STATEMENT AHEAD OF THE OFFICIAL LAUNCH OF LIBERIAโ€™S BID FOR A NON-PERMANENT SEAT ON THE UNITED NATIONS SECURITY COUNCIL FOR THE 2026-2027 SITTING

(September 19, 2024) The Office of the Former President of the Republic of Liberia (2018-2024), His Excellency George Manneh Weah, acknowledges receipt of a letter (RL/MFA/2-/S010021/โ€™24) signed by the Minister of Foreign Affairs, Honorable Sarah Beysolow-Nyanti. We appreciate the recognition by Minister Beysolow-Nyanti of the numerous contributions by Former President Weah towards the maintenance of peace and security and in laying the groundwork for Liberiaโ€™s bid for a non-permanent seat on the United Nations Security Council (UNSC).

The former President has supported and always will support any endeavor that seeks to advance the interests of the Liberian people and elevate our nationโ€™s standing within the global community. It is his strong conviction that Liberiaโ€™s aspiration for a seat on the United Nations Security Council is a testament to our historical commitment to peace, both at home and abroad. Our country has consistently played a vital role in peacekeeping efforts and has stood as an emblem of resilience in the face of adversity. Additionally, Liberia has played historical roles, as Africaโ€™s first independent republic, in the fight for the independence of many sister African nations. As a founding member of the United Nations and its predecessor the League of Nations, Liberia played pivotal roles in ushering and consolidating world peace and establishing global order.

It was with these ideals in mind that he undertook several bilateral engagements, including seeking and securing endorsements from ECOWAS and the African Union for Liberiaโ€™s bid as a non-permanent member of the UNSC, so that Liberiaโ€™s voice would be valuable in multilateral dialogues concerning global peace and security.




Specifically, during the 63rd Ordinary Session of the Authority of Heads of State and Government of ECOWAS, held on July 9, 2023, in Bissau, Guinea-Bissau, the Republic of Liberia was unanimously endorsed as the sole candidate representing the ECOWAS region for the non-permanent seat on the United Nations Security Council for the period 2026/2027. This endorsement was articulated in Numbers 46 and 47 of the Final Communiquรฉ, which was signed by H.E. General Umaro Sissoco Embalรณ, President of Guinea-Bissau and then Chairman of the Authority of Heads of State of ECOWAS. This was a significant achievement, marking Liberiaโ€™s advancement as a trusted voice in international affairs once again. The African Union subsequently reinforced this endorsement, recognizing Liberia's role in promoting peace and stability.

However, while former President Weah fully recognizes the importance of Liberia pursuing and attaining this seat, we must also reflect on the deeper, quintessential ideals that underpin such an aspiration. When he first initiated the campaign for our nationโ€™s bid, it was with the firm belief that we must not only project our historical contributions but also embody the very principles that define the Security Councilโ€™s missionโ€”good governance, the rule of law, unification, and the protection of fundamental freedoms, including the right to free speech. These principles are not just aspirations; they are the bedrock upon which our credibility as a candidate must rest.

Regrettably, the current domestic landscape presents challenges that could undermine and derail the essence of our bid. For example, on Thursday, August 22, 2024, the Liberia National Police, without presenting any search warrant, raided the headquarters of the Coalition for Democratic Change (CDC), firing live ammunition and surrounding the building with armed men and injuring many partisans. This unprovoked attack on our political party headquarters is an alarming sign of the administrationโ€™s disregard for political freedoms, the rule of law, and national unity. Such and many other actions which have been well catalogued, directly contradict the ideals of democracy and peace that form the foundation of the United Nations Charter and the very principles the Security Council must uphold.

Following this incident, former President Weah immediately communicated with Omar Alieu Turay, President of the ECOWAS Commission, urging ECOWAS to take proactive diplomatic steps to ensure that Liberiaโ€™s democracy is not jeopardized by the administrationโ€™s misuse of power. The use of state resources to stifle dissent and target political opponents poses a serious threat to Liberiaโ€™s democratic stability.


May we also note, that following our receipt of the letter from Minister Beyslow-Nyanti, the spokesman of the government at the Ministry of Information went on a juvenile, sophomoric rant while purportedly giving the administrationโ€™s position on the issue, in a vain attempt to denigrate former President Weah. Such disingenuous behavior, wherein one ministry of government writes a former President whilst another hurts disrespectful invectives at him points to an apparent schism in the ranks and a duality of policy in government that in themselves pose a risk to the bid.

Instead of fostering reconciliation and unification, the administration is fueling division and retribution. These actions are at odds with the values that the United Nations stands for: respect for human rights, the rule of law, and the peaceful resolution of conflicts.
In spite of the commitments made by the regional and continental bodies, ECOWAS and the AU, these are the potential threats which could erode confidence and unracel the bid.

The former President supports Liberiaโ€™s aspiration for a seat on the Security Council, he however emphasizes that our internal actions must reflect the values we seek to promote globally.

