Monrovia, Liberia [July 6,2025] – The Government of Liberia, through the Ministry of Finance and Development Planning (MFDP) and its National Authorizing Office (NAO), is thrilled to announce significant progress in the “Light Up South-East Liberia” (LUSE) electrification initiative, funded by the European Union (EU) through the 11th European Development Fund (EDF).
The electrification program has made remarkable strides in Greenville, Buchanan, and Barclayville—three cities long deprived of reliable electricity. On June 16, 2025, Greenville City in Sinoe County marked a key milestone with the offloading of 24 truckloads of monopoles delivered from Monrovia. Excavation works are now underway in Murrayville Township, where a solar field is being developed.
In addition, construction has begun on a 2-megawatt mini-hydro power plant along the Sinoe River Rapids. Both renewable energy projects are funded by the EU, and the electricity generated will be transmitted via a new Gas Insulated Switchgear (GIS) substation. The existing Liberia Electricity Corporation (LEC) substation in Greenville will undergo renovations to house the GIS technology, ensuring reliable, sustainable power for thousands of residents in the city.
Similarly, in Buchanan, Grand Bassa County, the installation of monopoles is progressing well. A site directly opposite the main CLSG Substation on Wilson Avenue, Hardlandsville Township, has been secured for the construction of a GIS facility. This new GIS substation will link Buchanan to the Transco CLSG Substation, improving energy supply across the city.
In Barclayville, Grand Kru County, land has been acquired for the construction of a solar field, and detailed designs for the distribution network are currently being finalized. These efforts are set to provide the entire city with reliable electricity.
The energy projects are being implemented by leading contractors, including MBH Power Limited, Constar-RCG France, Constar-Dolmen Construction, TCC-ASACO, and COLENCO Consulting Ltd. (Supervisor's Representative), and are expected to be completed over the next two years. Oversight will be provided by Liberia’s Rural and Renewable Energy Agency (RREA), in close collaboration with the MFDP/NAO.
The EU Electrification Project is a key component of Liberia’s AAID-ARREST Agenda for Inclusive Development and aligns with the EU's Global Gateway strategy, which promotes sustainable, clean, and smart infrastructure investments worldwide. The LUSE initiative is also an important part of national and international efforts to increase energy access, stimulate local economies, and support social inclusion, particularly for women and youth.
Historically underdeveloped, South-Eastern Liberia has long faced energy poverty, hindering economic growth and reducing quality of life. This EU-funded project ushers in a new era of hope, offering cleaner, more affordable, and sustainable energy for thousands of Liberians.
