பாராளுமன்றத்தில் பெரும்பான்மையான வாக்குகளால் நிறைவேற்றம்

2002 ஆம் ஆண்டின் 5 ஆம் இலக்க, அலுவலர்களை அகற்றுதல் (நடவடிக்கைமுறை) சட்டத்தின் 17 ஆம் பிரிவின் பிரகாரம் ரி.எம்.டபிள்யூ. தேசபந்து தென்னகோன் அவர்களைப் பொலிஸ்மா அதிபர் பதவியிலிருந்து நீக்குவதற்காக முன்வைக்கப்பட்ட தீர்மானம் (05-08-2025) பாராளுமன்றத்தில் பெரும்பான்மையான வாக்குகளால் நிறைவேற்றப்பட்டது.

தேசபந்து தென்னக்கோனை பொலிஸ்மா அதிபர் பதவியிலிருந்து நீக்குவதற்கான தீர்மானம் மு.ப 11.30 மணி முதல் பி.ப 4.00 மணிவரை விவாதத்திற்கு எடுத்துக் கொள்ளப்பட்டது. இதனைத் தொடர்ந்து பி.ப 4.10 மணிக்கு நடத்தப்பட்ட வாக்கெடுப்பில் பாராளுமன்றத்தில் (வருகைதராத உறுப்பினர்கள் உள்ளடங்கலாக) முழு உறுப்பினர்களின் எண்ணிக்கையில் பெரும்பான்மையானவர்கள், அதாவது 177 உறுப்பினர்கள் தீர்மானத்திற்கு ஆதரவாக வாக்களித்திருந்தனர். இதற்கு அமைய பெரும்பான்மையான வாக்குகளால் இத்தீர்மானம் நிறைவேற்றப்பட்டது. வாக்கெடுப்பில் தீர்மானத்திற்கு எதிராக எந்த வாக்கும் பதிவாகவில்லை. ஒரு உறுப்பினர் வாக்களிப்பிலிருந்து தவிர்ந்துகொண்டிருந்தார்.

பொலிஸ்மா அதிபர் தேசபந்து தென்னக்கோனை அப்பதவியிலிருந்து நீக்குவது தொடர்பில் விசாரணைக் குழுவொன்றை நியமிக்குமாறு கோரும் தீர்மானம் 115 உறுப்பினர்களின் கையொப்பத்துடன் கௌரவ சபாநாயகர் (வைத்தியர்) ஜகத் விக்கிரமரத்ன அவர்களிடம் கடந்த மார்ச் மாதம் கையளிக்கப்பட்டது. இதனைத் தொடர்ந்து குறித்த விசாரணைக் குழுவை அமைப்பதற்கான தீர்மானம் 2025 ஏப்ரல் 08ஆம் திகதி பாராளுமன்றத்தில் நிறைவேற்றப்பட்டது.

இதனைத் தொடர்ந்து பொலிஸ்மா அதிபர் ரி.எம்.டபிள்யூ. தேசபந்து தென்னக்கோன் அவர்களினால் மேற்கொள்ளப்பட்டதாகக் கூறப்படும் துர்நடத்தை மற்றும் பதவித் தத்துவங்களை பாரதூரமான வகையில் துஷ்பிரயோகம் செய்தமை தொடர்பில் விசாரணை செய்வதற்கான குழு நியமிக்கப்பட்டது. இந்தக் குழு அப்போதைய உயர்நீதிமன்ற நீதியரசர் பி.பி. சூரசேன அவர்களின் தலைமையில் மற்றும் நீதிபதி டபிள்யூ.எம்.என்.பி. இத்தவல மற்றும் தேசிய பொலிஸ் ஆணைக்குழுவின் தலைவர் ஈ.டபிள்யூ.எம் லலித் ஏக்கநாயக்க ஆகியோரை உள்ளடக்கியதாக அமைக்கப்பட்டது.

இந்தக் குழு பாராளுமன்றத்தில் கூடி, சட்டத்திற்கு அமைய விசாரணைகளை நடத்தியிருந்தது. விசாரணைகளின் முடிவில் குழுவின் அறிக்கை கடந்த ஜூலை 21ஆம் திகதி கௌரவ சபாநாயகரிடம் கையளிக்கப்பட்டது. இந்த அறிக்கையை சபாநாயகர் கடந்த ஜூலை 22 பாராளுமன்றத்தில் சமர்ப்பித்திருந்தார்.

விசாரணைக் குழுவின் அறிக்கைக்கு அமைய பொலிஸ்மா அதிபர் தேசபந்து தென்னக்கோனுக்கு எதிராக சுமத்தப்பட்டுள்ள மொத்தம் 23 குற்றச்சாட்டுகளில் 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 13, 14, 15, 16, 17, 18, 19, 22, மற்றும் 23 ஆம் இலக்கக் குற்றச்சாட்டுகளில் அவர் குற்றவாளியெனக் கண்டறியப்பட்டுள்ளது.