To credibly pursue this seat and put Liberia on its rightful place on the international pedestal at the UNSC, the government must restore its commitment to good governance, the protection of political freedoms, and the rule of law. Only by addressing these internal challenges, consolidating the diplomatic gains and re-engaging bilateral and multilateral partners, can we present ourselves as a viable candidate for the Security Council, one that truly embodies the ideals of peace and security, justice and rule of law under a vibrant democratic dispensation.

Perfunctory and superficial publicity stunts such as a photo-op at the UN headquarters on September 27, 2024 is not what is required, but firm and genuine actions of diplomacy and good governance.

While rumors persist that the Opposition Congress for Democratic Change (CDC) headquarters is at high risk of eviction, the party has dispelled these claims, stating that it has a good relationship with the owners of the facility in which it operates.

There have been growing concerns among partisans of the CDC and critics, who claim that the party is on the verge of eviction.

However, these claims have been met with denial, as the party has clarified the situation through its Secretary General, Jefferson Koijee.

Opposition CDC SG Koijee clarified that the party is in good standing at its national home in Congo Town.

The political statesman, who recently spoke on a local radio station in Monrovia, noted that the CDC continues to maintain a smooth relationship with the family members who own the property.

According to him, since the partyโ€™s inception under its founding leader, former President George Weah, they have made efforts to avoid any form of embarrassment towards the party.

The CDC is on record for having been evicted in 2009 after a dispute among members of the Bernald family, who own the property.

The party temporarily relocated to former President Weahโ€™s home on 9th Street.

However, in 2010, the CDC returned to its original headquarters after the family resolved their internal conflict.

Koijee revealed that after the partyโ€™s victory in 2017, the CDC attempted to purchase the property but was unable to do so due to family disputes.

He also accused the ruling Unity Party of politicizing the issue, which is currently before the court. Koijee further noted that while the CDC could have used its political power to claim the property while in government, the party chose to respect the law.

โ€œWe are respecters of the law, but we can say to you in a very clear tone that those who think they can weaponize the court because they have a political objective can rest assured that the CDC will meet them in the middle,โ€ Koijee said.

He added, โ€œWe have been good tenants, consistently paying our rent. Even now, the case is before the Supreme Court, but the party has maintained a positive relationship with the family. We can confidently say that the Unity Party has revived its political agenda to displace us, but thereโ€™s no reason to panic. The CDC and its leadership are firmly in place, and we have no intention of leaving our current headquarters.โ€

1. Chinese President Xi Jinping has pledged a total of US$128.2 million to Liberia, focusing on critical areas such as infrastructure, renewable energy, agriculture, and healthcare according to the Liberia's Ministry of Information.

The announcement came during a high-level bilateral meeting on Friday, September 6, 2024, between President Xi and Liberian President Joseph Boakai in Beijing.

President Xi detailed China's plans to contribute to Liberia's infrastructural development, announcing a US$28.2 million grant, equivalent to RMB 200 million.

The grant is earmarked for various development projects, including the construction of overhead bridges between the ministerial complex and SKD Boulevard in Monrovia.
The project, set to commence in the first quarter of 2025, aims to improve urban mobility and reduce traffic congestion in the capital.
According to Information Ministry, in addition to the grant, President Xi committed US$100 million in concessional financing for road infrastructure projects, a key area President Boakai emphasized during the meeting.

The funding will support the expansion and maintenance of Liberiaโ€™s road network, which is vital for the country's economic growth and access to remote regions.

China's support extends to Liberiaโ€™s energy sector, where the focus will be on enhancing the national power grid and investing in solar energy projects.

Recognizing the importance of agriculture to Liberiaโ€™s economy, President Xi announced Chinaโ€™s plan to provide advanced agricultural equipment and machinery to Liberia.

The assistance is aimed at increasing agricultural productivity and ensuring food security, which are key components of Liberiaโ€™s economic diversification strategy.

The agricultural support also includes human capacity development, with China offering scholarships for young Liberians to study in fields critical to the countryโ€™s development.

On the healthcare front, China will fund the construction of a national clinical reference laboratory in Liberia. The facility will enhance the countryโ€™s ability to conduct advanced medical testing and improve overall healthcare delivery.
Meanwhile, in a gesture of goodwill, President Xi announced the cancellation of US$6.5 million in debt default interest on loans owed by Liberia.
This debt relief is a significant step towards easing Liberiaโ€™s financial burden and enabling the country to allocate more resources to development projects.

President Boakai expressed deep gratitude for this relief, highlighting it as a testament to Chinaโ€™s enduring partnership with Liberia.

2. The Speaker of the House of Representatives, Cllr. J. Fonati Koffa, has introduced several new administrative measures in the Budget Transmittal to the office of the President to improve the budget process.

These measures are designed to enhance transparency and accountability within the Government's budgetary process.

Among the new directives, the Speaker has mandated that all future budget transmittals to the President must be accompanied by a transmittal cover, signed by the Honorable Speaker himself.

