NHA Managing Director Florence Geegbae Hooked in Corruption, Nepotism, and Administrative Malpractices – Part I

The National Housing Authority (NHA) is now faced with a hot mess. The entity has been and is being plagued by massive corruption, nepotism, and administrative malpractices. Let’s go straight into it:
1) Nepotism
NHA Managing Director Florence K. Geegbae hired her three biological children as contractors at NHA. They are Tonia T. Richardson, Christopher Dukuly, and Daniel Dukuly. We have attached our evidence. This is a brazen violation of Section 9.7 (Nepotism) and Section 9.6 (Conflict of Interest) of the National 2014 Code of Conduct Law.
2) Corruption
MD Geegbae clandestinely withdrew US$39,360 from the Afriland Bank Project Account of the National Housing Authority. Account #: 010001 0202270801845. Without the consent or approval of the Audit unit, the Procurement unit, and the Finance Office, MD Geegbae claimed that she singlehandedly awarded a US$39,360 contract to “QE24 Group of Companies” for land clearing, er****on of cornerstones, and land surveys in Goweh Town, Glolokeline, and Crozerville, located in Grand Bassa and Margibi Counties respectively. This was a SCAM to divert the funds. Required internal procurement processes and PPCC procedures were never followed. No work was done by any contractor called “QE24 Group of Companies.” That money was diverted. Our evidence is attached. In fact, this US$39,360 which was in the project account was never intended for land clearing, er****on of cornerstones, and land survey. It was intended for land acquisition. But MD Geegbae diverted it.
3) MD Florence Geegbae also diverted US$4,000 from the same NHA project account at Afriland Bank. Without any internal process or approval (audit, requisition, expenditure plan, procurement, etc.), MD Geegbae went at Afriland Bank, placed the name of the NHA Project Manager Comfort Tumbey on a cheque, singlehandedly withdrew US$4,000, and diverted it. We have attached our evidence.
4) Converted Public Land into Private Ownership
Let everyone go to the attached land deed. That 1.5 lots of land situated in Paynesville is for the government. It is located at Zayzay Community, Block “A” in Paynesville, Montserrado County. A poor widow whose name is Ma Watta Barwor bought the land from the National Housing Agency (NHA). The receipts of Ma Watta are attached. Sadly and greedily, MD Geegbae created a scheme of “resale” to claim the land as a private property. MD Geegbae placed her pastor Ransfore S. Mensah of the Abundant Life Church of God located adjacent the Gobuy-chop market in front of the land as a way to cover up this scheme. Today, her private property is being built on the same government land that Ma Watta (the legitimate owner) had already bought. We have attached the photos of the private structure that MD Geegbae and her pastor are building on the government land right now after abusing her power to illegally evict the poor widow (Ma Watta). Please also read the attached letter from Ma Watta’s lawyer to MD Geegbae. More facts are stated therein.
5) On July 13, 2026, seventy (70) out of 76 employees of the National Housing Authority (NHA) signed a Resolution of “No Confidence” in MD Geegbae, while at the same time accusing her of corruption, nepotism, abusive conduct toward employees, intimidation, violation of fair labor practices and CSA standards, etc. MD Florence Geegbae is currently under investigation by the Ombudsman while she’s still holding her position. Our pieces of evidence are attached. It’s reported that she’s also undergoing investigation by the LACC.
6) The Legal Manager, Cllr. Varfee B. Siryon, and the M&E Manager, Mr. Prince Conway II., of the National Housing Authority (NHA) even RESIGNED in June 2026 as a result of MD Geegbae’s continued and inimical acts of administrative malpractices and a hostile work environment. Their letters of resignation are attached. Furthermore, the immediate past Deputy Managing Director for Administration (DMDA), who also served under MD Florence Geegbae at the National Housing Authority (NHA), Mr. Prince Saah Bonnah II., even confirmed on his page our initial investigative report that was published in Verity Newspaper. His full narration, which has further exposed MD Florence Geegbae, is also attached.
7) Recommendation: We are calling for a full-scale, independent audit of the NHA Managing Director Florence K. Geegbae. We call on the GAC, the IAA, the LACC, the Ombudsman, and the CSA to launch a comprehensive investigation. We call on Pres. Boakai to suspend and/or dismiss MD Geegbae, and placed her under an independent investigation.
