Liberia’s Rural Energy Agency Seeks US$22.75 Million for 2027 to Expand Electricity Access

MONROVIA, LIBERIA, October 9, 2026.
The Managing Director of Liberia’s Rural and Renewable Energy Agency, Hon. Samuel Nagbe, has requested an allocation of US$22.75 million for fiscal year 2027 to support the agency’s rural electrification and renewable energy development agenda.

Hon. Nagbe made the request during the national budget hearing at the Ministry of Finance and Development Planning, where government institutions are presenting their funding requirements for the next fiscal year.

The proposed allocation comes as the agency continues to implement renewable energy projects aimed at expanding electricity access in rural communities, particularly in areas underserved by the national power grid.

During fiscal year 2026, the government allocated approximately US$6.135 million to the agency through the Public Sector Investment Project framework.

The agency’s major initiatives include the Liberia Renewable Energy Access Project, the Light-Up South-East Project, and the Renewable Energy for Electrification in Liberia initiative

One of the flagship investments is the Liberia Renewable Energy Access Project in Lofa County, which includes a solar power plant, battery storage facilities, a backup generator, and more than 350 kilometres of electricity distribution lines.

The project is intended to improve electricity access for communities across the county through a combination of renewable energy infrastructure and distribution networks.

In southeastern Liberia, the Light-Up South-East Project is designed to expand electricity access through a proposed two-megawatt mini-hydropower plant on the Sinoe River Rapids in Greenville, alongside solar power and battery storage systems.

The initiative aims to connect more than 4,300 homes and businesses.

The agency is also supporting off-grid solar access through the Liberia Solar Home System Results-Based Financing programme, implemented in partnership with Energising Development, known as EnDev, and BRAC Liberia.

The programme provides financial incentives intended to make solar products more affordable for low-income households, particularly in rural areas.

Other initiatives include the development of the River Gee Hydropower Project and the national streetlighting programme.

DEVELOPMENT PARTNERS SUPPORT MAJOR PROJECTS

The agency’s renewable energy portfolio relies significantly on support from international development partners.

The Liberia Renewable Energy Access Project has been associated with US$25 million in World Bank grant financing and a US$2 million loan from the International Development Association.

Meanwhile, the Light-Up South-East initiative has received support through a reported €43 million grant from the European Union, alongside US$3.5 million in government funding.

These partnerships are intended to mobilise the resources required to develop infrastructure that would otherwise be difficult to finance through the national budget alone.

FOCUS TURNS TO 2027 AND BEYOND

The agency’s proposed US$22.75 million allocation for fiscal year 2027 comes as Liberia seeks to strengthen its renewable energy sector and expand electricity access beyond major urban centres.

Its forward-looking priorities include strategic planning for 2027 to 2031, further development of renewable energy infrastructure, and efforts to attract additional investment into the sector.

The proposed allocation represents a significant increase over the agency’s reported US$6.135 million Public Sector Investment Project allocation for 2026.

However, the final amount to be approved will depend on the national budget process.

For communities across Liberia, the central question remains whether increased investment will translate into reliable and affordable electricity, particularly in rural areas where access remains limited.

ATIKU SLAMS TINUBU’S 30-DAY FUEL DISCOUNT AS POLITICAL PUBLICITY STUNT

Lagos, Nigeria, October 9, 2026.

Former Nigerian Vice President Atiku Abubakar has criticised the Federal Government’s proposed 30-day fuel discount at NNPC retail stations, describing it as a politically motivated measure that fails to address Nigeria’s cost-of-living crisis.

In a statement issued on October 8, Atiku questioned what would happen after the discount expires, citing persistent concerns over fuel prices, transportation costs and food inflation.

He also questioned the programme’s limited coverage and called for sustainable policies, including a budgeted support framework for fuel refined within Nigeria.

Atiku insists that Nigerians need lasting economic relief rather than temporary measures.

Do you think a 30-day fuel discount will significantly ease the burden on Nigerian households?