Additionally, the office of the Chief Clerk has been ordered to implement a record-keeping system to track all documents, including information on who checks them in and out.

Further, the Speaker has called for restrictions on document retrieval by the records custodian in the Chief Clerk's office.

The Speaker has instructed the Rules, Order, and Administration Committee to provide additional facilities for the Chief Clerk's office to improve efficiency.

These measures, according to a release by the Press & Public Affairs Department, aimed at tightening controls and preserve the integrity of the budget process.

According to a release from the Ministry of Justice Monday, the inmates escaped due to a breach in the prison's security system.

The release noted that the Ministry of Justice is working closely with the Liberia National Police and the prison authorities to determine the exact cause of the breach and take appropriate action to prevent such incidents in the future.

The Ministry of Justice in its release revealed that the Liberia National Police has deployed additional officers to assist in the search and apprehension of the escaped inmates, thus assuring the public that all efforts are being made to ensure the safety and security of the citizens and to bring the escaped inmates to justice.

According to him, the country has seen and continues to witness the undeserved marginalisation and discrimination being experienced by Fulanis in Liberia and the level of injustices they endure in search of legitimacy and national recognition in their own country.

In a Facebook post at the weekend, the district #7 lawmaker said fulanis have met all requirements of Article 27 of the 1986 Liberian Constitution which he said guarantees their rights to citizenship.

He noted that the everyday resentment of fulanis by tribal elites on the basis of their names, accent, appearances, or behaviors, seem far from ending.

According to him, many Fulanis who were born in Liberia have not left the Country indicating that the only place they know as home is Liberia and yet they are being spurned.

CDC and the road to 2029: an insider's reflection

CDC is a great party and, undoubtedly, the most popular political institution and the most relevant opposition party in the country. All that because of its very popular and highly loved and respected Standard Bearer. The party is poised to make a comeback.

But the party needs rebranding. Coming from a surprising defeat, there is a need for soul searching, deeper soul searching and table-turning.

The party must restructure; it must take up a new personality for image building. The field marshals must retreat to the war room and new commanders deployed to the frontline. That's the most logical pathway to reconnecting with the people (partisans included).

What do the people (partisans included) mean when they say "George Weah is good but the people around him." They are talking about those within Weah's political circle including party leaders and those he appointed to his government; their stewardship and their relationship with them, the people (partisans included), viewed negatively.

Trust has been broken, grievances and discontent abound. The raw truth is that there is a geat deal of dissatisfaction and disharmony within the party. The people (partisans included) feel let down or betrayed. The masses' project, the great 'blue revolution', was hijacked by wealth seekers and sycophants just as Samuel Doe and his junta hijacked the progressives' revolution of the 80's. The party leaders and government officials became the "pigs" personified in George Orwell's political satire, 'Animal Farm'. 'The milk is good only for the pigs'. So, they used their positions and proximity to former President Weah to enrich themselves, marginalized partisans, and empowered their family members and friends to the extent that each had three or more family members and a countless number of friends and significant others in senior and junior government positions. In short, they were too greedy and mean!

With their newfound wealth they sponsored their own senatorial and representative candidates in the 2023 legislative election against the party's candidates effectively undermining the party's mandate of a unified support for its candidates. That caused disenchantment and protest votes in some counties. A friend, who was campaigning for Senator Gbleh-bo Brown in Maryland, called me one day and said, "Senator, it's tough on your man [Senator Brown]. Those guys put their own candidates against him and they're spending plenty money behind them. They have divided the party. The only person that's supporting the Senator from the party is the President." Wow! And that was the situation in most, if not all, of the counties.

The same people cannot lead the party and the people (partisans included) support them. The party needs new faces to rebuild trust and to reconnect with the people (partisans included).

Don't get me wrong, these people are loyal to the party and the Standard Bearer. But party/SB loyalty alone without love and compassion for the people (partisans included) is like a harvest without food. The partisans see their loyalty as self-driven; and their arrogance and sense of entitlement of being more CDCians than others as divisive, only intended to give them undue advantage.

So, the people (partisans included) resent them; there is a disconnect between them and the people (partisans included) because of their bad stewardship. There is too much mistrust, so much so that they have become repellants. And I will 'drop the ball' -- they are the reason for the election loss. In any democracy, the people (partisans included) matter the most because you need them to win elections.

Thanks to ex-Chairman Mulbah Morlu for giving up the charge. That was done in good conscience and a demonstration of selflessness. As Chairman of the party, he failed to win the 2023 presidential election, so he couldn't lead the party to another election.

The party is not short of talents or strategists. They are in abundance; all they need is recognition and an opportunity to serve their dear CDC. And believe me, they will rise to the occasion if given the chance. The 'masses' project' must truly live its meaning and must rise above individualism, greed, self-aggrandizement, and pompousity.

The party must begin serious institution rebuilding first with a convention to elect national and local leaders -- men and women of impeccable character -- and then focus on repositioning itself to reignite trust and rekindle the CDC spirit.