The resolution to remove Mr. Deshabandu Tennakoon from the post of Inspector-General of Police passed by a majority vote in Parliament.

In accordance with Section 17 of the Removal of Officers (Procedure) Act, No. 5 of 2002, the Resolution presented for the removal of Mr. T.M.W. Deshabandu Tennakoon from the post of Inspector-General of Police was passed by a majority vote in Parliament (05-08-2025).

The Resolution was taken up for debate today from 11.30 a.m. to 4.00 p.m. Subsequently, during the vote held at 4.10 p.m., a majority of the total number of Members of Parliament (including those who were absent) voted in favor, with 177 MPs supporting the Resolution. Accordingly, the Resolution was passed by a majority vote and no votes were cast against the Resolution whilst one member abstained from voting.

A motion signed by 115 Members of Parliament requesting the appointment of a Committee of Inquiry for the removal of Inspector-General of Police Mr. Deshabandu Tennakoon was handed over to the Hon. Speaker Dr. Jagath Wickramaratne in March, and subsequently, the motion for the appointment of the said Committee of Inquiry was approved by Parliament on April 08, 2025.

Thereafter, a Committee of Inquiry was appointed to inquire into and report on allegations of gross abuse of power and serious misuse of authority by Mr. T.M.W. Deshabandu Tennakoon in the discharge of his duties as Inspector-General of Police. The Committee of Inquiry, chaired by then Supreme Court Judge P.P. Surasena and comprising Justice W.M.N.P. Iddawala and E.W.M. Lalith Ekanayake, Chairman of the National Police Commission, was appointed.

Subsequently, the Committee of Inquiry, having conducted investigations in accordance with the provisions of the aforesaid Act, handed over its final report to the Hon. Speaker on July 21. Thereafter, the Hon. Speaker tabled the said report in Parliament on July 22.

According to the report of the Committee of Inquiry, out of the total 23 charges levelled against the Inspector-General of Police, he was found guilty of Charges No. 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 13, 14, 15, 16, 17, 18, 19, 22, and 23.

Sri Lanka Ambassador to Saudi Arabia explores collaboration in Digital Economy with the Riyadh-based Multilateral Digital Cooperation Organization (DCO)

Ambassador of Sri Lanka to the Kingdom of Saudi Arabia Ameer Ajwad met with the Secretary-General of the Digital Cooperation Organization (DCO), a multilateral organization affiliated to the UN, Deemah AlYahya and held productive discussion on ways and means for collaboration in the field of digital economy. The meeting was held at the DCO headquarters in Riyadh on 27.07.2025.

While appreciating Ambassador’s visit to the DCO headquarters, the Secretary General provided a comprehensive and an insightful briefing on the mandate and the activities being successfully carried out by the DCO in promoting digitally empowered future for all. Secretary General further highlighted that given Sri Lanka’s bold commitment to digital transformation which is both people-centered and globally oriented, Sri Lanka is well poised to play a significant role in the digital innovation space.

In response, while appreciating the vital role played by the DCO towards the realization of meaningful digital transformation, Ambassador Ameer Ajwad briefed the DCO Secretary General on the Government of Sri Lanka’s commitment to the digital economy by establishing a standalone Ministry for Digital Economy headed by the President of Sri Lanka himself. He also outlined the key policy reforms currently underway including the National Digital Economy Strategy in order to advance e-government, digital trade, and startup growth in the country.

Ambassador Ameer Ajwad also shared the details of the forthcoming Disrupt Asia -2025 Conference, Sri Lanka’s premier startup conference and innovation festival where visionaries, investors, and disruptors come together to shape the future, scheduled to be held in Colombo from 17 - 20 September 2025. Ambassador handed over a letter of invitation extended by the Deputy Minister of Digital Economy of Sri Lanka, Eng. Eranga Weeraratne to the DCO Secretary General to participate at the Disrupt Asia -2025 conference, the objective of which is well-aligned with the vision of the DCO.

Both sides agreed to take forward the productive outcome of the meeting to the next stage and to work closely in order to pursue collaborations in the days ahead with a view to unlocking meaningful opportunities in the digital domain through partnership and sharing expertise and experiences to achieve the shared objectives.

High Commissioner of Sri Lanka to India, Mahishini Colonne, presented her credentials to the President of India, Droupadi Murmu, at the Rashtrapathi Bhavan in New Delhi on Tuesday 29 July 2025.