BREAKING: Nigeria Announces 30-Day Petrol Price Relief

Lagos, Nigeria, October 9, 2026.

Nigeria’s federal government has announced a 30-day petrol price relief measure through the Nigerian National Petroleum Company Limited (NNPC), with public transport operators receiving priority.

Finance Minister Taiwo Oyedele says NNPC has been asked to sell petrol at cost during the initial 30-day period, stressing that the measure is not a return to the fuel subsidy regime.

The initiative is intended to ease the burden of rising fuel prices on commuters, households and businesses.

Attention will now turn to implementation and whether the temporary measure will translate into lower transportation costs for Nigerians.

🇳🇬 NIGERIA OPENS 2026 OIL AND GAS LICENSING ROUND

Lagos -Nigeria October 7, 2026.

Nigeria has officially launched its 2026 oil and gas licensing round, offering 40 petroleum blocks across land, shallow-water and deepwater areas.

The Nigerian Upstream Regulatory Commission (NUPRC) says the initiative is designed to attract fresh investment into Nigeria’s upstream petroleum sector.

NUPRC Chief Executive Officer Oritsemeyiwa Eyesan said the round, approved by President Bola Ahmed Tinubu, will be guided by transparency, predictable timelines and equal opportunities for investors.

The Commission says bidders will have access to clear eligibility requirements, evaluation criteria and reliable technical data, while material clarifications will be shared with all participants.

Eyesan also issued a warning to successful bidders:

“Drill or Drop.”

She said winning a petroleum licence must translate into actual investment and development, rather than simply holding acreage.

The 2026 licensing round builds on reforms under Nigeria’s 2021 Petroleum Industry Act, which seeks to make the award of petroleum licences more transparent and competitive.

MONROVIA, Liberia, October 7, 2026.

The Rural and Renewable Energy Agency (RREA) and the Millennium Challenge Corporation (MCC) held consultations on reforms, policy gaps, and institutional coordination in Liberia’s energy sector.

RREA Executive Director Samuel Bocay Nagbe outlined the agency’s ongoing and completed projects to expand electricity access, particularly in rural and underserved communities.

He also presented a proposal to electrify 400 rural community clinics by 2030, at an estimated cost of US$10 million.

The initiative seeks to improve healthcare services in rural Liberia, with RREA emphasizing the goal of ensuring that “no baby is born in the dark.”

MCC Country Director Kevin George commended RREA’s progress and encouraged the agency to identify priority areas where MCC support could have the greatest impact ahead of the anticipated launch of the MCC Compact in 2027.

The meeting also focused on expanding clean and affordable off-grid electricity, strengthening institutional responsibilities and developing sustainable financing for the Rural Energy Fund to support mini-grid projects in underserved communities.

RREA says the discussions form part of its broader efforts to build strategic partnerships and advance reforms toward reliable, affordable, sustainable, and inclusive electricity access across Liberia.

Energy Commission, VRA Explore Joint Media Training

ACCRA-GHANA October 7, 2026.

The Energy Commission of Ghana and the Volta River Authority (VRA) are exploring a joint initiative to strengthen media and communication capacity within Ghana’s energy sector.

The discussions followed a courtesy engagement between the Energy Commission’s Public Affairs Unit and VRA’s Corporate Communications and Branding Section.

The two institutions discussed possible joint media training and other capacity-building programmes aimed at helping energy-sector communicators explain complex issues — including electricity tariffs, renewable energy, power supply, energy efficiency and emerging technologies — in clearer and more accessible language.

Acting Executive Secretary of the Energy Commission, Ms Adwoa Serwaa Bondzie, engaged the VRA team on strategic communication, public engagement and ways of improving communication with consumers, businesses and other stakeholders.

The institutions say stronger cooperation among communications professionals could help improve the consistency, accuracy and clarity of information reaching the public.

No specific training programme or implementation date has yet been announced, but both sides have agreed to explore further partnership opportunities in the coming months.
