Mobile Number Portability (MNP) පහසුකම ක්රියාත්මක කිරීම සම්බන්ධයෙන් නිවැරදි කිරීමයි.
ගරු ඩිජිටල් ආර්ථික නියෝජ්ය අමාත්ය එරංග වීරරත්න මහතා විසින් ඊයේ දින (06) පාර්ලිමේන්තුවේදී දුරකථන අංක පෝටබිලිටි (Number Portability) සේවාව සම්බන්ධයෙන් ලබා දුන් පිළිතුර පදනම් කරගනිමින්, එළඹෙන සැප්තැම්බර් මාසයේදී මෙම සේවාව නිකුත් කරන බවට ඇතැම් මාධ්ය සටහන් කර ඇති පුවත් සම්බන්ධයෙන් මෙම පැහැදිලි කිරීම සිදු කරනු ලැබේ.
නියෝජ්ය අමාත්යතුමන් පාර්ලිමේන්තුවේදී පැහැදිලිවම සඳහන් කළේ එළඹෙන සැප්තැම්බර් මාසයේදී MNP සේවාව නිකුත් වන බව නොව, මෙතෙක් පැවති ගැටලු නිරාකරණය කරගනිමින් මෙම පහසුකම ක්රියාත්මක කිරීම සඳහා විදුලි සංදේශ නියාමන කොමිෂන් සභාව (TRCSL), අමාත්යාංශය සහ දුරකථන සේවා සපයන සමාගම් (Operators) අතර සාකච්ඡා මේ වන විටත් පවත්වමින් පවතින බවයි.
එහිදී නියෝජ්ය අමාත්යතුමන් ප්රකාශ කළ නිවැරදි කරුණ වන්නේ; දුරකථන ක්ෂේත්රයේ පාර්ශවකරුවන් සැප්තැම්බර් මස අග වන විටත් මේ සම්බන්ධයෙන් අවසන් එකඟතාවයකට පැමිණීමට අපොහොසත් වුවහොත්, ශ්රී ලංකා විදුලි සංදේශ පනතේ ප්රතිපාදන සහ බලපත්ර කොන්දේසි ප්රකාරව නියාමන නියෝගයක් නිකුත් කිරීමට විදුලි සංදේශ නියාමන කොමිෂන් සභාව පියවර ගන්නා බවයි.
එහිදී සැප්තැම්බර් මස අග යනු අදාළ සමාගම් අතර එකඟතාවයකට පැමිණීම සඳහා ලබා දී ඇති කාලසීමාව මිස, සේවාව නිල වශයෙන් ආරම්භ කරන දිනය නොවන බව කාරුණිකව දැනුම් දෙමු.
පාරිභෝගික අයිතිවාසිකම් සුරකිමින් හැකි ඉක්මනින් මෙම පහසුකම ජනතාව වෙත ලබා දීමට රජය කැපවී සිටින අතර, මෙකී සේවාව ආරම්භ කරන නිල දිනය ඉදිරියේදී විධිමත්ව දැනුම් දෙනු ලැබේ
மொபைல் எண் எடைகொள் சேவை (Mobile Number Portability - MNP) வசதியை நடைமுறைப்படுத்துவது தொடர்பான தெளிவுபடுத்தல்.
கௌரவ டிஜிட்டல் பொருளாதார பிரதி அமைச்சர் எரங்க வீரரத்ன அவர்களால் நேற்று (06) பாராளுமன்றத்தில் தொலைபேசி எண் எடைகொள் சேவை (Number Portability) தொடர்பாக வழங்கப்பட்ட பதிலின் அடிப்படையில், எதிர்வரும் செப்டம்பர் மாதத்திலேயே இச்சேவை அறிமுகப்படுத்தப்படும் என சில ஊடகங்கள் செய்தி வெளியிட்டுள்ளமை தொடர்பாக இத்தெளிவுபடுத்தல் வழங்கப்படுகிறது.
எதிர்வரும் செப்டம்பர் மாதத்தில் MNP சேவை அறிமுகப்படுத்தப்படும் என அமைச்சர் பாராளுமன்றத்தில் கூறவில்லை என்பதையும், மாறாக இதுவரை நிலவி வந்த பிரச்சினைகளுக்குத் தீர்வு கண்டு இவ்வசதியை நடைமுறைப்படுத்துவதற்காக தொலைத்தொடர்பு ஒழுங்குமுறை ஆணைக்குழு (TRCSL), அமைச்சு மற்றும் தொலைபேசி சேவை வழங்கி வரும் நிறுவனங்களுக்கு (Operators) இடையே கலந்துரையாடல்கள் தற்போது நடைபெற்று வருகின்றன என்பதையுமே அமைச்சர் தெளிவாகக் குறிப்பிட்டார்.
அங்கு அமைச்சர் வெளியிட்ட சரியான செய்தி என்னவெனில்; தொலைபேசித் துறையின் பங்காளிகள் செப்டம்பர் மாத இறுதிக்குள் இது தொடர்பாக இறுதி உடன்பாட்டிற்கு வரத் தவறினால், இலங்கை தொலைத்தொடர்புச் சட்டத்தின் ஏற்பாடுகள் மற்றும் உரிம நிபந்தனைகளின்படி ஒழுங்குமுறை உத்தரவொன்றைப் பிறப்பிக்க தொலைத்தொடர்பு ஒழுங்குமுறை ஆணைக்குழு நடவடிக்கை எடுக்கும் என்பதாகும்.
எனவே, செப்டம்பர் மாத இறுதி என்பது சம்பந்தப்பட்ட நிறுவனங்களுக்கு இடையே உடன்பாட்டிற்கு வருவதற்காக வழங்கப்பட்ட காலக்கெடுவே தவிர, இச்சேவை உத்தியோகபூர்வமாக ஆரம்பிக்கப்படும் திகதி அல்ல என்பதை அன்புடன் தெரிவித்துக் கொள்கிறோம்.
நுகர்வோர் உரிமைகளைப் பாதுகாத்து, விரைவாக இவ்வசதியை மக்களுக்கு வழங்க அரசாங்கம் அர்ப்பணிப்புடன் செயல்பட்டு வருவதுடன், இச்சேவை ஆரம்பிக்கப்படும் உத்தியோகபூர்வ திகதி எதிர்காலத்தில் முறைப்படி அறிவிக்கப்படும்.
Clarification on the Implementation of Mobile Number Portability (MNP)
This clarification is issued regarding media reports stating that the Mobile Number Portability (MNP) service will be introduced in September, based on the response provided yesterday (06) by Eng. Eranga Weeraratne, Hon. Deputy Minister of Digital Economy, in Parliament regarding the Number Portability service.
The Deputy Minister clearly stated in Parliament that the MNP service would not be launched in September. Rather, discussions are currently underway among the Telecommunications Regulatory Commission of Sri Lanka (TRCSL), the Ministry, and telecommunications service providers (operators) to resolve the outstanding issues and facilitate the implementation of this facility.
The specific point made by the Deputy Minister was that if the relevant stakeholders in the telecommunications sector fail to reach a final agreement by the end of September, the Telecommunications Regulatory Commission of Sri Lanka will take steps to issue a regulatory directive in accordance with the provisions of the Sri Lanka Telecommunications Act and the applicable licence conditions.
It is therefore important to clarify that the end of September refers to the deadline given for the relevant companies to reach an agreement, and does not constitute the official launch date of the service.
The Government remains committed to making this facility available to the public at the earliest possible opportunity while safeguarding consumer rights. The official date for the commencement of the MNP service will be formally announced in due course.