The High Commissioner conveyed to President Murmu, the greetings and good wishes of President Anura Kumara Disanayaka. She recalled the visit of President Disanayaka to India in December 2024 during which the two countries adopted a comprehensive Joint Statement that encompasses areas that concern the growth and prosperity of the two nations, in partnership. She stated that the back-to-back visits of President Disanayaka to India in December 2024, and Prime Minister Modi to Sri Lanka in April 2025, had elevated the partnership between the two countries to a level of excellence. The High Commissioner conveyed Sri Lanka’s appreciation to India for the consistent support extended, especially in times of crisis.

Referring to India being Sri Lanka’s largest trading partner, largest source of tourism, and a significant investor, the High Commissioner assured the President of her commitment to work towards further strengthening the multifaceted India – Sri Lanka partnership.

Speaking of the links between the peoples of India and Sri Lanka that are ancient and civilisational, the High Commissioner referred to Odisha (Kalinga) in particular, where President Murmu hails from – a part of India with which Sri Lanka had shared a glorious past. She cited a few instances from history which indicate that several families from Kalinga had travelled to Sri Lanka with Emperor Ashoka’s daughter Sangamitra when she carried a sapling of the Bodhi tree in Bodhgaya to Sri Lanka. She also stated that the tooth relic of the Buddha which is enshrined in Kandy had been taken to Sri Lanka by a Prince and Princess from Kalinga.

President Murmu, in her remarks, recalled the visit of President Dissanayaka to India and conveyed her warm greetings to the President. She spoke at length about the strong and growing multifaceted bilateral partnership between the two countries, including the training of civil servants which helps strengthen Sri Lanka’s institutions and governance capabilities. Stating that India – Sri Lanka relations are underpinned by a combination of historical, cultural, and economic factors, she emphasized that Sri Lanka occupies a key position in India’s Neighborhood First Policy, and Vision MAHASAGAR. She stressed that India is committed to Sri Lanka’s economic growth and recovery. The President spoke warmly of ties between Odisha and Sri Lanka including linguistic connections stemming from historical interactions. Recalling that the High Commissioner had served in India previously as well, the President said that she believes that the High Commissioner would serve as a bridge to further strengthen relations between the two countries.

United Nations Association of Sri Lanka Hosts Successful 5th National Executive Committee Annual Conference

“ Pelican Hall” Waters Edge, Battaramulla – 27th July 2025

The United Nations Association of Sri Lanka (UNASL) held its 5th National Executive Committee Conference on Sunday, 27th July 2025, at Waters Edge, Battaramulla, bringing together esteemed members, youth representatives, and national thought leaders to reflect on the Association’s legacy and chart a collaborative course towards a sustainable future.

Mr. M.M. Zawahir, President of UNASL, delivered the Welcome Address, setting the tone for the day’s proceedings. He was followed by Mr. Dharmadasa Vitharana, Executive Chairman, who took participants “Down Memory Lane” with a compelling account of UNASL’s rich history and its contributions to Sri Lanka’s development through global engagement.

A session on volunteerism and leadership experiences was presented by Dr. M.M.M. Rushanudeen, Secretary-General of UNASL.

The morning keynote on the Sustainable Development Goals (SDGs), titled “A Common Agenda, A Shared Responsibility: Bridging Generations to Localize Global Goals in Sri Lanka,” was delivered by Mr. Ashan Perera, Founder of The Road to Rights and recipient of the United Nations SDG Action Award 2018. His address emphasized intergenerational responsibility and collective action for sustainable development.

The role of the United Nations and the critical contribution of national UN Associations was articulated by Prof. Rohan Fernando, Chairman of the National Science and Technology Commission and Senior Professor in Geology at the Open University of Sri Lanka.

The Chief Guest, Admiral Prof. Jayanath Colombage, delivered a keynote address reflecting on multilateral cooperation and Sri Lanka’s engagement with the UN.

Further insights into the current and future direction of the Association were shared by President M.M. Zawahir, followed by a dynamic session titled “Youth in Action and The Way Forward,” led by the UNASL Youth Members, showcasing the vibrancy and potential of youth-led initiatives.

The afternoon saw the launch of a fundraising project featuring the unveiling of the official UNASL T-shirt, a symbolic step to bolster public awareness and resource mobilization.

Two key governance meetings followed:

- 3rd National Executive Committee Meeting (2025/26)

- Special General Meeting (2025/26)

The event concluded with a Vote of Thanks delivered by Dr. Sarath Samarage, Vice Chairman of UNASL, who acknowledged the contributions of all members, partners, and stakeholders in making the conference a resounding success.

The UNASL remains committed to advancing the values of the United Nations in Sri Lanka through advocacy, education, and action. This annual gathering reinforced the Association’s vision to empower communities, engage youth, and promote sustainable development across generations.
